China·Nanning Overseas (Overseas) Talents Innovation and Entrepreneurship Competition was established in 2018. Through primary selection, domestic and overseas preliminaries, Nanning finals and project matchmaking, it attracts global overseas (overseas) talents to innovate and start businesses in Nanning. The competition provides project funding, industry connection, financing connection, offshore incubation and other services for talents and projects to settle in Nanning, and provides rewards for organizations and institutions that recommend projects to participate in the competition. In order to further promote talent innovation and entrepreneurship and the high-quality development of Nanning, it is planned to hold the "2023 6th China·Nanning Overseas (Overseas) Talent Innovation and Entrepreneurship Competition".

2. Industry fields of participating projects
New energy vehicles and parts, electronic information, metal and new chemical materials, aluminum deep processing, high-end equipment manufacturing, forest product processing, food processing, biomedicine, and modern agriculture.
3. Participation conditions
(1) At least one member of the talent team or the core members of the enterprise (including shareholders, executives, core technical members, etc.) has overseas (overseas) overseas (including Hong Kong, Macao and Taiwan) study or work experience for more than one year (inclusive), Possess innovative technologies, achievements or products with broad market prospects, own independent intellectual property rights, mature technology, and meet the conditions for industrialized production. They intend to land in Nanning for industrialized development within one year after the competition.
(2) For those participating in the name of an enterprise, there is no limit to the registration time for enterprises outside Nanning City. Enterprises in Nanning City should be enterprises that have been newly introduced to participate in the establishment of talents in the past three years (after January 1, 2020).
(3) Projects and talent teams that have been shortlisted for the finals of previous competitions or the Nanning Innovation and Entrepreneurship Competition, or projects that have received financial support from Nanning at the same level are no longer eligible for competition.
(4) The participating talent team should promise that there will be no false report of the project, fictional facts, infringement of intellectual property rights, etc. Each participating talent team can only apply for one entry.
4. Competition arrangement
(1) The competition starts (early June 2023). Start the competition and release the competition notice.
(2) Project collection (from early June to July 15, 2023). Carry out competition promotion and project collection for domestic and overseas. Support to participate in the Nanning Overseas Talents Normalization Roadshow project registration and competition. The Organizing Committee of the competition will review the qualifications of the applicants and review the form of materials.
(3) Project docking and counseling (tentatively scheduled for July 5, 2023). Organize project counseling and training, and carry out pre-docking of project landing intentions.
(4) Project preliminary selection meeting (tentatively scheduled for July 20, 2023). The organizing committee of the competition organizes experts and relevant units to review the materials of the projects that have passed the qualification review and select the projects that enter the preliminaries.
(5) Preliminary round (tentatively scheduled from July 25 to August 15, 2023). Set up preliminaries in Beijing, Shenzhen, Nanjing, Berlin, Germany, Paris, France, London, England and other cities, and hold preliminaries in different fields through "online + offline" roadshows. Projects that are not suitable for on-site participation will participate in the preliminaries through online roadshows.
(6) Finals (tentatively scheduled for September 7, 2023). The final was held in Nanning through the "online + offline" roadshow.
(7) Awards and project docking (depending on the opening and launching ceremony of the 2023 Nanning-ASEAN Talent Exchange Month). Organize talent representatives who have advanced to the Nanning final project to participate in the award ceremony, project landing matchmaking meeting and related activities in Nanning.
(8) Guide the project to land. Carry out whole-process tracking and docking of projects that are intended to be developed and assist in on-site inspections.
5. Reward policy
(1) Prize money
1. Preliminary competition winning bonus: several winning prizes are set for each preliminary competition site (in principle, the top 20% of the number of projects entering the preliminary competition), with a bonus of 2,000 yuan per project (after tax). Preliminary bonuses will be distributed after the contestants have participated in the finals.
2. Final basic bonus: 6 first prizes, with a basic bonus of 30,000 yuan/item; 10 second prizes, with a basic bonus of 20,000 yuan/item; 14 third prizes, with a basic bonus of 10,000 yuan/item; 20 excellence awards , the basic bonus is 5,000 yuan/item. The above bonuses are after-tax amounts. The prize money for the final will be distributed after the contestants go to Nanning to participate in the investigation and matchmaking activities. Affected by force majeure, those who are unable to visit Nanning in 2023 can visit Nanning in due course in 2024 and receive bonuses.
3. Settlement subsidy bonus: Those who advance to the final project and land in Nanning will be given a settlement bonus. The award-winning project team needs to register and establish an enterprise with independent legal personality in Nanning within one year to industrialize the project, or cooperate with Nanning enterprises to industrialize the project. After the project meets the conditions for industrialization, it can apply for cash reward funding. In case of special circumstances, the eligibility for the settlement subsidy bonus declaration can be extended for one year.
(1) The first-prize project will be included in the special project for the leading talent team of the "Yongjiang Plan" in Nanning City, and a guaranteed subsidy of 500,000 yuan will be given to the project, and a maximum of 5 million yuan can be given according to the evaluation results. The conditions and procedures for appropriation shall be implemented in accordance with the special management methods for leading talent teams of the "Yongjiang Plan".
(2) The second and third prize projects will be included in the "Yongjiang Plan" overseas talent special project of Nanning City, and the projects will be given a subsidy of 300,000 yuan and 150,000 yuan respectively.
(3) The second and third prizes and the excellent award projects can apply for the Nanning "Yongjiang Plan" leading talent team special project, and the selected ones can receive a subsidy of 500,000 to 5 million yuan, and the specific amount is subject to the review results.
(2) Other incentive and subsidy policies
1. Food and lodging subsidies for the competition. For projects that pass the selection and go to the site to participate in the preliminaries, one member of each project will be given free board and lodging in a designated hotel for one day. For the projects that advance to the finals and go to Nanning to participate in the competition, one member of each project will be given 2 days of free board and lodging in the designated hotel. Projects that are invited to Nanning to participate in the award presentation and project matchmaking will be given 1 member of each project with 3 days of free board and lodging in a designated hotel.
2. Recommended item rewards. Competition cooperation organizations such as scientific and technological organizations, headhunting agencies, intermediary service agencies, overseas intelligence introduction workstations, etc. that have been registered by the competition organizing committee and recommend projects to participate in the competition can apply for recommended project awards. If the recommended projects advance to the preliminaries and finals, they will be awarded 500 yuan per project respectively. The reward funds are tax-included and can be accumulated.
3. Rewards for the introduction of projects. Units and enterprises that have successfully settled in Nanning for the first, second and third prizes and the final excellent award project will be rewarded, and rewards will be given to units and enterprises that provide landing docking and referral services. RMB/item (tax included), and units and enterprises that introduce excellent award projects to land will be rewarded with 5,000 yuan/item (tax included).
4. Project landing service.
(1) The award-winning projects in the finals can receive one-to-one services throughout the landing process, including assistance in office site selection, industrial and commercial registration, bank account opening, tax registration, and tax declaration guidance.
(2) The award-winning projects in the final will be recommended to the competition's cooperative venture capital institutions and innovation and entrepreneurship incubation carriers in priority.
(3) The award-winning projects in the finals can obtain services such as entrepreneurship training, industry docking, and reward policy cashing.
