step 1

Let's create 3 images for the scene in photoshop.

We randomly placed several omni lights near the sky.

From each omnidirectional light, we exclude all planes except the sky plane.

Now, choose any almighty, set the animation mode to "Auto key".

Now, use the following parameters to toggle omni's "multiplier" on and off.

At each keypoint change the "Multiplier" value from 0 to 2, 2 to 0, 0 to 1.5, 1.5 to 0...etc.

Similarly, randomize the lighting effects to the rest of the omni lights.

Set "Sky Light" with 0.1 times the intensity for the full scene.

Now, this is how it should be.
