1. Declaration requirements
All declared projects must meet the following declaration requirements and relevant guidelines, and all attachment materials must be uploaded in the Sichuan Provincial Science and Technology Management Information System.
(1) Requirements of the project reporting unit.
1. All scientific research institutes, colleges and universities, medical and health institutions, and other enterprises and units with scientific research and development, scientific and technological services, and decision-making consulting research capabilities with independent legal personality within the territory of Sichuan Province can apply.
2. The project declaration unit shall be responsible for the authenticity of the declared project and the declared materials.
3. For joint declaration by multiple units, a cooperation agreement (with official seal) must be attached and scanned and uploaded online.
4. If the enterprise takes the lead in declaring the project, it must truthfully fill in the basic financial information of the enterprise in the previous year in the registration information.
5. If the enterprise takes the lead in declaring the project, the ratio of self-raised funds to application funds shall not be less than 1:1 (if there are other requirements in the relevant guidelines, the guidelines shall prevail), and relevant supporting materials for self-raised ability (one of the following materials) shall be provided: : When the enterprise declares, the enterprise financial statement at the end of the previous month, the bank statement at the end of the previous month), except for units whose financial data are confidential.
6. Enterprises that undertake the science and technology planning projects of Sichuan Province whose project implementation period expires before September 30, 2020, and have not completed the project acceptance by September 30, 2021, will not be approved for new projects that take the lead.
7. Project applicant units (including cooperative units) with good integrity, who are within the restricted declaration period and have been included in the credit "blacklist" records of relevant social fields are not allowed to declare.
(2) Requirements of project applicants.
1. Project applicants include project leaders and project participants.
2. In principle, the person in charge of the project should be the proposer of the main research idea of the project and the scientific and technical personnel who actually preside over the research. Public servants of state organs at all levels (including other personnel exercising scientific and technological plan management functions) are not allowed to apply for projects (except for soft science projects).
3. In principle, the person in charge of the project should be born after December 31, 1961 (except academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering). If there are clear requirements in the guidelines, follow the guidelines.
4. The person in charge of the project should generally be a member of the leading unit. Scientific and technological personnel of institutions of higher learning, scientific research institutes, etc. are allowed to engage in entrepreneurship or to carry out R&D and transformation of achievements in enterprises with the approval of their units. Technologists who fall into this category can serve as project leaders for off-the-job innovation and entrepreneurship or part-time innovation and entrepreneurship units.
5. The person in charge of a key R&D project with a planned support fund of 1 million yuan or more as stipulated in the guidelines should meet the qualifications for a deputy senior title or above or a doctorate degree. 6. In the same year, the total number of new projects declared by the same project applicant shall not exceed 2.
7. Experts in guideline compilation cannot declare the science and technology projects that they participated in the compilation of guideline.
(3) Requirements of recommending units.
1. On the basis of this notice, the local recommending unit can formulate another notice to clarify the deadline for local project declaration and the submission process.
2. Each recommending unit should strengthen the compliance review of the recommended project application materials, recommend the recommended projects through the Sichuan Provincial Science and Technology Management Information System on time, and submit the recommendation letter and project summary form to the Science and Technology Department. Projects that fail the review will be returned by the recommending unit.
3. For projects recommended by the local government, after the local science and technology department forms a preliminary recommendation opinion, it consults with the financial department at the same level, and jointly submits a recommendation letter and project summary table to the Department of Science and Technology and the Department of Finance. 2. 3. Application process
The 2022 provincial-level science and technology plan projects will be declared online (the templates of each declaration form can be downloaded in the "Document Download" of the Sichuan Provincial Science and Technology Management Information System).
(1) Declaration of identity acquisition.
The administrator of the reporting unit and the person in charge of the project log in to the Sichuan Provincial Science and Technology Management Information System for identity registration and real-name authentication. The reporting unit and the project leader need to fill in the relevant information completely and truthfully. Registered units and individuals log in with their user names and passwords. The relevant information should be supplemented and improved, and the project declaration can only be carried out after the review is passed.
(2) Filled by the person in charge of the project.
The project application form shall be filled in by the project leader (unless otherwise specified in the guidelines). The person in charge of the project logs into the Sichuan Provincial Science and Technology Management Information System, and according to the specific declaration directions proposed in the relevant guidelines, follows the prompts to fill in the project declaration form and upload attachments online, scan the stamped part (the recommending unit may not stamp it) and upload it online.
(3) Examination by the reporting unit.
The reporting unit logs into the Sichuan Provincial Science and Technology Management Information System, and reviews and submits the project application form online before the deadline specified by the recommending unit.
(4) Review, summary, and submission by recommending units.
The recommending unit reviews and summarizes the declared projects, completes the online review and submission, and issues a project declaration recommendation letter and a project summary form (printed online) to the Department of Science and Technology. For projects recommended by the local government, the science and technology department and the finance department shall jointly issue a recommendation letter and a project summary sheet (printable online), and report to the Department of Science and Technology and the Department of Finance. Separate submissions by reporting units are not accepted.
(5) Amendment to the application form.
Before the project declaration deadline specified by the recommending unit, the project leader, the reporting unit, and the recommending unit can voluntarily withdraw the application form online for content modification. After the revision, the project application form and its attachments must be reviewed by the project application unit and submitted online before the application deadline specified by the recommending unit.
