Recently, Shenzhen City drafted the "Special Implementation Measures for the Cultivation of Outstanding Talents in Shenzhen City (Draft for Comments)". The key projects compiled by Shenzhen Kexin are as follows:
The municipal government implements a special program to cultivate outstanding talents. According to the national strategy and the development needs of Shenzhen's key fields and key industries, no more than 10 training candidates with the potential to become strategic scientists are selected for key training every two years.
Selection conditions
The training candidates should be working full-time in Shenzhen, regardless of nationality or household registration, and meet the following basic conditions:
(1) Support the party’s leadership and abide by disciplines and laws;
(2) Strictly abide by academic and ethical norms and have a strong sense of professionalism;
(3) Good health and generally no more than 55 years old (calculated based on age before January 1 of the selection year).
Article 6 In addition to meeting the conditions stipulated in Article 5 of these trial measures, the training objects should also meet one of the following conditions:
(1) Has presided over major national scientific research tasks, major scientific and technological infrastructure construction and major projects;
(2) Have led the construction of national science and technology innovation platforms or key disciplines;
(3) Led a high-level innovation team at or above the provincial level;
(4) Make major breakthroughs in realizing forward-looking basic research and leading original innovation;
(5) Make significant contributions to overcoming key common technologies, cutting-edge leading technologies, modern engineering technologies and disruptive technologies.
Article 7 Those who have become strategic scientist-level talents or have been selected as training targets will no longer participate in the selection of Shenzhen outstanding talent training targets.
