Baoshan District, the first batch of 2023 Shanghai service industry development guidance fund project application work has officially started, and the relevant matters are hereby notified as follows:
1. Support objects
The objects supported by guiding funds are legal persons and unincorporated organizations (except branches) legally established in the district. The project unit should have a reasonable economic scale, a good credit record, and no violations of laws and regulations.
2. Support scope
(1) Support the "14th Five-Year Plan for the Development of Shanghai's Service Industry" (Hufu Banfa [2021] No. 7) and the "Outline for Innovative Development of the Service Industry (2017-2025)" (Development and Reform Plan [2017] 1116 No.) service sector projects in defined focus areas. (2) Support key service industry projects in the National Mass Entrepreneurship and Innovation Demonstration Base, the National Service Industry Demonstration Park, and the city's Service Industry Innovation and Development Demonstration Zone. (3) Support the formulation of core regional development strategies, industrial development, and functional positioning of various service industry parks that have a demonstration and driving role.
3. Application materials
Project applicants are requested to fill in the project application form and basic information form in accordance with the requirements of municipal documents, and prepare relevant attachments. The specific requirements are as follows: 1. Project application form (fill in online). 2. Project funding application report (see Appendix 1 for details). 3. The authenticity and credit commitment letter of the reporting unit (signature and official seal of the legal person are required, see Appendix 3 for details). 4. Business license or legal person certificate. 5. The site certificate of the project construction implementation site (own property certificate or lease contract and lessor's property certificate). 6. The financial statements of the project unit for the past three years and the audit report of the previous year (planning projects may not be provided). 7. Proof of self-raised capital contribution (including bank deposit certificate of self-owned funds, bank loan commitment letter for loan funds, loan agreement, loan contract), which must reach more than 60% of the total investment of the project. 8. Risk investment, achievement patents, certificates of recognition and other related documents (such as: self-owned software copyright or outsourced development contract and software copyright of the developer). 9. Approval documents for enterprise investment projects (projects not included in the approval scope and research and planning projects may not be provided). 10. If the project involves civil engineering, layer addition, facade renovation, etc., it is necessary to provide the approval opinions of the planning department and the environmental protection department. 11. If the project purchase equipment and test process involve environmental impact (such as noise, radiation, three wastes discharge, etc.), it is necessary to provide the approval opinion of the environmental protection department. 12. According to the actual situation of the project, provide energy-saving review opinions and social stability risk assessment opinions issued by relevant institutions. 13. Planning projects need to provide relevant contracts, agreements and relevant payment vouchers. 14. If it involves cooperation or licensing with other institutions, a cooperation agreement/approval or license must be provided.
4. Project application requirements
1. The project unit is requested to log in to the portal website http://www.shanghai.gov.cn through the legal entity One-Certificate -Link, select the application items for the guidance fund for the development of the service industry in the area where the tax collection and management relationship is located, and fill in the application form for the guidance fund project online. Upload relevant attachments as required (uploaded attachments must be in PDF format, a single file does not exceed 50M, and multiple files can be uploaded), the system will automatically generate the application form and stamp it with an electronic signature to complete the system application; the project unit is required to fill in the guiding fund items The application form, basic information form and related attachments (two paper copies and one electronic version) shall be submitted to the district development and Industrial Development Section of Reform Commission (Room 421, No. 16, Mishan Road).
2. The project unit must be a legal person or non-incorporated organization (except for branches) legally established in this city, with a reasonable economic scale, a good credit record, no violations of laws and regulations, and a legal person certificate (an electronic signature is required) For details on the functions and related legal person all-in-one certificates, please refer to Attachment 2). 3. The project declared by the project unit must be a project under construction. Project units can apply for multiple projects, but each project unit can only have one project at most to receive financial support each year. 4. The project unit has a project supported by guiding funds but has not yet been accepted, and it needs to wait for the project to pass the acceptance before applying for a new project. If the project unit has a project that fails to pass the acceptance inspection, it is not allowed to apply for a new project within 3 years from the date of project cancellation.
At the same time, the following application items will not be accepted:
One is the planning project whose signing date of the planning contract is more than one year earlier than the application date; it belongs to planning projects such as urban planning, land planning, environmental assessment and design scheme.
The second is that the net assets of the reporting unit in the previous year were negative (projects included in the key areas of new business models and new models shall be implemented in accordance with Document No. 10 [2020] of the Shanghai Development and Reform Commission).
The third is other projects that do not meet the scope and conditions of support.
