Specialized and new small and medium-sized enterprises in Guangdong Province are about to declare, please prepare in advance

Guangdong Province officially released the "Notice on Organizing the Evaluation of Innovative SMEs in 2022, and the Identification and Review of Specialized, Specialized and New SMEs" , and the application deadline is October 21 .

(1) Basic conditions

1. It should be registered in the industrial and commercial registration of Guangdong Province and have independent legal personality;

2. Comply with the "Small and Medium-sized Enterprise Classification Standard Regulations";

3. The enterprise has not been included in the list of abnormal business operations or the list of seriously untrustworthy entities, and the products (services) it provides are not prohibited, restricted, or eliminated by the state. At the same time, there have been no major safety (including network security, data security), quality, environmental pollution, and other accidents and tax evasion and other violations of laws and regulations in the past three years (the above collectively referred to as compliance operations ) .

(2) Evaluation and identification standards

The evaluation and identification work follows the standards stipulated in the Ministry of Industry and Information Technology Enterprise [2022] No. 63 Notice. Among them, in combination with the actual situation of our province, the "characteristic indicators" in the identification standards for specialized, special and new small and medium-sized enterprises are set.

(3) Evaluation and identification process

1. Evaluation of innovative small and medium-sized enterprises

(1) Enterprises voluntarily log on to the gradient cultivation platform for high-quality small and medium-sized enterprises ( https://zjtx.miit.gov.cn/ , hereinafter referred to as the cultivation platform) to participate in self-assessment according to the principle of territoriality, and make a statement of authenticity and a commitment to compliant operation.

(2) The municipal competent department of small and medium-sized enterprises organizes preliminary review and spot checks on the self-assessment information and relevant supporting materials of enterprises, logs on to the national enterprise credit information publicity system and credit China to inquire about the company's compliance operations, and recommends those that pass the preliminary review to the Provincial Department of Industry and Information Technology .

(3) The Provincial Department of Industry and Information Technology organizes the review, on-site random inspection and publicity of the self-assessment information and relevant supporting materials of the enterprise. If there is no objection to the publicity, it will be announced as an innovative small and medium-sized enterprise.

2. Recognition of specialized, special and new small and medium-sized enterprises

(1) Innovative small and medium-sized enterprises voluntarily apply according to the principle of territoriality, and make a statement of authenticity and a commitment to compliant operations.

(2) The municipal competent department of small and medium-sized enterprises organizes a preliminary review and on-site spot check of the application materials and relevant supporting materials of the enterprise, and logs into the national enterprise credit information publicity system and Credit China to inquire about the compliance operation of the enterprise. It can solicit opinions from relevant functional departments such as network information, development and reform, ecological environment, emergency management, market supervision, and taxation on the compliance operation situation according to the actual work, and recommend it to the Provincial Department of Industry and Information Technology if it passes the preliminary review .

(3) The Provincial Department of Industry and Information Technology organizes the review of enterprise application materials and relevant supporting materials, conducts spot checks, solicits opinions from relevant provincial departments as appropriate, organizes publicity, and if there is no objection to the publicity, it will be identified as a specialized, special and new small and medium-sized enterprise and awarded a license.

3. Specialized and new "little giant" enterprise recommendation

(1) Specialized, fine, special and new SMEs voluntarily submit an application according to the territorial principle, and make a statement of authenticity and a commitment to compliant operation.

(2) The municipal competent department of small and medium-sized enterprises organizes a preliminary review and on-site random inspection of the application materials and relevant supporting materials of the enterprise, and recommends those that pass the preliminary review to the Provincial Department of Industry and Information Technology.

(3) The Provincial Department of Industry and Information Technology organizes the review of enterprise application materials and relevant supporting materials, conducts spot checks, logs into the national enterprise credit information publicity system and Credit China to inquire about the company's compliance operations, and recommends those that pass the review to the Ministry of Industry and Information Technology.

The industry association ( chamber ) can assist the SME authorities to actively publicize the Ministry of Industry and Information Technology Enterprise [2022] No. 63 Notice and this implementation plan, and widely mobilize SMEs to participate in the evaluation and identification of high-quality SMEs, but they are not allowed to carry out evaluation, identification, licensing and other activities related to innovative SMEs, specialized and special new SMEs, and specialized, special and new "little giant" enterprises.

(4) Due review

Specialized, special and new small and medium-sized enterprises are valid for three years. For specialized, special and new small and medium-sized enterprises that have been recognized by the Provincial Department of Industry and Information Technology , the enterprise should submit a new application in time before the expiration, and review according to the identification process of specialized, special and new small and medium-sized enterprises. The validity period of the review is extended for three years. In order to strengthen policy convergence, the original list will continue to be valid during the review period; after the review list is released, the original list will automatically become invalid, and the companies on the list that pass the review shall prevail.

3. Cultivation support measures

(1) Actively strive for and implement the national and provincial support policies for specialized and special new enterprises; provide preferential support for specialized and special new enterprises in the provincial special funds for supporting the development of advanced manufacturing industries; encourage all localities to provide financial support for specialized and special new enterprises.

(2) In-depth government-bank cooperation, guiding banking institutions to launch exclusive financing plans for specialized, specialized, and new enterprises; giving full play to the role of credit risk compensation funds for small and medium-sized enterprises, and supporting high-quality SMEs in financing; deepening cooperation with the three major domestic stock exchanges, carrying out special operations for equity financing of specialized, specialized, and new enterprises, expanding direct financing channels, and accelerating the use of multi-level capital market financing.

(3) For specialized and new enterprises that undertake major national and provincial projects, explore and select the best and give urgently needed high-level talents "revealing the list to be in command" or self-recommended places. Establish a multi-level talent training system, implement the "New Cantonese Entrepreneurs" training project, and give priority to supporting senior management personnel of specialized, special and new enterprises to participate in advanced training courses inside and outside the province for free.

(4) In-depth development of the "Professional, Specialized, New and Ten Thousand Enterprises", "Together to Benefit Enterprises" SME service action and SME service month activities, and provide each specialized, specialized and new enterprise with a service specialist to deliver services and policies to the door, and implement precise cultivation. Optimize the construction of the "Guangdong Enterprise Policy Communication" platform, and carry out precise push of enterprise-related policies. Further strengthen the construction of national and provincial SME public service demonstration platforms and entrepreneurship and innovation demonstration bases, organize the "Maker Guangdong" competition, support high-quality SMEs to expand domestic and foreign markets, and continue to provide refined and personalized services for specialized, special and new enterprises.

(5) Encourage large-scale enterprises to incorporate high-quality SMEs into the industrial chain and supply chain system, open the map of industrial clusters, and carry out "hand in hand" activities; carry out "joint action" to promote the integration and innovation of large and medium-sized enterprises; promote special actions such as high-quality small and medium-sized enterprises on the cloud platform, and promote high-quality small and medium-sized enterprises to steadily improve their innovation capabilities and growth.

(6) Give full play to the role of provincial (municipal) leading groups for promoting the development of small and medium-sized enterprises (private economy), form departments, upper and lower linkages and policy coordination, establish and improve the operation analysis system of small and medium-sized enterprises, continuously optimize the policy system, service system and development environment, and continue to support the specialization and new development of small and medium-sized enterprises.

Interim measures for the gradient cultivation and management of high-quality small and medium-sized enterprises

Chapter 1 General Provisions

Article 1 In order to enhance the innovation capability and specialization level of small and medium-sized enterprises, promote the high-quality development of small and medium-sized enterprises, and help realize the upgrading of the industrial base and the modernization of the industrial chain, these measures are formulated in accordance with the "The 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-term Objectives for 2035", "The 14th Five-Year Plan for Promoting the Development of Small and Medium-sized Enterprises", and "Several Opinions on Improving the System for Supporting the Development of Small and Medium-sized Enterprises".

Article 2 High-quality small and medium-sized enterprises refer to small and medium-sized enterprises with strong innovation capabilities in terms of products, technologies, management, and models, focusing on market segments, and good growth potential. Innovative small and medium-sized enterprises have a high level of specialization, strong innovation ability and development potential, and are the basic strength of high-quality small and medium-sized enterprises; specialization, refinement, and characteristic development, strong innovation capabilities, and good quality and efficiency are the backbone of high-quality small and medium-sized enterprises.

Article 3 High-quality small and medium-sized enterprises participating in the evaluation should be registered in the People's Republic of China, have independent legal person qualifications, comply with the "Small and Medium-sized Enterprise Classification Standards", and have not been included in the list of abnormal business operations or the list of seriously dishonest entities.

Article 4 The gradient cultivation of high-quality small and medium-sized enterprises shall adhere to the complete, accurate, and comprehensive implementation of new development concepts, adhere to the specialization and new development direction, adhere to the combination of effective market and promising government, adhere to hierarchical classification and grading guidance, and adhere to dynamic management and precise services.

Article 5 The Ministry of Industry and Information Technology is responsible for the macro guidance, overall coordination, supervision and inspection of the gradient cultivation of high-quality small and medium-sized enterprises, promotes the introduction of relevant support policies, releases relevant evaluation and identification standards, and is responsible for the identification of specialized, special and new "little giant" enterprises. All provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps SME authorities (hereinafter referred to as provincial-level SME authorities) formulate detailed rules in accordance with these measures, report to the Ministry of Industry and Information Technology for the record, and are responsible for the gradient cultivation of high-quality SMEs in the region according to the detailed rules, and are responsible for the identification of specialized, new and innovative SMEs and the evaluation of innovative SMEs. Other institutions are not allowed to carry out evaluation, identification, licensing and other activities related to innovative small and medium-sized enterprises, specialized and special new small and medium-sized enterprises, and specialized, specialized and new "little giant" enterprises.

Article 6 The competent departments of small and medium-sized enterprises at all levels should strengthen the dynamic management of high-quality small and medium-sized enterprises, and establish and improve the dynamic management mechanism of "incoming and outgoing". During the "14th Five-Year Plan" period, efforts will be made to promote the cultivation of 1 million innovative small and medium-sized enterprises, 100,000 specialized and special new small and medium-sized enterprises, and 10,000 specialized, specialized and new "little giant" enterprises across the country.

Article 7 The Ministry of Industry and Information Technology shall build a gradient cultivation platform for high-quality small and medium-sized enterprises ( gradient cultivation platform for high-quality small and medium-sized enterprises , hereinafter referred to as the cultivation platform), and build a database of high-quality small and medium-sized enterprises. The competent departments of SMEs at all levels should strengthen service docking and monitoring and analysis, carry out regular and irregular tracking of enterprise operations, development trends, opinions and appeals, and support policies and cultivation results, etc., formulate targeted policies and carry out precise services; further implement the requirements of "decentralization, management and services", promote the exchange and sharing of enterprise-related data, and reduce the burden of enterprise data reporting.

Chapter II Evaluation and Identification

Article 8 The evaluation and identification of high-quality small and medium-sized enterprises adheres to the principles of policy guidance, enterprise voluntariness, cultivation and promotion, and openness and transparency.

Article 9 The Ministry of Industry and Information Technology publishes and timely updates the evaluation criteria for innovative small and medium-sized enterprises (Appendix 1-1-1), the identification criteria for specialized, specialized, and new SMEs (Appendix 1-1-2), and the identification criteria for specialized, specialized, and new "little giant" enterprises (Appendix 1-1-3). The "characteristic indicators" in the certification standards for specialized, special and new small and medium-sized enterprises are set and released by the provincial SME authorities in light of the local industry conditions and the actual development of small and medium-sized enterprises.

Article 10 For the evaluation of innovative small and medium-sized enterprises, enterprises shall voluntarily log on to the cultivation platform to participate in self-evaluation according to the principle of territoriality, and the provincial SME authorities shall organize the review, on-site random inspection and publicity of the enterprise self-evaluation information and relevant supporting materials according to the evaluation standards. If there is no objection to the announcement, it will be announced as an innovative SME by the provincial SME authority.

Article 11 For the identification of specialized, fine, special, and new SMEs, innovative SMEs voluntarily submit applications according to the principle of territoriality, and the provincial SME authorities will organize the review, on-site random inspection, and publicity of the application materials and relevant supporting materials of the enterprises according to the identification standards. If there is no objection to the publicity, it will be recognized as a specialized, special and new SME by the provincial SME authority.

Article 12 For the identification of "Little Giant" enterprises, specialized, specialized and new small and medium-sized enterprises shall voluntarily apply in accordance with the principle of territoriality. The provincial SME authorities shall conduct preliminary examination and on-site spot checks of the application materials and relevant supporting materials of the enterprises according to the identification standards, and those that pass the preliminary examination shall be recommended to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology organizes audits, spot checks and announcements of recommended companies. If there is no objection to the announcement, the Ministry of Industry and Information Technology will recognize it as a specialized, special and new "little giant" enterprise.

In principle, in the second quarter of each year, organize the identification of specialized, special and new "little giant" enterprises. The provincial SME authorities should coordinate the evaluation of innovative small and medium-sized enterprises, the identification of specialized, special and new "small giant" enterprises, and the recommendation of specialized, special and new "little giant" enterprises according to work requirements.

Chapter 3 Dynamic Management

Article 13 The announced innovative small and medium-sized enterprises are valid for three years. After each expiration, the enterprise will re-log in to the cultivation platform for self-assessment, and the validity period will be extended for three years after being approved by the provincial SME competent department (including spot checks). The period of validity of certified special-purpose, special-new small and medium-sized enterprises, and special-purpose, special-new "little giant" enterprises is three years, and after each expiration, the certification department organizes a review (including spot checks), and if the review is passed, the validity period is extended for three years.

Article 14 Innovative small and medium-sized enterprises, specialized and special new small and medium-sized enterprises and specialized, specialized and new "little giant" enterprises within the validity period shall update their enterprise information through the cultivation platform before April 30 each year. If the enterprise information is not updated in time, the review qualification will be cancelled.

Article 15 For innovative small and medium-sized enterprises, specialized and special new small and medium-sized enterprises, and specialized and special new "little giant" enterprises within the validity period, if there are major changes related to the evaluation and identification conditions such as name change, merger, reorganization, inter-provincial relocation, establishment of overseas branches, etc., they should log on to the cultivation platform within 3 months after the change occurs, and fill in the major change report form. Innovative small and medium-sized enterprises and specialized and special new small and medium-sized enterprises that no longer meet the evaluation or identification standards shall be canceled after verification by the provincial-level small and medium-sized enterprise competent authorities; specialized, specialized and special-new "little giant" enterprises that no longer meet the identification standards shall be reported to the Ministry of Industry and Information Technology after being verified by the provincial-level small and medium-sized enterprises competent authorities, and the Ministry of Industry and Information Technology shall cancel the identification. For those who fail to report major changes within 3 months, the review qualification will be cancelled, or the announcement or determination will be canceled directly.

Article 16 For innovative SMEs, specialized and special new SMEs, and specialized and special new "little giant" enterprises within the validity period, if major safety (including network security, data security), quality, environmental pollution and other accidents occur, or serious dishonesty, tax evasion and other violations of laws and regulations, or if data falsification is found, the announcement or certification will be canceled directly, and they will not be allowed to declare again for at least three years.

Article 17 Any organization or individual may report the authenticity and accuracy of the relevant information of innovative small and medium-sized enterprises, specialized and special new small and medium-sized enterprises, and specialized, specialized and new "little giant" enterprises to the corresponding small and medium-sized enterprise authorities in real name, and provide supporting materials and contact information. For the content of the report accepted, the corresponding SME competent department shall promptly verify with the reported company. If the reported company fails to reply as required or is verified to have falsified behavior in the company, the company shall be required to make rectifications depending on the severity of the circumstances, or directly cancel the announcement or identification.

Chapter IV Cultivation and Support

Article 18 The competent departments of small and medium-sized enterprises shall, according to the characteristics and needs of different development stages and types of small and medium-sized enterprises in the region, establish a gradient cultivation system for high-quality small and medium-sized enterprises, formulate special support policies for hierarchical classification, increase service efforts, safeguard the legitimate rights and interests of enterprises, continuously optimize the development environment of small and medium-sized enterprises, and stimulate the emergence of a large number of specialized and new enterprises.

Article 19 The competent department of small and medium-sized enterprises shall play the role of a coordination mechanism for promoting the development of small and medium-sized enterprises, strengthen departmental coordination and linkage between upper and lower levels, and form a joint force of work. Coordinate the use of policy tools such as fiscal and taxation, finance, technology, industry, talent, land use, and energy use to continuously support the development of high-quality small and medium-sized enterprises, and improve the accuracy and effectiveness of policies.

Article 20 The competent departments of small and medium-sized enterprises should focus on building a service system that promotes coordinated promotion of government public services, market-oriented services, and public welfare services, and gather service resources and innovate service methods to provide full-cycle, all-round, and multi-level services for small and medium-sized enterprises by building platforms such as docking innovation achievements, integrating innovation between large and small-sized enterprises, innovation and entrepreneurship competitions, and supply-demand docking. Through the combination of inclusive services and precise services, we will focus on improving the breadth, depth, accuracy and response speed of services, and enhance the sense of gain for enterprises.

Article 21 The competent departments of small and medium-sized enterprises and various service organizations for small and medium-sized enterprises should strengthen guidance and services, promote small and medium-sized enterprises to improve corporate governance, refined management and compliance management, prevent various risks, promote sustainable and healthy development, and effectively play the role of high-quality small and medium-sized enterprises as a model. In the process of evaluation, identification and service, attention should be paid to the protection of business secrets of enterprises, and the consent of enterprises should be obtained before publicity, reports, inspections and exchanges.

Evaluation criteria for innovative small and medium-sized enterprises

1. Announcement conditions

The evaluation score should reach 60 points or more (in which the innovation ability index score is not less than 20 points, and the growth index and specialization index score are not less than 15 points), or meet one of the following conditions:

  • In the past three years, he has won national and provincial science and technology awards.
  • Obtained honors such as high-tech enterprise, national technological innovation demonstration enterprise, intellectual property advantage enterprise and intellectual property demonstration enterprise (all within the validity period).
  • It has recognized research and development institutions above the provincial and ministerial level.
  • The total amount of new equity financing (pay-in amount of qualified institutional investors) in the past three years is more than 5 million yuan.
  • Evaluation index

It includes six indicators in three categories: innovation ability, growth potential, and specialization. The evaluation results are calculated according to the score value, and the full score is 100 points.

Accreditation standard for specialized, special and new small and medium-sized enterprises

  • Identification conditions

Meeting the following four conditions at the same time is deemed to meet the qualification conditions:

  • Engaged in a specific market segment for more than 2 years.
  • The total R&D expenses in the previous year shall not be less than 1 million yuan, and shall account for not less than 3% of the total operating income.
  • The total operating income of the previous year was more than 10 million yuan, or the total operating income of the previous year was less than 10 million yuan, but the total amount of new equity financing (paid-in amount of qualified institutional investors) in the past two years reached more than 20 million yuan.
  • The evaluation score reaches 60 points or above or meets one of the following conditions:

1. Have won provincial science and technology awards in the past three years, and ranked among the top three award-winning units; or have won national science and technology awards, and ranked among the top five award-winning units.

2. The average total R&D expenditure in the past two years is more than 10 million yuan.

3. The total amount of new equity financing (paid-in amount of qualified institutional investors) in the past two years is more than 60 million yuan.

4. In the past three years, it has entered the list of the top 500 enterprises in the "Maker China" SME Innovation and Entrepreneurship Competition.

2. Evaluation indicators

4. Indicators of Innovation Capability
