The Shanghai Municipal Financial Support Fund for the Promotion of Cultural and Creative Industries (referred to as "Cultural and Creative Fund") serves to launch Shanghai's "Four Brands", supports the construction of a socialist international cultural metropolis and "Design City", "Fashion City", "Brand Focusing on major, key and basic links of the cultural and creative industries, the scope of support includes media and art, industrial design, architectural design, fashion creativity, Internet, etc. And related services, software and information technology services, advertising and exhibition services, leisure and entertainment, cultural and creative investment operations, consulting and intermediary services, cultural equipment manufacturing and sales, cultural and creative auxiliary products production and sales and other industries. In order to fully implement the "Several Opinions on Accelerating the Innovation and Development of the City's Cultural and Creative Industries", support the innovation and development of eight key areas, including film and television, performing arts, animation games, network culture, creative design, publishing, artwork trading, and cultural equipment.
(1) Supporting projects under construction
Supporting projects under construction focus on supporting cultural and creative industry projects that have both social and economic benefits, good development prospects, industry leadership, guiding significance, and independent innovation capabilities.
1. Support platform construction projects with factor markets as the core. Support the construction, promotion and application of public service platforms that provide information services, industrialization services, and crowd-creation services for the development of cultural and creative industries.
2. Support various projects that use the application of new technologies as a means to integrate cultural creativity and related industries across borders. Vigorously develop the digital economy, support digital projects that integrate new models, new formats, and new technologies, and enhance creativity and innovation. Support the use of cultural creativity to improve and optimize the consumption environment, and promote the consumption industry to increase varieties, improve quality, and create brand projects. Encourage cultural and creative enterprises to invest in original content production and design capabilities.
3. Support the development, protection and utilization of intellectual property rights in the field of cultural creativity. Encourage enterprises to build and develop fundamental, platform-based, and leading copyright technology platforms, trading platforms, and application platforms.
4. Support cultural and creative applications and empowerment projects. Support various industrial projects that implement central work through cultural creativity and design services, drive industrial innovation and development, create urban vitality space, optimize urban public services, satisfy people's better life, and build urban brands together.
5. Support the display, promotion, exchange and cooperation of cultural and creative industries. Support cultural and creative enterprises to explore overseas markets and expand their international influence. Support related projects that take advantage of opportunities in the China (Shanghai) Pilot Free Trade Zone and "five new cities" to innovate and practice.
6. Support the construction of cultural and creative talents. With human creativity as the core, support the construction of master studios, support social training institutions to carry out cultural and creative training, support the combination of culture and education, and accelerate the cultivation of professional practical talents and management compound talents that are in short supply for industrial development.
7. Other projects that need key support are determined by the Municipal Cultural and Creative Industry Promotion Leading Group (hereinafter referred to as the "Leading Group").
Supporting projects under construction should be projects under construction, start no earlier than January 1, 2022, and submit project acceptance applications and related materials before December 31, 2024.
(2) Achievement-funded projects
It has good social and economic benefits for performing arts, artworks, e-sports, cultural consumption and cultural and creative product development, animation, network audio-visual, cultural service export trade, press and publication, design innovation, municipal cultural and creative parks, and cultural and creative financial services. 1. Performing arts. Focus on supporting theater performances, the development of new performing arts spaces, the integrated development of multiple formats, and the development of private troupes. 2. Artwork. Focus on building the brand of Shanghai International Artwork Trade Week, support the development of local art fairs, galleries, and art auction houses, and encourage the establishment of a city-oriented art industry service platform and innovative project construction.
3. E-sports. Support large-scale e-sports brand events with industry influence, well-operated e-sports venues, and authoritative e-sports industry research and analysis results held in this city.
4. Cultural consumption and development of cultural and creative products. Support projects such as multi-format consumption clusters, nighttime cultural consumption, cultural and creative product development, display and promotion, and trading platforms. 5. Anime. Support local excellent original animation content production, animation technology improvement, major animation activities and national awards.

7. Export trade of cultural services. Support works of art, performing arts, animation, audio-visual programs, etc. to carry forward the excellent traditional culture of the Chinese nation in overseas transactions, performances, broadcasts, trade shows, etc.
8. Press publication. Support theme and excellent original book publishing, construction of Shanghai academic and professional publishing center, support Shanghai book publishing brand, support periodical publishing transformation, distribution channel and physical bookstore construction, printing industry innovation, support national reading brand activities, support online publishing and digital publishing Integrating innovation, copyright industry and international communication, etc.
9. Design innovation. Encourage enterprises and institutions in Shanghai to improve their design innovation capabilities, carry out design innovation projects, use design to lead and empower industrial development, and serve the better life of the people.
10. Cultural and creative parks, demonstration buildings and spaces. Support municipal-level cultural and creative industrial parks, demonstration buildings and demonstration spaces and other carriers to build public service platforms, provide professional services, hold high-end exhibitions and industry exchanges and other activities.
11. Cultural and creative financial services. Encourage cultural and creative enterprises to adopt market-based financing methods for financing, and provide interest discount support for cultural and creative enterprises that have obtained loans.
Achievement-funded projects should be completed within the period from January 1 to December 31, 2022 (except for online audio-visual activities and unpublished books). See Appendix 2 for specific requirements.
(3) Industrial research projects
Cultural and creative funds support industrial research, industry report compilation, and development planning formulation related to cultural and creative industries. 2. Support methods
Cultural and creative funds are arranged and used in the form of free funding, loan interest discounts, etc. The amount of support funds is determined according to the functional orientation, service mode and total amount of capital investment of the project.
(1) Supporting projects under construction
Take free funding. The amount of municipal-level financial support for a single project shall not exceed 3 million yuan, and the total support ratio of the urban and urban areas shall not exceed 50% of the total investment. For national-level cultural and creative industry projects, major projects that have a key and overall impact on the development of the city's cultural and creative industries, the amount and proportion of funding may be appropriately increased after being determined by the leading group.
(2) Achievement-funded projects
If the method of free funding is adopted, the amount of special funds will be determined according to the functional positioning, service mode and total amount of capital investment of the project.
For cultural and creative enterprises that have obtained credit funds, based on the loan amount of the project, after passing the review, the total amount of municipal-level interest discounts for a single project shall not exceed the interest rate based on the market quotation rate (LPR) announced by the People's Bank of China for the same period. 50% of the total support.

1. Support Priorities. For national-level cultural and creative industry projects; major projects that have a key and overall impact on the development of the city’s cultural and creative industries; district-level funds 1:1 supporting projects; projects that have received various social capital investment such as venture capital and investment-loan linkage , give priority support under the same conditions.
2. Disclaimers. If the cultural and creative fund support projects undertaken by the reporting unit have not yet been checked and accepted or have not passed the check and acceptance, or if they have been disqualified from the declaration according to Article 23 (Liability for Violations of Regulations) of the "Management Measures", or have a record of major violations of laws and regulations within three years, they will not be accepted. support. If the same project has already been supported by other special funds at the municipal level, it will not be supported repeatedly.
3. Film industry matters. Topic incubation, script creation, key shooting, excellent film awards, post-production, technological transformation, distribution and screening, talent cultivation, etc. related to film have been included in the support of the Shanghai Cultural Development Foundation and are not within the scope of this funding declaration.
3. Application conditions and application materials
(1) Supporting and industrial research projects under construction
Project applicants for projects under construction should submit the "Shanghai City Promoting the Development of Cultural and Creative Industries Financial Support Fund Application Form (Projects Under Construction)" and other materials. (2) Achievement-funded projects
The application unit for achievement-funded projects should submit the "Shanghai City Promoting the Development of Cultural and Creative Industry Financial Support Fund Application Form (Achievement-funded Projects)" and other materials. (3) Uniform format requirements for application materials
1. All materials must be declared online, and the attachments submitted for online declaration must be in PDF format with clear and identifiable graphics and texts. A single file should not exceed 5M, and multiple files can be submitted.
2. There is no need to submit written materials for ongoing support and industrial research projects.
3. Two copies of written materials shall be submitted for achievement-funded projects. The cover shall have the official seal of the applicant unit, and the opinion column of the applicant unit shall be stamped with the official seal and signed by the legal representative. Print on both sides of A4 paper, use ordinary paper as the cover, and glue it on the left side into a book (written materials will not be returned). 3. Review process for industrial research projects. (4) Appropriation process
1. The supporting funds for projects under construction and industrial research will be disbursed in two installments after review and approval. The first disbursement ratio is 60% of the total amount of proposed support, and the remaining balance will be disbursed after the project construction is completed and passed the inspection and acceptance. Units registered and established after January 1, 2022, and units with poor contract performance capabilities, according to the actual situation of the project construction unit, will be allocated in one lump sum after the project construction is completed and passed the acceptance inspection.
2. The support funds for achievements-based projects will be disbursed in one lump sum within the support standard limit after review and approval.
5. Evaluation and Supervision
The project unit shall strictly follow the relevant provisions of the "Administrative Measures" and the content of the project declaration, and use the obtained support funds for special purposes, and shall not change the purpose of the funds without authorization. If there are indeed special reasons to change the use of funds or terminate the project, it must be reported to the Municipal Cultural Foundation for approval.
The Municipal Culture Creation will organize and carry out performance evaluation work in conjunction with the Municipal Finance Bureau and relevant industry authorities in accordance with the relevant regulations on the performance management of fiscal funds in this city.
The Municipal Cultural Development Bureau and the Municipal Finance Bureau have the right to supervise and inspect the implementation of support projects and the use of funds. For projects that violate the regulations on the use of cultural and creative funds or have poor project performance, the Municipal Cultural and Creative Innovation Bureau and the Municipal Finance Bureau reserve the right to change, terminate, and withdraw support funds, and investigate the administrative and legal responsibilities of relevant departments, units and personnel in accordance with the law.
