2. Support areas

  Focusing on key areas of strategic emerging industries such as semiconductors and integrated circuits, ultra-high-definition video display, energy storage, low-carbon zero-carbon negative carbon, intelligent networked vehicles, high-end medical equipment, and general health, support relevant units to organize and implement projects such as engineering research centers, public service platforms, industrialization, demonstration and promotion of new product and new technology applications, registration and licensing certification, and supporting strategic emerging industry projects supported by the national development and reform department.

  (1) Semiconductor and integrated circuits

  Support four types of support programs including the establishment and upgrading of municipal engineering research centers, the establishment and upgrading of public service platforms, post-industrialization subsidies, and national project support. Among them, the Engineering Research Center supports six directions including EDA tool software, high-performance computing chips, wafer manufacturing, advanced packaging and testing, compound semiconductors, and semiconductor-specific equipment. The public service platform supports four directions: integrated circuit IP resources, chip design and innovation services, wafer tape-out, and reliability test analysis. Subsidies for post-industrialization support domestic EDA tool software, CPU, GPU, FPGA and other high-end general-purpose chips, artificial intelligence chips, radio frequency front-end chips, optoelectronic chips and other special-purpose chips, silicon carbide, gallium nitride, gallium arsenide and other compound semiconductor devices, film growth, etching, ion implantation, measurement and other equipment suitable for advanced manufacturing processes, as well as research and development and industrialization of photomasks, photoresists, polishing fluids, and polishing pads.   (2) Ultra HD video display

  Support five types of support programs including the establishment and upgrading of municipal engineering research centers, the establishment and upgrading of public service platforms, post-industrialization subsidies, demonstration and application promotion of new technologies and new products, and national project support. Among them, the engineering research center supports five directions including ultra-high-definition large-screen display, laser display, VR/AR cloud interactive system, video codec, and video production and broadcasting. The public service platform supports two directions: ultra-high-definition video display testing and certification, content production and distribution. Subsidies for post-industrialization support light-emitting and packaging materials, core components, processes, and testing equipment for OLED, Micro/Mini LED and other new display devices; transmission codec systems, ultra-high-definition production and broadcasting systems, 8K image sensors, ultra-high-definition optical imaging lenses, ultra-high-definition video real-time codecs, professional cameras, broadcast-grade HDR monitors, ultra-high-definition video broadcasting vehicles and other ultra-high-definition video production and broadcast software and hardware; /AR all-in-one terminal display software and hardware.   (3) Energy storage

  Support five types of support programs including the establishment and upgrading of municipal engineering research centers, public service platform establishment projects, industrialization subsidy after the fact, new technology and new product demonstration application promotion, and national project support. Among them, the Engineering Research Center supports nine directions including sodium-ion batteries, long-life and high-safety lithium-ion batteries, next-generation solid-state battery energy storage, new liquid flow energy storage batteries, energy storage system integration and safety management, energy storage control systems, energy storage intelligent equipment technology, optical storage and charging technology, and mobile energy storage for new energy vehicles. The public service platform supports two directions of energy storage common technology research and development, product inspection and testing. Subsidies for industrialization support raw materials, components, process equipment, cell modules, battery management systems (BMS), energy management systems (EMS), converters (PCS), system integration and other energy storage fields of advanced electrochemical energy storage technology routes such as lithium-ion batteries, sodium-ion batteries, magnesium-ion batteries, and flow batteries. Demonstration, application and promotion of new technologies and new products support the two directions of energy storage in industrial parks and demonstration of solar storage and charging. National projects support energy storage-related fields such as battery materials, battery cell modules, control systems, system integration, intelligent production equipment, and terminal applications.

  (4) Low carbon, zero carbon and negative carbon

  Support three types of support plans, including the establishment and upgrading of municipal engineering research centers, the establishment and upgrading of public service platforms, and post-industrialization subsidies. Among them, the Engineering Research Center supports three directions: high-efficiency and low-energy carbon capture, cascade utilization and recycling of lithium batteries, and green data centers. The public service platform supports two directions: carbon capture utilization and storage (CCUS) and carbon measurement. Subsidies for post-industrialization support high-efficiency energy-saving technologies and equipment such as high-efficiency motors and frequency converters, high-energy-efficiency refrigeration equipment, and high-efficiency energy-saving household appliances; resource recycling technologies and equipment such as construction waste resource utilization, unconventional water source utilization, battery recycling and comprehensive utilization, and CCUS technologies and equipment such as efficient capture of carbon dioxide, high-value utilization, and transshipment and storage.

  (5) Intelligent Connected Vehicles

  Support four types of support programs including the establishment and upgrading of municipal engineering research centers, the establishment and upgrading of public service platforms, post-industrialization subsidies, and national project support. Among them, the engineering research center supports four directions: vehicle lidar, vehicle millimeter wave radar, intelligent driving operating system, and intelligent cockpit. The public service platform supports four directions: inspection and inspection of intelligent networked auto parts, high-level autonomous driving high-precision maps, autonomous driving city-level scene simulation, and smart roads for vehicle-road coordination. Subsidies for post-industrialization support automotive operating systems, high-efficiency motor systems, electronic control systems, laser radars, millimeter-wave radars, vehicle-road collaborative roadside equipment, real-time in-vehicle communication modules, autonomous driving integrated control systems, and domain controllers for intelligent networked vehicles.   (6) High-end medical equipment

  Support four types of support programs, including the establishment of projects by municipal engineering research centers, post-industrialization subsidies, registration and licensing certification, and national project support. Among them, the Engineering Research Center supports five directions including bionic bone repair materials and implant interventional devices, high-end pathological medical imaging, bio-sensing real-time detection, medical cosmetic laser equipment, and intelligent assistive devices for lower limb rehabilitation. Post-industrial subsidy supports medical imaging equipment such as magnetic resonance imaging equipment and X-ray imager; medical implant interventional equipment such as heart stent valves and artificial joints; medical in vitro diagnostic equipment and reagents such as biochemical diagnosis and immunodiagnosis; rehabilitation equipment such as brain-computer interface intelligent aids, rehabilitation robots, bionic prostheses, and rehabilitation training equipment; photoelectric medical beauty equipment such as lasers and ultrasound. Registration license certification supports medical diagnosis and monitoring equipment, medical high-performance ultrasound equipment, cardiac occluder, proton therapy equipment, extracorporeal membrane oxygenation machine and other medical equipment; computer-aided surgical navigation system, new intelligent image recognition and analysis and other medical software; new rehabilitation training equipment, prosthetics and orthopedic products and other rehabilitation aids; radio frequency, intense pulsed light and other medical beauty equipment. National projects support gene sequencing equipment and other fields.

  (7) Great health

  Support three types of support plans, including municipal-level engineering research center establishment projects, public service platform establishment projects, and post-industrialization subsidies. Among them, the Engineering Research Center supports four directions: chronic disease prevention and monitoring, formula food for special medical purposes, crop breeding, and raw materials for cosmetics research and development. The public service platform supports cosmetics inspection and testing public services and other fields. Post-industrial subsidies support cosmetic raw materials such as amino acids, vitamins, and peptides; moisturizing, whitening, anti-wrinkle, and freckle-removing cosmetics; new health foods, nutritional supplements, and sports nutrition foods and other precision nutrition products.

3. Support plan

  (1) Engineering Research Center Support Plan

  Supporting methods and funding standards: For projects that have passed expert review and on-site inspection, the municipal development and reform department will select the best and approve the project, and will grant a maximum of 5 million yuan in funding based on 40% of the total project investment . The subsidy amount will be disbursed in stages, and will be disbursed in stages according to 40%, 30% and 30% of the subsidy amount respectively in the three stages of the notification of the project support plan, the completion of the project with 40% of the total investment amount, and the project passing the inspection and acceptance. The specific criteria for establishing and upgrading projects are as follows:

  (1) Projects for the establishment of engineering research centers: those with a score of 60 points or more in the comprehensive review will be selected for funding based on 40% of the total investment of the project after review and approval . Funding funds must be fully used for project construction investment.

  (2) Engineering research center upgrade project: For those with a score of 80 points or more in the comprehensive review, 40% of the total investment of the project after review and approval will be selected for funding, and the final funding amount will be determined based on the actual investment amount and funding ratio, with a maximum of 5 million yuan . Funding funds must be used for project construction investment and research and development expenses, of which the proportion used for construction investment is not less than 50% of the funding amount, and research and development expenses can only be used for scientific research materials and administrative expenses.

  (2) Public service platform support plan

  Supporting methods and funding standards: For projects that have passed expert review and on-site inspection, the municipal development and reform department will select the best and approve the project, and will grant a maximum of 5 million yuan in funding based on 40% of the total project investment . The subsidy amount will be disbursed in stages, and will be disbursed in stages according to 40%, 30% and 30% of the subsidy amount respectively in the three stages of the notification of the project support plan, the completion of the project with 40% of the total investment amount, and the project passing the inspection and acceptance. The specific criteria for establishing and upgrading projects are as follows:

  (3) Post-industrialization subsidy support plan

  Support methods and funding standards: For projects that have passed expert review and on-site inspection, the municipal development and reform department will select the best and approve the project. The project unit must first invest funds to organize the implementation of the project. After the project passes the inspection and acceptance, it will provide post-subsidy according to 20% of the total investment of the project approved by the special audit . Funding funds must be fully used for project construction investment.

  (4) New technology and new product demonstration application promotion support plan

  Support methods and funding standards: For projects that have passed expert review and on-site inspection, the municipal development and reform department will select the best and approve the project. The project unit must first invest funds to organize the implementation of the project. After the project passes the inspection and acceptance, it will provide post-subsidy according to 30% of the total investment of the project approved by the special audit .

  (5) Registration, licensing and certification support plan

  Support methods and funding standards: For projects that have passed expert review and on-site inspection, the municipal development and reform department will select the best and approve the project. For innovative products that have passed the certification requirements for domestic and foreign registration permits and obtained relevant certification materials (including domestic and foreign registration approval certificates, etc.), the project investment will be subsidized ex post according to a certain percentage of the project declaration amount. The supported products need to undergo industrial transformation in Shenzhen, or entrust Shenzhen enterprises to produce locally.

  On January 4, 2022, the "Notice on Organizing and Implementing the Application for the Special Support Plan for Drug and Medical Device Market Access" issued on January 4, 2022 was suspended. The application scope of this registration license certification support program is limited to the field of medical devices, and the application for registration license certification in the drug field will be carried out in the next batch of support plans.

  (1) Domestic registration license certification

  For the second and third types of medical device products that have been declared and approved in accordance with conventional channels, 40% of the total investment of the reviewed and approved projects will be subsidized after the event, with a maximum of 3 million or 5 million yuan; for the second and third types of innovative medical device products declared and approved in accordance with special approval channels, the funding ceiling will be increased by 1 million yuan respectively . The cumulative support amount for a single entity shall not exceed 10 million yuan per year .

  The amount of project funding is independently verified according to the variety, and similar products are only supported once at each stage, and the addition of indications, adjustment of specifications, etc. are not supported.

  (2) International registration license certification

  For Class III medical devices that have successfully passed the PMA channel of the US Food and Drug Administration (FDA) to apply for registration and realize sales, they will be subsidized according to the total investment cost of the project after review and verification, with a maximum of 5 million yuan . For medical devices that have obtained a 510(k) sales license number in accordance with the 510(k) procedure of the US FDA's pre-market notification and have been sold, they will be subsidized according to the cost confirmed after the project has been reviewed and approved, with a maximum of no more than 3 million yuan, and the cumulative annual support amount for a single entity shall not exceed 10 million yuan .

  For Class IIa, IIb, and Class III medical devices that have been certified in accordance with the old version of the European Medical Device Directive and Active Implantable Medical Device Directive, and are marketed and sold in the EU, subsidies will be given according to the expenses confirmed by the reviewed and approved projects, with a maximum of no more than 1 million, 2 million, and 3 million yuan ; For Class IIa, IIb, and Class III medical devices that have been certified in accordance with the new version of the European Medical Device Regulations and are marketed and sold in the EU, subsidy will be given according to the expenses confirmed by the reviewed and approved projects, with a maximum of 2 million, 3 million, and 5 million yuan respectively; for in vitro diagnostic products that have been certified in accordance with the new version of the In Vitro Diagnostic Medical Device Regulations and marketed in the EU, subsidies will be given according to the expenses confirmed by the reviewed and verified projects, with a maximum of 3 million yuan . The cumulative support amount for a single entity shall not exceed 10 million yuan per year .

  (1) Supporting projects of the National Engineering Research Center: To support the construction of the National Engineering Research Center, 40% of the total project investment approved by the national development and reform department or approved by the evaluation will be subsidized up to 30 million yuan, and the final subsidy amount will be determined by the actual investment amount and subsidy ratio . Funding funds must be used for project construction investment and research and development expenses, of which the proportion used for construction investment is not less than 50% of the funding amount, and research and development expenses can only be used for scientific research materials and administrative expenses.

  (2) Supporting projects for national industrial development: supporting projects such as national industrial development plans (special projects), with a maximum of 1:1 supporting support, the maximum of which shall not exceed 15 million yuan, and the sum of municipal and national funding shall not exceed 40% of the total project investment. The final funding amount shall be determined by the actual completed investment amount and the funding ratio . Funding funds must be fully used for project construction investment.
