In order to implement the "Action Plan for Promoting the Scale Deployment of Internet Protocol Version 6 (IPv6)" (Ting Zi [2017] No. 47, hereinafter referred to as the "Action Plan") issued by the General Office of the CPC Central Committee and the General Office of the State Council, speed up network infrastructure and To apply the pace of infrastructure upgrading and promote the integration and innovation of the next-generation Internet and various economic and social fields, the organization and implementation work related to the relevant tasks of our Ministry is hereby notified as follows.


1. Implement end-to-end IPv6 transformation of LTE network

 (1) LTE network IPv6 transformation. By the end of 2018, basic telecommunications companies will complete the nationwide IPv6 transformation of LTE core networks, access networks, bearer networks, and service operation support systems and enable IPv6 service bearer functions, allocate IPv6 addresses for mobile terminal user data services, and provide end-to-end IPv6 access channel.

 

(2) IPv6 transformation of self-operated business systems of basic telecommunications enterprises. By the end of 2018, basic telecommunications companies will complete the IPv6 transformation of portal websites and online business hall websites, and complete the IPv6 upgrade and transformation of the top 10 self-operated mobile Internet applications (APPs) and corresponding system servers in terms of active users, so that mobile Internet applications (APPs) will be upgraded to IPv6. ) support IPv6 access priority; through promotion measures such as free traffic upgrades, guide users to complete mobile Internet application (APP) updates.
 

By the end of 2018, the number of mobile Internet IPv6 users shall be no less than 50 million (users who have been allocated IPv6 addresses by basic telecommunications companies and have an IPv6 Internet access record within one year), of which China Telecom Group Co., Ltd. (referred to as China Telecom) has no less than 50 million users. 10 million, China Mobile Communications Group Co., Ltd. (referred to as China Mobile) has no less than 30 million users, and China United Network Communications Group Co., Ltd. (referred to as China Unicom) has no less than 10 million users.
 

(3) The mobile terminal fully supports IPv6. Promote the factory default configuration of newly produced mobile terminals to support IPv4/IPv6 dual stacks, and gradually promote the activation of IPv6 functions for existing mobile terminals through system software upgrades. Mobile terminals customized and centrally purchased by basic telecommunications companies should fully support IPv6.
 

(4) Network and application IPv6 intercommunication between basic telecommunications enterprises. By the end of the first quarter of 2019, all basic telecommunications companies have completed the intercommunication of LTE networks with the top 10 mobile Internet application system servers of other basic telecommunications companies in terms of user scale, and realized the IPv6 cross-connection of 30 selected mobile Internet applications (APPs). web access.
 

2. Speed ​​up the IPv6 transformation of fixed network infrastructure

(5) IPv6 interconnection of backbone network. By the end of 2018, the IPv6 transformation of the backbone direct connection points of the Internet in Beijing, Shanghai, Guangzhou, Zhengzhou and Chengdu will be completed, and the IPv6 interconnection bandwidth will not be less than 1Tbps. By the end of 2020, the IPv6 transformation of all Internet backbone direct connection points will be completed, and the IPv6 inter-network interconnection bandwidth will not be less than 5Tbps.

 

(6) IPv6 transformation of metropolitan area network and access network. By the end of 2018, basic telecommunications companies will complete the IPv6 transformation of metropolitan area networks and access networks, enable IPv6 service bearer functions, allocate IPv6 addresses to fixed broadband users, provide government and enterprise customers with IPv6-based private line services, and introduce corresponding preferential tariff measures .
 

(7) Fixed terminals fully support IPv6. Promote the new production of home gateways, enterprise gateways, routers and other fixed terminals to support IPv6 and support IPv4/IPv6 dual stack by default, and the fixed terminals customized and centrally purchased by basic telecommunications companies should fully support IPv6.
 

(8) Transformation of the business operation support system. By the end of the third quarter of 2018, basic telecommunications companies have completed the upgrade and transformation of their business operation support systems, established an operation and maintenance management system and business management process for IPv6 services, and have IPv6 user statistics, traffic statistics, and IPv6 business acceptance, activation, operation and maintenance, etc. ability.
 

3. Promote IPv6 transformation of application infrastructure

(9) Data center IPv6 transformation. Basic telecommunications companies and data center operators should complete the IPv6 transformation of data center internal networks and export equipment to support IPv6 service access and bearer. By the end of 2018, China Telecom, China Mobile, and China Unicom completed the IPv6 transformation of super-large data centers, National Supercomputing Guangzhou Center, Northeast Regional Big Data Center, Neusoft Software Park Data Center, Yucheng Yunchuang Data Center, Baidu Cloud Computing Technology ( Shanxi) Co., Ltd. and Lanxun Shouming International Data Center completed the IPv6 transformation to provide users with IPv6-based Internet Data Center (IDC) services. The data centers newly put into production from 2018 should support IPv6. By the end of 2020, all large data center operators will complete IPv6 transformation.

 

(10) IPv6 transformation of content distribution network (CDN). By the end of 2018, Alibaba Cloud, Tencent Cloud, Kingsoft Cloud, Wangsu Technology, Lanxun Technology, and Dilian Technology completed the IPv6 transformation of the Content Delivery Network (CDN).
 

(11) IPv6 transformation of cloud service platform. By the end of 2018, the cloud service platforms of China Telecom, China Mobile, and China Unicom have completed 50% IPv6 transformation of cloud products, Alibaba Cloud, Tencent Cloud, Kingsoft Cloud, UCloud, Huawei Cloud, Huayun, Schindler Cloud, Baidu Cloud, JD Cloud, Qingyun and other cloud service platform companies completed 50% IPv6 transformation of cloud products. By the end of 2020, the above enterprises will complete the IPv6 transformation of all cloud products. Encourage cloud service companies to provide users with services such as IPv6 technical consultation and website renovation.
 

(12) The IPv6 transformation of the domain name system. By the end of 2018, China Telecom, China Mobile, and China Unicom completed the IPv6 transformation of recursive domain name resolution servers, Wanwang, Xinwang Internet, China Internet Information Center (CNNIC), government and non-profit organization Domain Name Registration Center (CONAC), Western Digital , Three Five Internet, Rename China, China Data, Aiming.com, Linked World, Business China, and Times Internet have completed IPv6 transformation, and built domain name registration, resolution, and management of the entire chain of IPv6 support capabilities.
 

4. Carry out IPv6 transformation of government websites and industrial Internet IPv6 applications

(13) IPv6 transformation of government websites. Promote the IPv6 transformation of industrial and information system portals. By the end of 2018, the Ministry of Industry and Information Technology will complete the IPv6 transformation of the portal website; by the end of 2019, all subordinate units, universities and communications administrations of provinces, autonomous regions and municipalities directly under the Central Government will complete the IPv6 transformation of the portal website.

 

(14) Industrial Internet IPv6 applications. Encourage typical industries and key industrial enterprises to carry out industrial Internet IPv6 network transformation, innovate industrial Internet application practices, and build an industrial Internet IPv6 standard system.
 

V. Strengthening IPv6 Network Security Guarantee

(15) Strengthen IPv6 network security management. Incorporate the security protection of IPv6-related network infrastructure and application infrastructure into the telecommunication and Internet network security protection system, improve the management and technical requirements for network security in the IPv6 environment, and carry out network security level protection, risk assessment, notification and early warning for IPv6. .

 

(16) Do a good job in upgrading and transforming IPv6 network security measures. All basic telecommunications companies and operating companies such as data centers, content distribution networks (CDNs), and cloud services should simultaneously upgrade and transform existing network security systems during the transition from IPv4 to IPv6 to ensure IPv6-based security capabilities.
 

(17) Strengthen the capacity building of IPv6 network security. Strengthen the construction of network security protection means based on IPv6 fixed network infrastructure and application infrastructure, and support the development of network security technologies and management mechanisms in emerging fields such as the Industrial Internet, Internet of Things, and artificial intelligence under the IPv6 network environment. Encourage enterprises, research institutions, universities and other parties to strengthen coordination and accelerate the research and development, application and integration of IPv6 security technology.
 

6. Implement supporting measures

(18) Strengthen organizational leadership. Local communications administrations, industry and information technology departments should strengthen communication and coordination with relevant departments, and establish a collaborative working mechanism. Each basic telecommunications enterprise group company, equipment manufacturing company, and data center, content distribution network (CDN), cloud service, domain name service and other enterprises should set up a special promotion working group headed by the company leader, and formulate specific implementation according to various goals and tasks. The program and work plan shall be submitted to the Ministry of Industry and Information Technology (Department of Information and Communication Development) before May 15.

 

(19) Implement the main responsibility. All enterprises should increase capital investment to ensure that various goals and tasks are completed on schedule. In the performance assessment of each provincial subsidiary (branch) company, each basic telecommunications enterprise group company should also take the completion of IPv6-related tasks as an important assessment indicator, and arrange funds to ensure the implementation of various IPv6 tasks. All enterprises should report the progress of relevant work to the Ministry of Industry and Information Technology (Department of Information and Communication Development) at the end of June, September and December 2018.
 

(20) Strengthen standardized management. Improve the Internet information service filing management system, encourage Internet access service providers and Internet information service providers to provide IPv6-based services, and clearly require IPv6-related information when filing Internet information services; strengthen the construction and filing management of IPv6 address filing systems , Supervise enterprises to strictly implement the IPv6 access address coding plan; improve the management requirements for relevant telecommunications services, requiring data centers (including cloud services), content distribution networks (CDNs) and other operating enterprises to provide support for IPv6 when submitting annual reports; Amendment The relevant regulations on the network access detection of telecommunication equipment, clarify the detection requirements for IPv6 in the network access of the network and terminal equipment. In the approval of projects such as e-government systems, information systems, and service platforms, the competent industrial and information technology departments in various regions should take IPv6 support as a necessary condition, and be responsible for the assessment and implementation; they should make overall arrangements for special funds to increase the support for IPv6 transformation in their regions. strength of support.
 

(21) Strengthen supervision and assessment. The Ministry of Industry and Information Technology will set up an IPv6 supervision work expert group to study and formulate assessment standards for the completion of tasks related to promoting the large-scale deployment of IPv6, and will regularly organize special supervision work to discuss the end-to-end connection of LTE network IPv6 and the foundation of fixed network. Key tasks such as facility renovation, application infrastructure renovation, and strengthening of network security will be assessed individually. The China Academy of Information and Communications Technology should study and build an IPv6 development monitoring platform, form real-time monitoring and analysis capabilities for key development indicators such as networks, applications, terminals, users, and traffic, and publish IPv6 development indicator data to the public.
