1. Regarding key support areas for guidance funds

In order to promote the high-quality development of the service industry in the region, guide all types of social capital to increase investment in key areas of the service industry in the region, continue to promote high-end value-added and production efficiency changes in the industrial chain value chain, lead new consumer demands, and create high-quality life, this region Key areas supported by guidance funds are:

1. Support the "14th Five-Year Plan for the Development of Shanghai's Service Industry" (Hufu Banfa [2021] No. 7) and the "Service Industry Innovation Development Outline (2017-2025)" (Development and Reform Plan [2017] No. 1116 ) service industry projects in clear focus areas.

2. Support the "Songjiang District Special Action Plan to Launch the "Shanghai Service" Brand (2021-2023)" (Shanghai Songfu Office [2021] No. 65), "Songjiang District's Promoting the Deep Two-way Integrated Development of Advanced Manufacturing and Modern Service Industries" Service industry projects in key areas specified in the "Implementation Opinions" (Husong Fuban [2021] No. 66).

3. Support key service industry projects in service industry innovation and development demonstration zones at all levels; support key producer service industry projects related to the “integration of the two industries”.

4. Support the preparation of core area development strategies, industrial development, functional positioning and other planning for various service industry parks that have a demonstration and driving role.

2. Materials required to be submitted by project units

2. Project fund application report (see attachment 1 for the preparation outline )

3. Letter of commitment to the authenticity and credit of the reporting unit (requires legal person’s signature and official seal, see attachment 2 for details )

4. Business license or legal person certificate

5. Site certificate of the project construction implementation location (own real estate certificate or lease contract and lessor’s real estate certificate)

6. The project unit’s financial statements for the past three years and the audit report of the previous year (not required for planning projects)

7. Proof of self-raised capital contribution (including bank deposit certificate of self-owned funds, bank loan commitment letter of loan funds, loan agreement, loan contract), which must account for more than 60% of the total project investment

8. Risk investment, achievement patents, certifications and other related documents (such as self-owned software copyright or outsourced development contract and developer software copyright)

9. Approval documents for corporate investment projects (projects not included in the scope of approval and research and planning projects may not be provided)

10. If the project involves civil construction, additional floors, facade renovation, etc., approval opinions from the planning department and environmental protection department must be provided

11. If the project purchase of equipment and test processing involves environmental impacts (such as noise, radiation, three waste emissions, etc.), approval opinions from the environmental protection department must be provided

12. Provide energy conservation review opinions and social stability risk assessment opinions issued by relevant institutions based on the actual situation of the project.

13. Planning projects need to provide relevant contracts, agreements and relevant payment vouchers

14. If cooperation or licensing with other institutions is involved, a cooperation agreement/approval or license must be provided

15. Preliminary opinion form issued by the town, street, or economic development zone where the tax collection and administration relationship is located

3. Regarding project application conditions

The project unit must be a legal person or unincorporated organization (excluding branches) established in accordance with the law in this city. It must have a reasonable economic scale, a good credit record, no violations of laws and regulations, and hold a legal person certificate (which must have an electronic signature function, Please refer to Appendix 3 for details on related legal person one-pass matters .)

1. The project applied by the project unit must be a project under construction, and the project execution period is generally about two years. Project units can apply for multiple projects, but each project unit can only receive financial support for at most one project per year. Joint declaration is not supported.

2. If the same project has received financial support through other channels, it will no longer be supported. Project units that have guiding funds to support but have not yet accepted projects must wait until the projects pass acceptance before applying for new projects. The project unit has projects that have failed the acceptance inspection and shall not apply for new projects within 3 years from the date of project write-off.

3. The following application projects will not be accepted: (1) Projects with a total project investment of less than 10 million yuan. (2) Planning projects whose planning contract signing date is more than 1 year earlier than the application date; they belong to planning projects such as urban planning, land planning, environmental assessment and design plans. (3) The net assets of the reporting unit in the previous year were negative (projects included in key areas of new business formats and new models shall be implemented in accordance with Shanghai Development Reform Service [2020] No. 10). (4) Other projects that do not meet the support scope and conditions, etc.

4. About project application procedures

The application for this project is made online and must be completed on both the municipal and district-level platforms at the same time .

1. Municipal platform: The project unit is required to log in to the one-stop portal website ( http://www.shanghai.gov.cn ) through the legal person one-pass card, search for "Declaration of Guidance Funds for Service Industry Development", and select "Songjiang District" - "Apply now" can enter the ( https://zwdt.sh.gov.cn/govPortals/bsfw/item/d9e93370-99b6-4400-9d55-9e49cceacaca ) application page, fill in the guidance fund project application form online, and upload it as required Relevant attachment information (uploaded attachments must be in PDF format, a single file does not exceed 50M, multiple files can be uploaded), the system automatically generates a declaration form and stamps it with an electronic signature to complete the system declaration (see attachment 4 for the declaration operation manual ).

2. District-level platform: Project units are required to enter the "Service Enterprises" column through the Songjiang District Industrial Development Fund Service Platform ( https://zwdt.sh.gov.cn/qykj/shell_oc_sj/developmentFunds ) to select corresponding policies to complete the project application.

3. The online application time is from now until 17:30 on February 28, 2023. Late submissions will not be accepted (based on the system display time, the system is congested near the deadline, so it is recommended to submit as early as possible).

4. The district-level expert review time is initially set for early March 2023. At that time, please print the binding project application form and relevant attachments, and also submit the preliminary review opinion form (paper) issued by the town, street, and economic development zone where the tax collection and administration relationship is located.
