Relevant units:
In order to promote the rapid development of the modern service industry in this district, in accordance with the "Shanghai Service Industry Development Guidance Fund Usage and Management Measures" and the "Shanghai Service Industry Development Guidance Fund Project Application Guide (2023-2024)" and "Jinshan District Service Industry Development According to the relevant requirements of the Guidance Fund Management Measures, we are now organizing the application for the first batch of service industry guidance funds in 2023. The relevant matters are notified as follows:
1. Regarding key support areas for guidance funds
The key areas supported by this city’s guidance funds are:
(1) Support the "14th Five-Year Plan for the Development of Shanghai's Service Industry" (Shanghai Fubanfa [2021] No. 7) and the "Service Industry Innovation Development Outline (2017-2025)" (Development and Reform Plan [2017] 1116 No.) service industry projects in clear key areas.
(2) Support key service industry projects in the National Mass Entrepreneurship and Innovation Demonstration Base, the National Service Industry Demonstration Park, and the city’s Service Industry Innovation and Development Demonstration Zone.
(3) Support the planning and preparation of core area development strategies, industrial development, functional positioning, etc. of various service industry parks that have a demonstration and driving role.
2. Regarding application conditions
The applied project must be within the scope of support, and the project unit and applied project must also meet the following conditions:
1. The project unit must be a legal person or unincorporated organization (excluding branches) established in accordance with the law in the district. The tax account management place and registered business place are in Jinshan District. It must have a reasonable economic scale, a good credit record, and no violations of laws and regulations. Holder of the Legal Person One-Pass Pass (needs to have the electronic signature function, please see Appendix 5 for details on matters related to the Legal Person One-Pass Pass).
2. The net assets of the project unit must be positive in 2022 (projects included in key areas of new business formats and new models shall be implemented in accordance with Shanghai Development and Reform Service [2020] No. 10).
3. The total investment for municipal-level projects must be more than 10 million yuan; the total investment for district-level projects must be more than 5 million yuan. The total project investment refers to the amount of project investment approved by the review teams at all levels (the same below).
4. The applied project must be a project under construction (in principle, it is a project under construction that will start after April 1, 2022).
5. If the project unit has guidance funds to support the project but has not yet been accepted, it is necessary to wait until the project passes the acceptance before applying for a new project. The project unit has projects that have failed the acceptance inspection and shall not apply for new projects within 3 years from the date of project write-off.
6. Project units can apply for multiple projects, but each project unit can only receive financial support for at most one project per year.
7. The following projects will not be accepted: First, planning projects whose planning contract signing date is more than 1 year earlier than the application date; planning projects such as urban planning, land planning, environmental assessment, and design plans. Second, the reporting companies have major integrity issues such as tax evasion and tax evasion. The third is other projects that do not meet the scope and conditions of support, etc.
3. Regarding application information requirements
The project unit needs to submit the following materials (see Appendix 3 for requirements on material authenticity):
1. Project application form (fill in online)
2. Project fund application report (see attachment 2 for the preparation outline)
3. Letter of commitment of the applicant’s authenticity and credit (requires legal person’s signature and official seal, see attachment 3 for details)
4.Business license or legal person certificate
5. Site certificate of the project construction implementation location (own real estate certificate or lease contract and lessor’s real estate certificate)
6. The project unit’s financial statements for the past three years and the audit report of the previous year (not required for planning projects)
7. Proof of self-raised capital contribution (including bank deposit certificate of self-owned funds, bank loan commitment letter for loan funds, loan agreement, loan contract), which must account for more than 60% of the total project investment
8. Risk investment, achievement patents, certifications and other related documents (such as self-owned software copyright or outsourced development contract and developer software copyright)
9. Approval documents for corporate investment projects (projects not included in the scope of approval and research and planning projects may not be provided)
10. If the project involves civil construction, additional floors, facade renovation, etc., approval opinions from the planning department and environmental protection department must be provided
11. If the project purchase of equipment and test processing involves environmental impacts (such as noise, radiation, three waste emissions, etc.), approval opinions from the environmental protection department must be provided
12. Provide energy conservation review opinions and social stability risk assessment opinions issued by relevant institutions based on the actual situation of the project.
13. Planning projects need to provide relevant contracts, agreements and relevant payment vouchers
14. Cooperation agreements/approvals or licenses must be provided if cooperation or licensing with other institutions is involved.
4. Application procedures
1. Project units that meet the conditions and are willing to declare should first contact the town (park) where the tax collection and administration relationship is located (see attachment 6 for the contact person);
2. After consent from the street town (park) where you are located, log in to the one-stop portal http://www.shanghai.gov.cn online through the legal person one-pass , and select the service industry development guidance fund declaration matters in the district where the tax collection and administration relationship is located to make an online declaration. . Submit online to the town (park) where the tax collection and administration relationship is located; if the tax collection and administration relationship is in a district-affiliated economic zone, submit online to the district-affiliated group company corresponding to the district-affiliated economic zone.
Please read attachments 4 and 5 carefully before filling out the application online. Project units need to fill in the Guidance Fund Project Application Form online and upload relevant attachments as required (the uploaded attachments must be in PDF format, a single file should not exceed 50M, and multiple files can be uploaded). The system will automatically generate an application form and stamp it electronically. Sign and complete the system declaration. The deadline for declaration is 24:00 on March 5 (at which time the declaration system will automatically close and stop accepting applications).
3. Subdistricts, towns (parks) and other units log in to the special fund project management platform, promptly conduct pre-examination of projects submitted by project units, and forward projects that have passed the pre-examination to the district development and reform commission before March 15.
4. The District Development and Reform Commission will organize district-level review meetings in conjunction with relevant departments in a timely manner (Note: To facilitate project management, the project respondent should be the person in charge of the project of the enterprise, and can participate with relevant certificates during the defense). Projects that pass the district-level review and are in line with Shanghai's guidance fund support direction will be forwarded to the municipal level for review.
5. Support methods
Guide funds to adopt classified support methods.
(1) Major demonstration projects: Projects with a total investment of more than 30 million yuan (inclusive), which have an important demonstration and driving role in the development of the city's service industry, and have advanced technology, innovative models, etc., will be supported by guiding funds at the municipal and district levels. .
(2) Key projects: Projects with a total investment of 10 million yuan or more will be supported by guiding funds at the municipal and district levels.
The support of municipal guidance funds is arranged and used in the form of free funding, mainly used for equipment purchase and installation, software development, technology transfer, personnel training, system integration, design consulting, R&D testing, qualification certification, etc.
6. Support standards
(1) Municipal support
For major demonstration projects, the amount of municipal guidance fund support shall not exceed 6 million yuan in principle. Among them, for major functional service industry projects in the city that need to exceed the upper limit of support, the municipal review team will study and determine the support amount.
For key projects, the maximum proportion of municipal guidance fund support shall not exceed 20% of the total project investment, and the support amount shall not exceed 3 million yuan.
(2) District-level support
For major demonstration projects and key projects that receive municipal guidance fund support, the district will, in principle, provide supporting support at 50% of the municipal support amount.
For projects with a total investment of more than 10 million yuan that have passed the preliminary review at the district level but have not received municipal guidance fund support, they will be awarded in accordance with the standard of "the financial support for a single major project shall not exceed 800,000 yuan, and the financial support for a single key project shall not exceed 500,000 yuan" support.
For general application projects with a total investment of less than 10 million yuan and more than 5 million yuan, after passing the district-level review, they will be supported according to the standard of "financial support for a single project shall not exceed 500,000 yuan".
Projects below 5 million yuan will not be supported.
7. Others
If supported, the project unit shall strictly follow the relevant provisions and requirements of national and municipal laws, regulations, institutional documents, etc., standardize the use of guidance funds, and seriously cooperate with the inspection and acceptance of project implementation. Ensure honesty and trustworthiness, abide by disciplines and laws, strictly perform relevant obligations, and actively fulfill social responsibilities.
