Guangdong Province

Data released by the Guangdong Provincial Department of Industry and Information Technology on October 10 showed that from January to August this year, 61,625 5G base stations were newly built in Guangdong Province, which is 128.4% of the provincial government’s construction target of 48,000. The number of 5G package users in the province reached 20.74 million, and a total of 98,613 5G base stations were built (the number of macro stations accounted for about 15% of the country), and both data ranked first in the country.

Liaoning Province

Liaoning Province stated that as of the end of September 2020, Liaoning has newly opened 2,046 5G base stations this year, exceeding the annual construction tasks of 20,000. The 14 cities in the province and the main urban areas of Shenfu Reform and Innovation Demonstration Zone have basically achieved continuous 5G network coverage.

Jiangxi Province

According to the Jiangxi Provincial Department of Industry and Information Technology, the province’s 5G network construction has made rapid progress. Since the issuance of 5G commercial licenses, 5G networks have been controversial due to high construction costs and difficulties.

In the construction of 5G networks, the number of base stations, especially the number of base stations in cities, is facing a sharp increase. It is predicted that the number of 5G base stations will reach 1.5 to 2 times that of 4G base stations, and the power consumption of a single 5G base station is 2 to 3 times that of 4G. The network construction has large site resource requirements, difficult site selection, and difficult property access. , High rent and energy costs.

In order to alleviate these problems as much as possible, Beijing, Shanghai, Guangdong, Shandong and other places have successively introduced policies to support 5G construction on issues such as 5G planning, electricity fee reduction and exemption, and clearly opened up public resources such as municipal green space, roads and street light poles, and commercial buildings for communication infrastructure. Construction.

Among them, Shanghai clearly implements subsidies for 5G power access and transformation. Power access and transformation costs are subsidized at the standard of 30,000 yuan per base station based on the actual number of base stations completed, and operating power costs are actually incurred by communication operators and tower companies. 20% of the electricity bill will be subsidized.

Hubei Province has clearly implemented the 5G "10,000 Station Project" to promote new information consumption. The provincial, city, and county finances will arrange a total of 200 million yuan per year at a ratio of 1:2:2, and subsidize and arrange new 5G macro base stations for three consecutive years. Government special bonds support the construction of 5G base stations.

The Guangdong Provincial Development and Reform Commission specially issued the "Notice on Relevant Issues Concerning Reducing the Cost of Electricity for 5G Base Stations", which clarified that the peak and valley electricity price standards and time divisions of communication base stations are implemented in accordance with the peak and valley electricity price policies of the original ordinary industrial users in each city. Communication base stations in Shenzhen are implemented in accordance with Shenzhen's current peak and valley tariff policy.

Gao Fang, deputy director of the Shandong Provincial Department of Industry and Information Technology, said that Shandong Province has adopted measures such as direct power supply transformation, transfer power supply price limit, and public resource opening supervision. In response to the difficulty of entering the site for the 6981 5G base stations proposed by Shandong Tower, dispatching meetings and coordination meetings are held regularly to coordinate one by one. All have been resolved so far. The annual rent for 5G base stations can be reduced and electricity costs can be reduced by more than 230 million yuan.

The co-construction and sharing of operators plays a vital role in promoting 5G rapid networking. China Telecom and China Unicom have cooperated to build a 5G access network nationwide, and China Mobile has also reached cooperation with China Radio and Television on 5G co-construction and sharing. At the same time, China Tower has coordinated three telecommunications companies to make full use of social resources for the site selection and construction of 5G communication base stations.

The relevant person in charge of China Tower said that according to the traditional way of building a station, it takes about 50 working days to build a 5G single base station. In Jinan, China Tower uses social resources for signal coverage, and uses a uniquely designed parking shed to deploy communication equipment in the non-motorized parking area outside the stadium. Adhering to the concept of “sharing and not building”, in addition to the two macro stations where new poles and towers must be built, China Tower uses existing high-height resources such as carport poles, street lamp poles, and monitoring poles to build 7 5G micro-stations to achieve high quality around the venue 5G wide coverage, saving more than 600,000 yuan of investment, while completing the signal coverage requirements of the three operators in 11 days.

In Jiangsu, the State Grid Nanjing Power Supply Company opened power infrastructure such as power poles and substations to Chinese towers and operators for the deployment of 5G base stations. According to calculations, according to the traditional way of building a 5G base station, a construction fund of 360,000 yuan is required to build a 5G base station. After the resources are shared, the construction fund is only 30,000 yuan, saving 91.7%. If the nation’s power infrastructure resources are shared, it is expected to reduce the area of ​​land acquisition by 84 million square meters, equivalent to the area of ​​60 Daxing Airports, save 42 million tons of steel, and build 100 Hong Kong-Zhuhai-Macao Bridges.

According to industry analysis, resource sharing not only saves a lot of investment and construction costs for the industry, but also shortens the construction cycle, laying a foundation for completing the annual 5G construction target ahead of schedule.
