In order to accelerate the development of the service industry in Pudong New Area, according to the "Notice of the Shanghai Municipal People's Government on Printing and Distributing the Measures for the Use and Management of Guiding Funds for the Development of Shanghai's Service Industry" (Hu Fu Gui [2022] No. 22), the "Guiding Funds for the Development of Shanghai's Service Industry Notice of the Review Group on Printing and Distributing the Guiding Fund Project Application Guidelines for the Development of the Service Industry in Shanghai (2023-2024) (Shanghai Fa Gai Service [2023] No. 7), "Several Provisions on the Use and Management of Guiding Funds for the Development of the Pudong New Area Service Industry" (Shanghai Pu Fa Gai Gui [2021] No. 1) and relevant requirements, the application for the guidance fund project for the development of Shanghai's service industry in the first half of 2023 is now underway, and the relevant matters are notified as follows:
1. Support areas
1. Support the "14th Five-Year Plan for the Development of Shanghai's Service Industry" (Hufu Banfa [2021] No. 7) and the "Outline for Innovation and Development of the Service Industry (2017-2025)" (Fagai Planning [2017] No. 1116 ) service sector projects in defined focus areas.
2. Support key service industry projects in the National Mass Entrepreneurship and Innovation Demonstration Base, the National Service Industry Demonstration Park, and the Municipal Service Industry Innovation and Development Demonstration Zone.
3. Support the formulation of core regional development strategies, industrial development, and functional positioning of various service industry parks that have a demonstration and driving role.
2. Application conditions
In addition to the above key support areas, the projects declared in the first half of 2023 must also meet:
1. According to the classification support method of guidance funds for the development of the service industry in Shanghai, the total investment of the declared project must be more than 10 million yuan (inclusive), of which the investment consists of equipment purchase fees, software purchase fees, construction engineering fees, renovation and decoration fees In principle, other construction investment costs account for more than 50%.
2. In principle, the declared projects are projects under construction that will start construction from August 16, 2022 to March 31, 2023.
3. A project unit can apply for multiple projects, but each project unit can only have one project receiving financial support each year.
4. For project units that have been supported by guiding funds, re-applying for new projects must be based on the acceptance of the last supported project.
5. In principle, the net assets of reporting units in 2021 should be positive (projects included in the key areas of new business models and new models shall be implemented in accordance with Document No. 10 [2020] of the Shanghai Development and Reform Commission).
6. The declaration of enterprises whose tax households are managed in the Lingang area will be accepted by the Management Committee of the Lingang New Area.
3. Application materials
Project applicants are requested to fill in the project application form and basic information form in accordance with the requirements of municipal documents, and prepare relevant attachments. Specific requirements are as follows:
﹡1. Project application form (fill out online).
﹡2. Project fund application report (see Appendix 1 for the outline).
﹡3. Authenticity and credit commitment letter of the reporting unit (signature and official seal of the legal person are required, see Attachment 2 for details).
﹡4. Business license or legal person certificate.
﹡5. The site certificate of the project construction site (own property certificate or lease contract and lessor's property certificate).
﹡6. The three-year financial statements of the project unit from 2020 to 2022 and the 2022 annual audit report (planning projects may not be provided). The reporting unit that has not completed the 2022 annual audit before the deadline of the application shall provide the 2020 and 2021 annual audit reports, the 2022 annual financial statements and an explanation of the expected completion time of the 2022 audit work. During the review process, the 2022 annual audit report shall be supplemented according to the requirements of the District Development and Reform Commission.
﹡7. Proof of self-raised capital contribution (including bank deposit certificate of self-owned funds, bank loan commitment letter for loan funds, loan agreement, loan contract), which must reach more than 60% of the total investment of the project.
8. Related documents such as venture capital, achievement patents, certification certificates (such as: self-owned software copyright or outsourced development contract and developer's software copyright).
9. Approval documents for enterprise investment projects (projects not included in the approval scope, planning projects may not be provided).
10. If the project involves civil engineering, layer addition, facade renovation, etc., it is necessary to provide the approval opinions of the planning department and the environmental protection department.
11. If the project purchase equipment and test process involve environmental impact (such as noise, radiation, discharge of three wastes, etc.), it is necessary to provide the approval opinion of the environmental protection department.
12. Provide energy-saving review opinions and social stability risk assessment opinions issued by relevant agencies according to the actual situation of the project.
13. For planning projects, relevant contracts, agreements and relevant payment vouchers are required.
14. If it involves cooperation with other institutions or licensed operations, a cooperation agreement, approval or license must be provided.
The above with "*" must be provided, and the rest shall be provided according to the actual situation of the project.
4. Application procedure
1. The project unit must be a legal person or an unincorporated organization legally established in this city, with a reasonable economic scale, a good credit record, and no violations of laws and regulations. Please refer to Attachment 3 for details on the certificates.
2. The project unit is requested to log in to the portal website http://www.shanghai.gov.cn through the legal entity All-in-one certificate , select the service industry development guide fund declaration in the area corresponding to the tax collection and management relationship, and leave work on February 20, 2023 Fill in the application form for guiding fund projects online , upload relevant attachments as required (the uploaded attachments must be in PDF format, a single file should not exceed 50M, and multiple files can be uploaded), the system will automatically generate the application form and stamp it with an electronic signature, and complete the system Declare; download and print the project application form and related attachments (paper materials, in triplicate, stamped with the official seal of the unit), and submit it to the Tax Administration Bureau (Management Committee) before work on February 24, 2023 for complete review (The enterprises whose tax households are managed in the relevant towns are sent to the District Development and Reform Commission; the contact persons of the administrations (management committees) and the District Development and Reform Commission are detailed in Attachment 4) .
5. Work requirements
1. All departments are requested to step up policy publicity, actively organize units that meet the application conditions to carry out the application for the service industry development guidance fund project in the first half of 2023, and at the same time strengthen the review of enterprise application materials in accordance with the service industry guidance fund management regulations, and strictly control the project Quality, meritorious and recommended for reporting.
In order to facilitate project management, the project respondent should be the person in charge of the project of the enterprise, and the defense must present an ID card and a certificate with the company's official seal to participate.
3.
