Today’s Topic: Rural Credit Cooperatives Transformed into Rural Commercial Banks

This bidding involves a newly established provincial rural commercial bank - Liaoning Rural Commercial Bank . It was officially established and unveiled on September 27, 2023. It is composed of 30 rural credit cooperatives including Shenyang Rural Commercial Bank and Beipiao Rural Credit Cooperatives. A rural commercial bank formed by the merger of the associated cooperatives .

In November 2001, with the establishment of Zhangjiagang Rural Commercial Bank (the first local joint-stock commercial bank restructured from a rural credit cooperative), China's rural credit reform officially opened a new chapter .

The Central Committee’s No. 1 document in 2022 proposed “ accelerating the reform of rural credit cooperatives, improving the governance mechanism of provincial (autonomous region) rural credit cooperatives, and steadily resolving risks .”

With the advancement of policies, the reform of provincial-level credit unions has pressed the accelerator button.

On April 18, 2022, Zhejiang Rural and Commercial United Bank (formerly Zhejiang Provincial Cooperative Reorganization) was established. This is the "first order" in the reform of provincial cooperatives nationwide.

On November 7, 2023, Henan Rural Commercial Bank (formerly reorganized by Henan Provincial Association) held an unveiling ceremony.

On November 17, 2023, Shanxi Rural and Commercial United Bank (formerly reorganized by Shanxi Provincial Association) officially opened for business.

Thinking about why credit unions want to reorganize rural commercial banks?

The main purpose is to reform from the cooperative system of rural credit cooperatives to the joint-stock system of rural commercial banks . 

Members of a cooperative system only have one vote no matter how much money they invest. Therefore, their capital structure cannot reflect the rights and risks of shareholders , resulting in low efficiency and weak ability to support agriculture . The joint-stock system solves these problems. .

Take Changsha Rural Commercial Bank as an example. On July 27, 2016, it was formed by the merger of five banking institutions. Its share capital structure is designed in accordance with the "five 20%" design, that is: provincial state-owned enterprises, municipal state-owned enterprises, employee shares, original shareholders, and newly added private enterprise shares each account for 20% . Theoretically, this can not only prevent the ownership from being too concentrated and change the business direction, but also prevent the ownership from being too dispersed and prevent insider control.

Statistics on changes in the number of domestic banking institutions in 2022 show that the total number of credit cooperatives decreased by 61, while the total number of rural commercial banks increased by 37. With the effects of reorganization and the continuous deepening of policies, these rural credit cooperatives are likely to accelerate the completion of joint-stock reform in the future.

The number of domestic database products has exceeded 200. Although the technology is slightly uneven, with cost investment and policy support; and in the context that China’s total data volume is about to reach the top of the world, as the basic software for processing data, Domestic database technology is bound to advance by leaps and bounds.
