In order to further accelerate the improvement of quality and efficiency, transformation and upgrading of traditional industries in our district, foster the development of the information industry, promote the construction of urban digital transformation, and give full play to the guiding and boosting role of special funds for informatization development, according to the "About Jinshan District Accelerating the New Information Foundation According to the requirements of "Several Supporting Policies for the Construction of Facilities to Promote the Development of Smart Cities" (Jin Ke Gui [2020] No. 2), the relevant matters concerning the application of the special fund project for informatization development in Jinshan District in 2023 are hereby notified as follows:
1. Support scope
(1) Support software and information service industry industrialization projects that promote industrial innovation and development, industrial structure adjustment, transformation and upgrading, and industrial chain cooperation.
(2) Support traditional enterprise informatization transformation projects that use information technology to improve the comprehensive capabilities of enterprises in management, production, sales and other links.
(3) Supporting smart city demonstration application projects that use information technology to build demonstration applications in urban management, social governance, people's livelihood services, and rural revitalization.
2. Application conditions
(1) The reporting unit must be an enterprise or unit organization registered in Jinshan District, paying taxes according to law, and having independent legal personality (excluding fully funded agencies and institutions).
(2) The reporting unit must seek truth from facts, scientifically and rationally report the relevant economic and technical indicators and the implementation of funds that the project needs to achieve.
(3) The execution period of the project construction is generally within two years (no more than May 31, 2024).
(4) Focus on the digital transformation and upgrading of traditional industries such as chemical industry, textile and clothing, auto parts, food processing, and biomedicine.
3. Application materials
(1) "2023 Jinshan District Informatization Development Special Fund Project Application Form" (Fill out online, print online with watermark while waiting for review, and affix the official seal of the competent unit where the enterprise pays taxes).
(2) "2023 Jinshan District Informatization Development Special Fund Project Application Form" (see Attachment 1 for details).
(3) Photocopies of the reporting unit's industrial and commercial business license, organization code certificate, tax registration certificate or three-in-one business license (original).
(4) A copy of the ID card (front and back) of the legal representative of the reporting unit.
(5) A copy of the original 2022 financial audit report of the reporting unit audited by an accounting firm or a 2022 financial statement (balance sheet, income statement or profit and loss statement, and cash flow statement).
(6) A letter of commitment to the authenticity of the application materials (the official seal of the legal entity and the signature of the legal representative are required, see Annex 2 for details).
(7) Photocopies of certification documents for scientific research achievements related to the project.
(8) For the evaluation report on the integration of industrialization and industrialization of enterprises, it is necessary to log in to the evaluation system of the integration of industrialization and industrialization in Shanghai, register to fill in the report and download it.
(9) Other relevant materials.
4. Application method
(1) Online declaration
1. The applicant unit needs to log in to the Jinshan channel of "One Netcom Office" to declare the project. Use the legal person one card to log in. After logging in, fill out the "2023 Jinshan District Informatization Development Special Fund Project Application Form" online, and upload the "2023 Jinshan District Informatization Development Special Fund Project Application Form" and other relevant application materials.
2. The deadline for online declaration is 16:00, April 27.
(2) Written declaration
1. After the online materials are reviewed by the applicant unit, and the online status changes to "pending review", the application form will be printed online with a watermark. The written application materials must be consistent with the online application materials. All written application materials should be printed on both sides of A4 paper, arranged in the order of "3. Application materials", and bound into a book on the left (using ordinary adhesive binding method), Five copies. Before June 3, send five written declaration materials to the competent authority of the place where the tax is paid (see the attached list for contact details) for recommendation and stamping.
2. The competent unit of the place where the tax is paid, please send the stamped recommendation summary form to the Information Promotion Section of the District Science and Technology Commission before June 17.
3. The applicant unit should send five written application materials with the official seal of the competent unit to the Information Promotion Section of the District Science and Technology Commission on the day of review (the review time will be notified separately).
