In 2023, the first batch of Shanghai Service Industry Guidance Fund declaration work has started. Units that meet the relevant conditions and are willing to declare are invited to follow the "Notice of the Shanghai Municipal People's Government on Printing and Distributing the "Measures for the Use and Management of Shanghai Service Industry Development Guidance Funds"" In accordance with the provisions and requirements of the "Shanghai Service Industry Development Guidance Fund Review Group on Printing and Distributing the Notice of Shanghai Service Industry Development Guidance Fund Project Application Guidelines (2023-2024)", complete the project application. Relevant matters are notified as follows:
1. Key areas of support
1. Support the "14th Five-Year Plan for the Development of Shanghai's Service Industry" (Hufu Banfa [2021] No. 7) and the "Outline for Innovation and Development of the Service Industry (2017-2025)" (Fagai Planning [2017] No. 1116 ) Clear key areas and key service industry projects.
2. Support key service industry projects in the National Mass Entrepreneurship and Innovation Demonstration Base, the National Service Industry Demonstration Park, and the Shanghai Service Industry Innovation and Development Demonstration Zone.
3. Support research on major strategies, major policies and major issues that promote the development of the city's service industry.
4. Support the construction of various service industry parks with demonstration and driving effects, and provide funding for planning demonstrations such as core area development strategies, industrial development, and functional positioning.
5. Other matters requiring support upon approval by the municipal government.
2. Project Support Objects
1. The project unit must be a legal person or an unincorporated organization legally established in the district, with a reasonable economic scale, a good credit record, and no violations of laws and regulations.
2. Support the service industry projects under construction. The projects should play a leading role in the service industry field or form a demonstration effect in product innovation, technological innovation, model innovation, and business innovation.
3. Project application conditions
The projects declared by the project unit are in principle the projects under construction that will start construction after April 1, 2022.
The following applications will not be accepted:
(1) Projects with a total investment of less than RMB 10 million.
(2) Planning projects whose signing date of the planning contract is more than one year earlier than the date of application; they belong to planning projects such as urban planning, land planning, environmental assessment and design schemes.
(3) The net assets of the reporting unit in the previous year were negative (projects included in key areas of new business models and new models shall be implemented in accordance with Document No. 10 [2020] of the Shanghai Development and Reform Commission).
(4) Other items that do not meet the scope and conditions of support, etc.
4. Materials to be prepared
1. Project application form (fill out online)
2. Project funding application report (see Appendix 2 for the outline)
3. The authenticity and credit commitment letter of the reporting unit (signature of the legal person and official seal are required)
4. Business license or legal person certificate
5. The site certificate of the project construction implementation site (own property certificate or lease contract and lessor's property certificate)
6. The financial statements of the project unit for the past three years and the audit report of the previous year (planning projects may not be provided)
7. Proof of self-raised capital contribution (including bank deposit certificate of self-owned funds, bank loan commitment letter for loan funds, loan agreement, loan contract), which must reach more than 60% of the total investment of the project
8. Related documents such as venture capital, achievement patents, certification certificates (such as: self-owned software copyright or outsourced development contract and software copyright of the developer)
9. Approval documents for enterprise investment projects (projects not included in the scope of approval and research and planning projects may not be provided)
10. If the project involves civil engineering, layer addition, facade renovation, etc., it is necessary to provide the approval opinions of the planning department and the environmental protection department
11. If the project purchase equipment and test process involve environmental impact (such as noise, radiation, three waste discharge, etc.), it is necessary to provide the approval opinion of the environmental protection department
12. According to the actual situation of the project, provide energy-saving review opinions issued by relevant institutions, social stability risk assessment opinions, etc.
13. Planning projects need to provide relevant contracts, agreements and relevant payment vouchers
14. Cooperation agreements/approvals or licenses are required for cooperation with other institutions or licensed operations
5. Arrangement of application procedures
1. Formal declaration. The project unit is requested to log in to the One-Network Office online through the "Legal Person One-Certificate" before February 23 (Thursday) (declaration link: https://zwdt.sh.gov.cn/govPortals/bsfw/item/73e9cd97-ef91- 4c85-be77-3220268546f2 ), select the application items for the guidance fund for the development of the service industry in the area where the tax collection and management relationship is located, fill out the application form for the guidance fund project online, and upload the relevant attachments as required. Automatically generate the declaration form and affix the electronic signature, and complete the system declaration (it cannot be accepted when it is outdated, the system is crowded near the deadline, it is recommended to submit it as soon as possible; the same legal entity must be used for filling in the information and affixing the electronic signature, please do not use different account).
2. District-level review. After the application deadline, a district-level expert review meeting will be organized, and the specific time, place, and requirements will be notified separately.
