The competition aims to focus on Huzhou's green and low-carbon industrial fields, and introduce overseas young talents with capital, technology, and projects to start businesses and innovate in Huzhou, and provide intellectual support for building "six new Huzhou" and building a model city of ecological civilization at a high level .

3 Entry Conditions
1) The participating talents should have obtained a degree overseas (the degree level is not limited), have overseas entrepreneurial experience or have held a middle-level and high-level technical management position in an internationally renowned company for more than 3 years, and have overseas study (work) experience for no less than 6 years; The time outside the country (territory) or returning to the country does not exceed 3 years (after January 1, 2020), and the age is generally not more than 45 years old. The participating talents are talents of A, B, and C categories in the "Huzhou Talent Classification Catalog (2021 Edition)" or the talent project has obtained an investment institution (filed with the Asset Management Association of China) with an actual investment amount of more than 15 million yuan. There is no time limit for returning to the country, and the age can also be relaxed appropriately.
2) The core technologies mastered by the participating talent projects have independent intellectual property rights, are at the international leading or domestic first-class level, and the technologies are mature and have entered the development stage.
3) After the participating talent project is registered in Huzhou, the operation of the project must have certain financial guarantees and the ability to continue entrepreneurship and innovation. The participating talents should generally be the legal representative of the enterprise, hold no less than 30% of the shares and be the largest shareholder or the largest natural person shareholder.
3. Competition rules
Through the support of superior resources, third-party directional recommendation, public registration and other forms, the competition recruited 100 talent projects. After matching, about 50 talent projects that met the entry requirements and had the intention to come to the lake were selected to enter the preliminaries. The judges and experts will conduct comprehensive on-site scoring according to the scoring standards, and the top 15 talent projects will enter the finals.
The final decision: 1 first prize/30,000 yuan, 3 second prizes/20,000 yuan, 5 third prizes/10,000 yuan, 6 winning prizes/5,000 yuan, special prizes can be set up for particularly outstanding projects /50,000 yuan;
4. Supporting policies
The entries that won the third prize or above in this final will be selected to participate in the finals of the 6th China Huzhou Global High-Level Talent Innovation and Entrepreneurship Competition. In the finals, the entries that won the special prize, first prize, second prize, and third prize The project is directly identified as the "South Taihu Lake Elite Program" of Huzhou City in accordance with relevant regulations:

(1) Landed talent projects can apply for talent fund support of up to 10 million yuan;
(2) Those identified as "Top Goose" talent enterprises with excellent performance evaluation will be rewarded no more than 10 million yuan in total based on their annual development performance;
(3) The loan amount of 10 million yuan will be given to the landing project within two years according to the benchmark interest rate, which is the highest and full discount. A policy guarantee of up to 10 million yuan and a guarantee fee subsidy of up to 500,000 yuan;
(4) Settled districts and counties provide up to 2,000 square meters of rent-free entrepreneurial space for 5 years or corresponding rent subsidies.
(5) The award-winning talents will be awarded the leading talents of the "South Taihu Lake Elite Program", and will be given a house purchase subsidy of 600,000 yuan and a settlement subsidy of 500,000 yuan.
At the same time, for those talent projects that have not won awards, those who have negotiated and cooperated with our city will be recommended to apply for the "South Taihu Elite Program" first, and enjoy relevant supporting policies according to regulations.
