1. Application basis, scope and conditions
1. Industrial enterprises or related units registered in Donghu High-tech Zone of Wuhan City with independent legal personality;
2. Support enterprises to carry out energy-saving transformation of existing processes and equipment. Focus on supporting the energy efficiency improvement of high-energy-consuming general equipment (industrial boilers, kilns, motor systems, transformers, etc.), the comprehensive energy efficiency improvement of key energy-consuming units (steel, building materials, chemicals, textiles, papermaking, etc.), technological transformation of clean and efficient use of coal, Key energy-saving projects such as efficient recycling of waste heat and pressure;
3. The project needs to be completed between January 2020 and September 2021 and run stably for more than 6 months. The annual energy saving of energy-saving renovation projects is 300 tons of standard coal or more, and the annual energy saving of contract energy management projects is 100 tons of standard coal or more;
4. Industrial enterprises must have a complete energy measurement, statistics and management system;
5. The project unit has not had any major safety, environmental, or quality accidents in the past two years, and the unit legal person has not been included in the list of dishonest persons subject to enforcement;

2. Declaration requirements
1. Project declaration.
All project declaration units should prepare the project application report according to the preparation outline and report according to the facts. If there are any violations of laws and regulations such as falsification, once verified, they will be severely dealt with in accordance with relevant laws, regulations and policies. In principle, contract energy management projects are required to be declared by energy-consuming units, and energy-saving service companies assist in the declaration.
2. Application procedure
1. Project declaration. The economic and information departments of all districts (development zones) organize industrial enterprises within their jurisdictions to make online declarations and paper declarations. The online declaration path is "Wuhan Economic and Information Technology Bureau Special Fund Project Management and Service Platform-"Declaration and Approval Platform".
2. Project preliminary review. The economic and information departments of each district (development zone) shall complete the preliminary project compliance review and online review before April 25 in accordance with the reporting requirements, and formally submit the qualified projects to the Municipal Economic and Information Bureau, including the project summary table (Appendix 1) and project application report (Attachment 2, in duplicate in paper), and a reply letter soliciting opinions from relevant competent departments such as safety, environment, and quality.
3. Project review. The Municipal Bureau of Economics and Information Technology conducts a compliance review on whether the project application materials are complete, and organizes a third-party organization to conduct on-site inspections and annual energy-saving audits of the projects.
4. Funding arrangement. Based on the publicized third-party audit results, the Municipal Bureau of Economics and Information Technology will formulate a special fund allocation plan within the annual special fund budget in accordance with the annual key support direction.
