2023年是研究院规划与发展极其重要的一年，杨光伟理事长对研究院及其孵化平台的发展做出明确规划。
首先，研究院将携手中国科学院、深圳市政府以及区政府，共同筹建成立“中国科学院老专家成果转化中心”、“中国科学院老专家研发成果展示中心”、“中国科学院院士工作站”陆续落地深圳。全面赋能孵化平台，重点开展“大健康、中医药、生物医药及生命科学”领域重大课题研发攻关与成果转化，为平台所有企业逐步建设和完善自主研发知识产权体系，助力优秀企业，陪伴发展，直至上市。
其次，研究院将携手盐田区政府建成并运营“中科国药•中科大有盐田区生命健康专业化产业园区”。未来3年内，打造多家上市公司总部基地入驻深圳，为深圳实现千亿级上市公司集群规模；引进国家高科技人才，参与粤港澳大湾区高科技人才库建设，与区政府合作成立集群配套职业教育学院，建立职业人才再教育培育体系，为产业定向开展科研课题及人才培育合作，赋能产业发展，为全国人才再就业与创业做出积极贡献。
