Notice on Applying for Funding for “Specialized, Specialized, New” Small and Medium Enterprises in Yangpu District in 2022

In order to further implement the "specialized, specialized and innovative" small and medium-sized enterprise cultivation project, efforts will be made to cultivate a group of "specialized, refined, distinctive and novel" small and medium-sized enterprises, enhance the innovation and entrepreneurship capabilities and professional level of small and medium-sized enterprises, and promote the high-quality development of small and medium-sized enterprises. Quality development, according to the "Implementation Measures for the Yangpu District's "Specialized, Specialized, Special and New" Small and Medium-sized Enterprises Cultivation Project (Yang Commercial Commission Regulations [2021] No. 1) and the "Yangpu District Implementation Rules for Supporting the Thriving Growth of "Specialized, Specialized, Special and New" Small and Medium-sized Enterprises" (Yangpu District's Implementation Rules for Supporting the Thriving Growth of "Specialized, Specialized, Special and New" Small and Medium-sized Enterprises) In accordance with the spirit of the Commerce Commission [2022] No. 89) and other documents, the 2023 Yangpu District "Specialized, Special and New" small and medium-sized enterprise support fund application process will be launched from now on. The relevant matters are hereby notified as follows:
1. Declaration subject
It is a corporate legal person whose registration place and tax payment place are both in Yangpu District, has no bad credit record, and is a recognized "specialized, special and new" small and medium-sized enterprise in Shanghai that is within the validity period.
2. Support standards
1. For Shanghai's "specialized, special and innovative" small and medium-sized enterprises newly recognized in August 2022, a one-time grant of no more than 50,000 yuan will be provided for the first time; for the past three years (2019, 2020, 2021), the operating income will be within 1 Enterprises whose R&D expenditures account for no less than 3% of operating income in the past three years (2019, 2020, and 2021) will be given a one-time subsidy of RMB 50,000.
2. A one-time subsidy of 100,000 yuan will be provided to Shanghai's "specialized, special and innovative" small and medium-sized enterprises newly recognized in March 2023.
3. After passing the review in March 2023, the operating income in the past three years (2019, 2020, 2021) is 100 million yuan or more, and the proportion of R&D expenditures in the operating income in the past three years (2019, 2020, 2021) is not Shanghai's "specialized, special and innovative" small and medium-sized enterprises with less than 3% will be given a one-time subsidy of 50,000 yuan.
3. Application materials
1. Yangpu District “Specialized, Specialized and New” small and medium-sized enterprise support fund application form;
2. Enterprise business license;
3. Other materials.
(1) If it involves a company name change, please submit the notification of approval of change registration issued by the relevant department;
(2) If you need to apply for "the operating income in the past three years (2019, 2020, 2021) is 100 million yuan or more, and the proportion of R&D expenditures in the operating income in the past three years (2019, 2020, 2021) is not less than 3 % of enterprises, and then provide a one-time subsidy of 50,000 yuan." For this type of support funds, please provide a detailed list of super deduction discounts for R&D expenses in 2019, 2020, and 2021 (A107012).
4. Application method
1. After the above application materials are stamped with the official seal, they will be produced in electronic version (PDF format) and paper version (in one copy), and shall be submitted by the enterprise to the household management unit;
2. The household management unit should conduct a preliminary review of the application materials submitted by the enterprise, fill in the "2022 Shanghai "Specialized, Special and New" Small and Medium Enterprise Project Allocation Summary Form" (electronic version), and submit it together with the enterprise application materials to the district business office Commissioned Small and Medium Enterprise Service Center.
5. Application time
Before 17:00 on May 9, 2023. (Failure to submit a report after the due date will be deemed as voluntary abandonment)
