    Goods or services that meet any of the following conditions may be procured through competitive negotiation in accordance with the Government Procurement Law: 
    (1) After the tender, there is no supplier bidding or there is no qualified target, or the re-tender cannot be established. 
    (2) The technology is complex or of special nature, and detailed specifications or specific requirements cannot be determined. 
    (3) The time required for bidding cannot meet the urgent needs of users. 
    (4) The total price cannot be calculated in advance. 
    Goods or services that meet one of the following conditions may be procured from a single source in accordance with the Government Procurement Law: 
    (1) They can only be procured from a single supplier. 
    (2) Unforeseen emergencies occur that cannot be purchased from other suppliers. 
    (3) It is necessary to ensure the consistency of the original procurement projects or the requirements for supporting services, and it is necessary to continue to purchase from the original supplier, and the total amount of additional purchase funds does not exceed 10% of the original contract purchase amount. 
    Government procurement projects with uniform specifications and standards, sufficient spot supply, and small price changes can be purchased through inquiry.
