1 Tournament Overview

With the development of the new generation of information technology and the rapid growth of the smart software and tool market, legal technology has gradually become a key area for the innovation and development of corporate legal affairs, lawyer services, and judicial work. At the same time, legal technology innovation has also become an important way to solve short-term problems in the field of legal services. At present, the legal intelligence technology evaluation competition that promotes the improvement of algorithm model indicators has been held for many years, and there is still a lack of legal intelligence product design competition that promotes the enhancement of legal business logic.

In order to promote the joint participation of college students and the technology industry in the innovation and development of legal science and technology, improve the quality and efficiency of legal services, improve the accuracy and accessibility of legal services, save the cost and time of legal procedures, innovate and efficient scientific analysis methods and tools for legal research, improve the security and privacy of legal data circulation and use, and solve the innovation needs of the legal industry, the legal science and technology innovation design competition was officially launched . The purpose of this competition is to encourage the joint development of innovative solutions to legal technology challenges and to promote the innovative application of legal technology, while providing a platform for innovators to display and communicate.

2 Tournament goals

Participants are encouraged to design innovative legal technology solutions, explore the depth of elementalization and standardization of legal business logic, understand the thinking of legal business data circulation and utilization, and master the design method of legal technology product prototypes to solve various challenges and problems currently faced by the legal industry and improve the efficiency, accuracy and accessibility of legal services.

The Competition Organizing Committee is responsible for providing contestants with detailed descriptions of the competition topic, competition rules and work submissions, and promptly answering contestants' questions; maintaining confidentiality management of entries to ensure the security of intellectual property rights of the works; arranging follow-up matters such as bonus distribution and award ceremony for winners; providing relevant technical support and consulting services to help contestants solve technical problems and problems; providing relevant communication platforms and resources to promote exchanges and cooperation among contestants. 5 schedule competition system

The competition adopts a "stage competition system", and the specific schedule is as follows:

5.1 The first stage (from now until August 10)

Contents to be submitted: register and submit the registration form.

The content of the registration form includes the information of the participating team members and basic ideas. The basic ideas include but are not limited to: the core needs to be solved by the product, the analysis and description of similar products in the market, the basic ability to complete the competition and the feasibility of the implementation method.

Those who pass the formal examination can enter the next stage.

The organizers and co-organizers of the event will hold free training for successfully registered participating teams. The training content includes (1) Computable legal theory and legal technology development trends; (2) Basic thinking and capabilities of legal technology product managers; (3) Legal technology product prototype drawing tutorial.

5.2 The second stage (August 10-September 10)

Contents to be submitted: The first version of legal science and technology product design plan, including but not limited to business flowchart, functional flowchart, functional design brain map, and wireframe.

Those who submit the first version of the design plan on time and completely and pass the eligibility review can enter the next stage.

The event organizers and co-organizers will provide professional guidance at this stage, and participating teams have one chance to resubmit according to the guidance.

5.3 The third stage (September 10-October 10)

Submitted content, the second edition of the legal technology product design plan, including but not limited to: high-fidelity prototypes, PRD documents, product operation plans, and revisions of the second-stage materials.

Submit the second version of the design plan on time and completely, and determine whether to enter the final round according to the ranking of experts' scores.

The event organizers and co-organizers will provide professional guidance at this stage, and participating teams have one chance to resubmit according to the guidance.

5.4 The fourth stage (the specific time will be notified separately)

At this stage, it is necessary to participate in the demonstration and defense on site.

The final ranking and award list will be determined according to the final scoring rules.

6 track topic selection

Participating teams should choose a competition topic and meet the main objectives of the corresponding competition topic in the submitted works. The name and specific direction of the entries should be drawn up by themselves. Entries should reflect the integration of legal business knowledge and computing technology. The specific entries and content can be designed in detail according to their understanding of the industry and technology and the basic capabilities of the team.

6.1 Track 1: Design of personal information compliance detection tools

Solution: The "Personal Information Protection Law" sets a series of obligations for personal information processors, such as collecting personal information to the minimum, not excessively collecting personal information, not collecting personal information in violation of regulations, and stipulates legal liability for violation of corresponding obligations. At present, when personal information compliance obligations are intensified, enterprises and regulators are facing high inspection costs. In order to avoid being punished, enterprises need to confirm compliance items and self-examine whether there are relevant regulations on personal information protection that violate the law; regulators need to check whether enterprises comply with relevant regulations on personal information protection. Facing a large number of apps and websites, inspection tools need to be upgraded to meet challenges.

In this context, automatic compliance detection tools for personal information have begun to appear in domestic and foreign legal technology markets. For example, foreign countries have automatic cookie consent and GDPR violation detection tools for GDPR. Domestically, there are tools for automatic screening for the "Notice of the Ministry of Industry and Information Technology on Carrying out Special Rectification of APP Infringement of User Rights and Interests" and "Notice of Ministry of Industry and Information Technology on Carrying out Special Rectification Actions on App Infringement of User Rights and Interests in Deepening". However, existing screening tools cannot fully cover current compliance requirements. New rules and requirements emerging in the field of personal information protection need to be reflected in automated tools. The promotion and convenience of automated tools cannot meet the needs of small and medium-sized enterprises and consumers in the current market.

Participants are requested to select a clear category of personal information compliance behaviors, delineate clear users and objects of automated compliance tools, specify the algorithm models and process modules required for them, and provide corresponding data output and output logic. Contestants need to provide a design plan that includes user needs analysis, technical principles, product prototypes, marketing plans, etc.

6.2 Track 2: Design of third-party centralized management tools for personal information

Solution to the problem: Personal information data is the data that carries personal information, and it is a type of data asset that has both high risk and marketing value. In recent years, there has been widespread concern and discussion about whether individuals have sufficient capabilities to manage their personal information and whether they can make rational decisions in the company's "Privacy Policy". The "Personal Information Protection Law" grants the right to copy and portability of personal information. Individuals can transfer their personal information to other personal information processors when conditions permit. This provides space and possibility for individuals to entrust a third party to manage personal information.

In December 2022, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Building a Data Basic System to Better Play the Role of Data Elements" was released, proposing to explore a mechanism where trustees represent personal interests and supervise the collection, processing, and use of personal information data by market players. Not only is there policy support, but in practice, data authorities and market players at home and abroad are exploring personal data circulation and utilization mechanisms relying on data intermediaries, data brokers, data trusts, data cooperatives, and Mydata. In addition, the consent management platform (Consent management platform) tool that centrally manages users' "consent and objection" to the collection and processing of personal information is also very popular in the market.

The entrusted personal information management platform already has relevant practices for reference, but each has its own advantages and disadvantages. Participants are invited to select a clear personal information use scenario, and propose a realistic and feasible personal information data entrusted management platform design plan from the perspective of the needs of individuals and market stakeholders, explore a management path where personal information data centralization and personalization coexist, and realize online management tools that are trustworthy for individuals, more convenient to use, and more effective in management. They can create good market value and distribute benefits in a fair and sustainable manner. Contestants need to provide a design plan that includes user needs analysis, technical principles, product prototypes, marketing plans, etc.

6.3 Track 3: Public Legal Service Tool Design

Solution: The current legal technology products are mainly provided for B-end and G-end, and free and low-cost public legal service tools for C-end are relatively scarce. In order to expand the accessibility of legal services to the public, it is necessary to design a group of small tools with high professional accuracy, affordable sustainable maintenance costs, and good social promotion benefits, and provide them to the public for free or at low cost after the development of relevant technologies. For example, automatic generation of common litigation documents and contract documents, automatic error correction of legal texts, legal amount calculator, quick legal information query system... Contestants need to select a specific public legal demand, clarify legal business logic, complete basic data collection and processing, and conduct search and comparative analysis of similar products in domestic and foreign markets. Contestants need to provide a design plan that includes feasibility analysis, technical principles, product prototypes, marketing plans, etc.

6.4 Track 4: Cloud court simulation sand table product design

Solution to the problem: With the continuous deepening of the policy of building a rule of law society, the publicity and popularization of laws and regulations has gradually become one of the key points of the national spiritual civilization construction. How to combine law popularization work with emerging technologies and open up new tracks is not only in my country, but also one of the research topics of major companies and academic circles in developed countries. Moot court, as an important method of legal practice, has been widely adopted by law schools of major universities. By mooting the court, breaking the traditional teaching mode of theoretical knowledge, allowing students to personally participate in court trials, combining theoretical knowledge with practice, and putting theory into practice is conducive to the cultivation of legal talents. With the comprehensive recommendation of informatization construction work, it breaks the traditional offline form of moot court, and helps groups other than law majors to simulate the whole process of court trials of different cases such as criminal, civil and commercial, through case analysis, role division, legal document preparation, rehearsal, court opening and other links through online simulation, so as to help users master the whole process of multi-role business in the court trial process. Contestants need to provide a design plan that includes feasibility analysis, technical principles, product prototypes, marketing plans, etc.

6.5 Track 5: Design of Judicial Large Language Model System with Interpretability

Solution: At present, the new generation of knowledge graphs, large language models and other intelligent technologies are developing rapidly, knowledge generalization, general knowledge, logical comprehension, and interaction capabilities are further improved, generative artificial intelligence is rapidly maturing, and related technologies have reached the application level. The release of the large language model and its great success have had a strong impact on the artificial intelligence industry. Many previous problems (fact-based question answering, text summary fact consistency, text-level machine translation, etc.) can be solved with the help of large language models. The large language model can be used as a tool to help develop and optimize our models and enrich our application scenarios. However, in the application of large language models in the judicial field, large language models still have problems and difficulties that must be overcome. The core is that large language models in the judicial field must have interpretability or the credibility of large models. Every answer to a legal question must be based on the law and the facts as the criterion. Like the judge’s "reasoning part" in the judgment document, there must be a clear legal reasoning process for the interpretation of the law, the quoted legal provisions, the facts, nature, and handling results of the case. Participants need to clarify the required algorithm model and give the corresponding result output logic to conduct a comparative analysis of similar products in the domestic and foreign markets. Contestants need to provide a design plan that includes user needs analysis, technical principles, product prototypes, detailed design, evaluation reports, marketing plans, etc.

7 Work Design Requirements

All track work files support Chinese/English language.

The electronic documents of all the final submitted works of the track include: (1) Market demand documents, including target market and users, analysis of similar products, product demand overview, priority of demand, etc. (2) Product requirements documents, including business flow chart, function flow chart, function list and description, product architecture diagram, etc. (3) High-fidelity prototypes, including UI diagrams, visual specifications, etc. (4) Product operation plan, including the first-year operation plan and mid-to-long-term operation plan. (5) Technical schemes, including technical mechanism diagrams, data processing methods, algorithm model selection or design, technical testing and tuning schemes, etc. (6) Attachments such as ppt, video, code (not required), knowledge base, etc.

This competition allows and encourages participating teams to use ChatGPT, Midjourney and other domestic and foreign intelligent assistance tools, but it is necessary to indicate on the title page of the entry which tool is used and what contribution the corresponding tool makes to which part of the entry; if it is found that it is obviously generated by artificial intelligence without specifying it, it will be considered plagiarism and appropriate points will be deducted in the review results.

8 Evaluation Criteria

The organizing committee of the competition will check the works submitted by the contestants and judge the formality of the entries, and submit the qualified works to experts for review; the final will show the design scheme to the jury and the audience through demonstration and defense.

The review experts will judge the submitted works according to the following criteria: the completeness and display effect of the design scheme, the ability to understand and solve the business needs of legal practice, the scientificity, usability and safety of the technical solution, and the standardization, aesthetics and ease of use of the prototype design. Among them, the standardization, aesthetics and ease of use of the prototype design are mainly applicable to the third stage of the competition and the presentation and defense of the final final.

8.1 Design integrity and display effect

  • The structural integrity of the design scheme, the readability of the title and text content, and the clarity of the diagrams.

  • How well the solution is presented and communicated to the judges and audience, such as: presentation fluency and quality, quality of visual presentation of content, clarity of solution benefits, etc.

8.2 Ability to understand and solve legal practice business needs

  • Whether the proposed user needs are accurate, whether the design plan can fully address the target needs, whether the demand mining technology is reflected in the user research records, whether the demand classification and summary, and the cause analysis are clear.

  • Whether the core function and market positioning of the product are clear, and whether the solution is innovative compared to similar products in the market.

  • The potential to solve major challenges in the legal industry, whether the social or economic benefits that may be created are significant, and the feasibility and market potential of public promotion and application.

  • The affordability of sources of legal business knowledge content and operating costs, and the status of knowledge reserves that have been acquired.

8.3 Scientificity, availability and safety of technical solutions

  • The scientific nature of planning and design of technical personnel's job responsibilities, and the sustainability of phased iterative development planning.

  • The rationality of layered architecture and modular layout, high cohesion, low coupling and scalability.

  • Ease of use for business data preprocessing, input and output logic, and data interface design.

  • Computational model selection and design concretization, usability, validity.

  • The ability to integrate the system with existing systems and processes in the market.

  • After the system goes online, it will continue to maintain the safety, efficiency and cost controllability of operations.

8.4 Standardization, aesthetics and ease of use of prototype design

  • Completeness, concreteness and implementability of the prototype diagram.

  • The ease of use of user interaction experience and the flexibility of component tools.

  • The beauty of the arrangement of user interface elements, the standardization of icons, and the consistency of visual style layout.

  • Ease of design for important backend management functions.

  • The degree of innovation and usefulness of characteristic functional modules such as data visualization.

9 Award Settings

9.1 Contestant awards

The winning teams selected in this competition will receive the following rewards (the number of winners will not be assigned to specific tracks in advance, and the final awards will be comprehensively selected by the competition organizing committee based on the performance of each track; the award amounts are all pre-tax amounts; we encourage each team to actively recruit student members in order to cultivate newcomers, and teams with less than 2 student members at school can get award certificates instead of bonuses): 

  • 3 first prizes: award certificates and a bonus of RMB 15,000.

  • 6 second prizes: award certificates and bonuses of RMB 10,000 each.

  • 9 third prizes: award certificates and bonuses of RMB 5,000 each.

  • A number of awards for excellence and certificates of honor.

All participants who complete the full course will receive a certificate of participation and the opportunity to present their designs at a public event. In addition, the award-winning solutions will also gain publicity, media coverage, and potential opportunities for further development and implementation in the industry. The organizers will also invite legal technology companies to transform some excellent design solutions into real products. Students who have completed the full competition will get a green interview channel for school recruitment or internship in cooperative companies.

9.2 Advisor Award

The instructors of the award-winning teams will be awarded the Outstanding Instructor Award, and will be awarded certificates or trophies at the final awards ceremony.

10 jury

10.1 Composition of the jury

The jury will be composed of experts in legal, technical and design fields with different backgrounds and experiences. The jury will be composed of 3-7 judges, including at least legal professionals, technical experts and technical product design experts.

Judges will be selected based on their relevant expertise and experience and will not be affiliated with any entrant.

10.2 Qualifications for judges

Legal Expert: A practicing lawyer, judge or legal scholar with expertise in an area of ​​law relevant to the subject of the competition.

Technologist: An experienced professional in the technology industry with expertise in a technical field relevant to the competition topic.

Design experts: Experienced technical product design experts who are good at user-centered design and human-computer interaction.

11 Entry Rules

11.1 Registration

This competition welcomes students from universities and scientific research institutes, various social organizations and their employees to apply for the competition, regardless of major or age. We encourage each team to actively recruit student members in order to cultivate newcomers. Teams with less than 2 student members in school can obtain award certificates but not bonuses. Participants must submit solutions in the form of a team. Members with different backgrounds, including technology, law, and business, are encouraged to form a team. When registering, a team leader should be identified. The specific division of labor for each member in the team must be clarified, and an instructor is recommended to provide guidance on the competition topic.

Team Registration: Log in to the registration portal of the event website to fill in and submit the "Participation Registration Form". After the registration is successful, wait for the review to pass. After passing, submit further materials according to the relevant notification of the event.

The competition is registered in the form of a team, and each team member can only participate in one track, and cannot participate in multiple tracks at the same time. Each participating team has 2-5 members. When registering, all members are required to provide basic personal information and promise that the information is true.

11.2 Submission of works

Participants should submit their works on time and completely according to the instructions on the competition website. The design plan should include cover, abstract, table of contents, text, attachments, etc. The cover shall indicate the competition track, the specific title of the scheme, the name of the participating team, the name of the participating team members and their school major or institution position, completion date, etc. Attachments include relevant research reports, multimedia files, design drawings, etc. The on-site demonstration and report link needs to submit the printed version of the work according to the notice of the organizing committee, and the works of other previous and subsequent links should be submitted in the form of electronic version.

11.3 Precautions

Please keep the source files of the works that can be used for media communication and printing production. The organizer and co-organizers will contact the winners to promote the subsequent use of the platform, modification and other related matters according to the needs.

All registered participants are deemed to have confirmed and complied with the provisions of this competition announcement.

11.4 Intellectual property rights

Intellectual property rights and legal issues related to works, trademarks, names, etc. will be handled by the participating teams. Any related disputes shall be resolved by the participating teams themselves, and have nothing to do with the organizer of the contest.

Groups submitting works are not allowed to plagiarize or plagiarize other people's works. In case of legal disputes such as intellectual property rights or copyrights, the participants shall bear the consequences. The organizer will cancel their participation and award qualifications and recover the prize money.

The intellectual property rights of the entries (including but not limited to schemes, algorithms, models, system prototypes, design drawings, research reports, etc.) belong to the participants. The contest organizer has the right to use the winning works for exhibitions and broadcasts free of charge, and has the right to use and modify the winning works for free in public welfare projects.

12 Other instructions

12.1 Organization Statement

The organizer reserves the right to adjust and modify the competition rules, to judge and dispose of cheating in the competition, and to withdraw or refuse to grant awards to participating teams that affect the organization and fairness. The organizer reserves the right of final interpretation of this contest.

12.2 Promotion

We will promote the event information and entries of this competition through the guiding unit, sponsoring unit, co-organizing unit and relevant media channels.
