Let me interpret the "Industrial Internet + Safe Production" action plan jointly issued by our Ministry and the Ministry of Emergency Response.

 

On June 30 this year, General Secretary Xi Jinping presided over the fourteenth meeting of the Central Deep Reform Commission. It reviewed and approved the guidance on deepening the integrated development of a new generation of information technology and manufacturing, which once again clearly stated that the development of the industrial Internet must be accelerated. Promote fundamental changes in manufacturing production methods and corporate forms. In his speech just now, Minister Liu also mentioned the fundamental changes in manufacturing production methods and corporate forms. With the development of a new generation of information technology to a certain point in time, the entire manufacturing industry is also undergoing fundamental changes. In terms of production methods, it is developing towards digitalization, networking and intelligence. From the perspective of corporate form, its software and platform trends are very obvious. Siemens has positioned its development goal as a software company. Siemens, GE, and many domestic companies present here, such as Orient Guoxin, XCMG, etc., are all developing platform-based. How to build a new manufacturing ecosystem based on the platform has also become the focus of attention of all parties.

 

The new generation of information technology continues to extend to various key industries and fields to achieve integrated and innovative development. The introduction of the "Industrial Internet + Safe Production" action plan is a specific measure to implement the guidance in the field of safe production. 1. Introduction background

 

The Party Central Committee and the State Council attach great importance to work related to the industrial Internet and production safety, and General Secretary Xi Jinping has repeatedly given important instructions on these two aspects. Regarding the Industrial Internet, General Secretary Xi repeatedly emphasized the need to accelerate the innovation and development of the Industrial Internet and do a good job of deepening the integration twice. In terms of production safety, especially at the Fifth Plenary Session of the Central Committee of the Communist Party of China held recently, new requirements were put forward for development and safety, requiring overall development and safety to build a higher level of safe China. In this context, the Ministry of Industry and Information Technology, together with the Ministry of Emergency Management, jointly formulated and issued the "Industrial Internet + Safe Production" action plan from the perspectives of development and safety, and from the two dimensions of industrial Internet and safe production. The Industrial Internet has the attribute of comprehensive connection to the entire industry, the entire industry chain, and the entire value chain. It regards safety production as an important element, gathers safety production information, and better provides services for safety production supervision and other tasks. At the same time, safety production can be organically combined with the Industrial Internet. This is not only conducive to promoting the digital transformation of the manufacturing industry, but also conducive to improving the enterprise's intrinsic safety level.

 

2. File content

 

The second part reports the main content of the document. "Industrial Internet + Safe Production" is the integrated application of industrial Internet in safe production to enhance industrial production safety perception, monitoring, early warning, disposal and assessment capabilities. These five key links are also the focus of our traditional safety production. In fact, this logic is the same as the internal logic of the integration of the new generation of information technology and manufacturing that we promote, and the promotion of industrial Internet or cyber-physical systems.

 

The report of the 19th National Congress of the Communist Party of China proposed to promote the deep integration of the Internet, big data, artificial intelligence and the real economy. Among them, the Internet, big data, and artificial intelligence are not simply listed. They are not only typical representatives of a new generation of information technology, but also have an inherent logical relationship. Only after the Internet is it possible to realize the connection of everything, it is possible to gather data and form big data. After having big data, through big data analysis, it can realize state description, cause diagnosis, development forecast and decision execution, use big data to more accurately describe and present the current state, analyze the reasons behind abnormal points, and predict what may happen next , And make corresponding countermeasures based on the predicted results. These four stages constitute the smallest logical closed loop of artificial intelligence.

 

In terms of cyber-physical systems, its core logic is dynamic perception, real-time analysis, scientific decision-making, precise execution, and optimization. It can be seen that the logic of the above words is consistent with the "five new capabilities" mentioned in the action plan document. We should apply the Industrial Internet to safe production, so that the two promote each other and iteratively develop to give play to the effect of "1+1>2".

 

In addition to deploying the key tasks of "Industrial Internet + Safe Production" from these key links, we have also deployed tasks from different perspectives such as government departments, market players, and industry associations. From the perspective of government departments, the main task is to focus on infrastructure construction and building public capabilities, including the construction of a new type of industrial Internet + safe production infrastructure, an industry-level industrial Internet safety supervision platform, etc., with the goal of realizing the entire process and all elements of safe production , The whole industry chain connection and supervision. Some time ago, we just released a pilot demonstration of innovative applications of the Industrial Internet, including a pilot demonstration dedicated to "Industrial Internet + Safe Production".

 

From the perspective of market entities, from the perspective of enterprises and parks, we believe that each enterprise should build capabilities in the five areas just mentioned: rapid perception capabilities, real-time monitoring capabilities, advance warning capabilities, emergency response capabilities, and system evaluation capabilities. However, the building of these five capabilities can not only be done by the enterprise park, but also requires more and more extensive resource convergence and optimized allocation. For example, in terms of emergency response capabilities, many industrial production accidents often occur because the fire brigade does not know what is stored in the warehouse when it is extinguishing a fire. Big accident. If we use the fully connected property of the Industrial Internet to share this information, we can optimize production safety from a more global perspective.

 

As far as industry organizations are concerned, the first is to formulate implementation guidelines by industry and clarify the development roadmap and timetable. The second is to improve the standard system. The third is to cultivate solutions, including the development of related model libraries, industrial APPs, and digital transformation of industrial sites at the same time, to form an operational solution that can be implemented. The fourth is to cultivate a talent team. Traditionally, practitioners in safety production do not understand the new technology of industrial Internet, and talents engaged in industrial Internet do not know the professional requirements of safety production. Therefore, how to cultivate compound talents is also a problem we face. difficulty.

 

3. The next work plan 

 

Finally, I would like to introduce to you the next work plan. From the perspective of the Ministry of Industry and Information Technology , the "Industrial Internet + Safe Production" action plan mainly provides technical product support from the industrial Internet side. The first is to provide technical product support to accelerate the application of a new generation of information technology in all aspects of safety production such as perception, monitoring, early warning, emergency response, and evaluation. The second is to support each industry to build an industrial Internet platform, support related safety data, safety production models, and converge on the platform, including the development of industrial apps for safety production. The third is to promote key equipment on the cloud platform. The industrial field is very complicated. It is difficult to find a unified standardized solution for different categories and different scenarios. However, some industrial equipment such as motors and air compressors are no matter which industry they are in. They are all in use and have certain commonalities. If common devices are introduced, the monitoring and analysis can be better carried out through the cloud on the devices, and efficiency can be improved. At the same time, once we collect enough data for a certain type of equipment, new statistical indicators will be generated, such as the excavator index. In the future, with the gradual development of our industrial equipment on the cloud platform, there may also be ironmaking blast furnace indexes, industrial boiler indexes, etc., which are also very helpful to more accurately predict the operation of the entire national economy. In the field of safety production, we must also focus on key equipment in the field of safety production, and grasp the overall situation of safety production through single-point breakthroughs. The fourth is to cultivate industry system solutions. A good solution has three characteristics. It must solve the key problems of the enterprise and bring real benefits to the enterprise, including improving quality and reducing costs, energy saving and emission reduction, etc.; it must be competitive and realize the knowledge of technology and experience through the platform.
