  In accordance with the spirit of the "Shanghai Municipal People's Government's Notice on Issuing the Measures for the Use and Management of Guidance Funds for the Development of the Service Industry in Shanghai" (Shanghai Government Regulations [2022] No. 22), in order to effectively complete the work related to the application of Guidance Fund Projects for the Development of the Service Industry in our city, The Shanghai Service Industry Development Guidance Fund Review Group, composed of the Municipal Development and Reform Commission, the Municipal Economic and Information Technology Commission, the Municipal Commerce Commission and the Municipal Finance Bureau, has formulated the "Shanghai Service Industry Development Guidance Fund Project Application Guide (2023-2024)". Please organize and carry out project application work as required.

  1. Regarding key support areas for guidance funds

  In order to promote the high-quality development of our city's service industry, strengthen the functions of global resource allocation, technological innovation, high-end industry leadership and open hub portal functions, focus on the development of the "Five Economy", and comprehensively promote the construction of the "Shanghai Service" brand, Improve the city's core functions and radiation driving force, guide all types of social capital to increase investment in key areas of the city's service industry, continue to promote high-end value-added and production efficiency changes in the industrial chain value chain, lead new consumer demands, create high-quality life, and economically Research, the key areas supported by our city’s guidance funds are:

  (1) Support the "14th Five-Year Plan for the Development of Shanghai's Service Industry" (Shanghai Fubanfa [2021] No. 7) and the "Service Industry Innovation Development Outline (2017-2025)" (Development and Reform Plan [2017] 1116 No.) service industry projects in clear key areas.

  (2) Support key service industry projects in the National Mass Entrepreneurship and Innovation Demonstration Base, the National Service Industry Demonstration Park, and the city’s Service Industry Innovation and Development Demonstration Zone.

  (3) Support the planning and preparation of core area development strategies, industrial development, functional positioning, etc. of various service industry parks that have a demonstration and driving role.

  2. Requirements for application materials

  6. The project unit’s financial statements for the past three years and the audit report of the previous year (not required for planning projects)

  7. Proof of self-raised capital contribution (including bank deposit certificate of self-owned funds, bank loan commitment letter for loan funds, loan agreement, loan contract), which must account for more than 60% of the total project investment

  8. Risk investment, achievement patents, certifications and other related documents (such as self-owned software copyright or outsourced development contract and developer software copyright)

  9. Approval documents for corporate investment projects (projects not included in the scope of approval and research and planning projects may not be provided)

  10. If the project involves civil construction, additional floors, facade renovation, etc., approval opinions from the planning department and environmental protection department must be provided

  11. If the project purchase of equipment and test processing involves environmental impacts (such as noise, radiation, three waste emissions, etc.), approval opinions from the environmental protection department must be provided

  12. Provide energy conservation review opinions and social stability risk assessment opinions issued by relevant institutions based on the actual situation of the project.

  13. Planning projects need to provide relevant contracts, agreements and relevant payment vouchers

  14. Cooperation agreements/approvals or licenses must be provided if cooperation or licensing with other institutions is involved.

  3. About project application procedures

  (1) About project unit declaration

  1. The project unit must be a legal person or unincorporated organization established in accordance with the law in our city, with a reasonable economic scale, a good credit record, no illegal activities, and a legal person certificate (it must have an electronic signature function. Regarding the legal person certificate) Please refer to Appendix 3 for details of the certificate matters.)

  2. The project unit is required to log in to the one-stop portal website https://www.shanghai.gov.cn through the legal person one-pass card , select the service industry development guidance fund declaration items in the district where the tax collection and administration relationship is located, and fill in the guidance fund project application form online. Upload relevant attachment information as required (the uploaded attachment must be in PDF format, a single file should not exceed 50M, and multiple files can be uploaded). The system will automatically generate an application form and stamp it with an electronic signature to complete the system application; download and print the project application form and Relevant attachments (paper materials, in duplicate) should be submitted to the relevant departments in the district where the tax collection and administration relationship is located (see attachment 4 for contact details in each district).

  3. The project applied by the project unit must be a project under construction. Project units can apply for multiple projects, but each project unit can only receive financial support for at most one project per year.

  4. If the project unit has guidance funds to support the project but has not yet been accepted, it is necessary to wait until the project passes the acceptance before applying for a new project. The project unit has projects that have failed the acceptance inspection and shall not apply for new projects within 3 years from the date of project write-off.

  At the same time, the following application items will not be accepted:

  The first is planning projects whose planning contract signing date is more than one year earlier than the application date; they are planning projects such as urban planning, land planning, environmental assessment and design plans.

  Second, the net assets of the reporting unit in the previous year were negative (projects included in key areas of new business formats and new models shall be implemented in accordance with Shanghai Development and Reform Service [2020] No. 10).

  The third is other projects that do not meet the scope and conditions of support, etc.

  (2) About district transfer

  1. After receiving the application materials from the project unit, each district is requested to log in to the Municipal Development and Reform Commission’s special fund project management platform https://zxzj.fgw.sh.gov.cn (referred to as the management platform) to complete the acceptance of the application project. Accepted projects will be included in the project database of each district.

  2. Each district is requested to entrust an intermediary agency to conduct preliminary screening of the application projects included in the project database of each district through expert review and other methods, and strictly control them. For projects that plan to apply for guidance fund support this year after screening, the district-level review opinions will be entered in the management platform. At the same time, each district is requested to rank projects based on their innovativeness, economic and social benefits, etc., and on the basis of comprehensive balance.

  3. Each district is requested to prepare a guidance fund application report (mainly including: analysis of the effects of the projects to be promoted on optimizing the structure, upgrading energy levels, increasing tax revenue and expanding employment; the construction of public service platforms and modern service industry clusters to be promoted, etc. Analysis on the importance and necessity of improving the development environment of the service industry and accelerating the development of the service industry, etc.). The district's application report must promise that the district finance will provide supporting projects at a ratio of no less than 1:1 for projects applying for guidance fund support (Chongming, Jinshan, and Fengxian promise to provide supporting projects at a ratio of no less than 50%).

  4.   (3) About material submission

  1. Management platform submission. All districts are required to submit guidance fund application reports and project summary tables before March 31 and August 15 of each year. The development and reform committees of each district, together with the Economic Committee (Commerce Committee) and the Finance Bureau, will jointly prepare the document and stamp it with the official seal, and submit it through the management platform.   2. Submit paper materials.   This unit promises that all the application materials are true and valid, and there are no frauds, misleading statements or major omissions. This project has not received any other municipal funding support. This unit and its legal representative (project leader) have no record of serious breach of trust.

  This unit has a comprehensive understanding of the relevant management system requirements for the application and use of guidance funds for the development of Shanghai's service industry. It is aware of the conditions, norms and responsibilities that should be met when applying and using guidance funds. It will strictly follow the laws of the country and our city. Make fund declarations according to relevant regulations and requirements such as laws and regulations, institutional documents, etc. If supported, the guidance funds will be used in strict accordance with national and city laws, regulations, institutional documents and other relevant regulations and requirements, and the project implementation inspection and acceptance will be carefully coordinated. Ensure honesty and trustworthiness, abide by disciplines and laws, strictly perform relevant obligations, and actively fulfill social responsibilities. Voluntarily accept legal inspections by government regulatory authorities. If violations occur, they will be held accountable and liable for compensation in accordance with the law, and agree that relevant departments will provide untrustworthy information to the municipal credit platform.

  If the above commitments are violated, this unit is willing to assume corresponding responsibilities, return the allocated funds within the time limit, and will no longer participate in the application for guidance funds within three years from the end of the project cycle.
