In order to promote the high-quality development of the service industry in our district, according to the "Notice on the Use and Management Measures for Guiding Funds for the Development of the Service Industry in Shanghai" (Shanghai Government Regulations [2022] No. 22) and the "Guidelines for the Application of Guiding Fund Projects for the Development of the Service Industry in Shanghai" (2023 -2024)" (Shanghai Development and Reform Service [2023] No. 7) and the "Measures for the Use and Management of Service Industry Development Guidance Funds in Yangpu District", organize and carry out the first batch of Shanghai service industry development guidance fund projects in 2023 Regarding the application work, relevant matters are notified as follows:
1. Guiding key areas of financial support
The key areas supported by this city’s guidance funds are:
1. Support the "14th Five-Year Plan for the Development of Shanghai's Service Industry" (Hufu Banfa [2021] No. 7) and the "Service Industry Innovation Development Outline (2017-2025)" (Development and Reform Plan [2017] No. 1116 ) service industry projects in clear focus areas.
2. Support key service industry projects in the National Mass Entrepreneurship and Innovation Demonstration Base, the National Service Industry Demonstration Park, and the City’s Service Industry Innovation and Development Demonstration Zone.
3. Support the preparation of core area development strategies, industrial development, functional positioning and other planning for various service industry parks that have a demonstration and driving role.
2. Application conditions
The applied project must be within the scope of support, and the project unit and applied project must also meet the following conditions:
1. The project unit must be a legal person or unincorporated organization established in accordance with the law in this area, with a reasonable economic scale, a good credit record, no illegal activities, and a legal person certificate (it must have an electronic signature function and an associated legal person certificate). Please refer to Appendix 3 for details of the certificate matters.)
2. The net assets of the project unit in 2022 must be positive (projects included in key areas of new business formats and new models shall be implemented in accordance with Shanghai Development and Reform Service [2020] No. 10).
3. The total project investment should be more than 10 million yuan (inclusive) (the total project investment refers to the project investment amount approved by the intermediary agency entrusted by the review team).
4. In principle, the applied projects should be projects under construction starting from April 1, 2022 to March 31, 2023.
5. If the project unit has guidance funds to support the project but has not yet been accepted, it is necessary to wait until the project passes the acceptance before applying for a new project. The project unit has projects that have failed the acceptance inspection and shall not apply for new projects within 3 years from the date of project write-off.
6. Project units can apply for multiple projects, but each project unit can only receive financial support for at most one project per year.
7. The following projects will not be accepted: First, planning projects whose planning contract signing date is more than 1 year earlier than the application date; planning projects such as urban planning, land planning, environmental assessment and design plans. The second is other projects that do not meet the scope and conditions of support, etc.

4. Application procedures
2. Online declaration. Enterprises that meet the conditions and are interested in applying are required to log in to the one-stop application portal http://www.shanghai.gov.cn online before 24:00 on March 3, 2023 , and search for "Yangpu District Service Industry Development Guidance Fund" "Declaration", (direct channel: https://zwdt.sh.gov.cn/govPortals/bsfw/item/c8b3b927-a1ce-4b0e-9979-59e3d972272d ), select the service industry development guide in the district (Yangpu District) where the tax collection and administration relationship is located For fund declaration matters, fill in the Guidance Fund Project Application Form online and upload relevant attachments as required (the uploaded attachments must be in PDF format, a single file should not exceed 50M, and multiple files can be uploaded). The system will automatically generate a declaration form and stamp it with an electronic signature. , complete the system declaration. For specific operations, please refer to the "Service Industry Development Guidance Fund Project Unit Application Operation Manual" (Appendix 4).
3. Submit written materials. Download and print the project application form and relevant attachments (one paper copy, which needs to be glue-bound, seamed and stamped with the official seal of the unit), and submit it to Room 1703, Building 3, No. 800 Huimin Road, Yangpu District . Submission time: Before March 8, 2023, Monday to Friday, 9:00-11:30 am, 13:30-17:00 pm .
4. District-level review. It is planned to organize a district-level expert review meeting in early March 2023 , and the specific time will be notified later.
