[FPGA] SCCB protocol + ov5640 camera

The following are quoted from Atomic Brother:

SCCB ( Serial Camera Control Bus , Serial Camera Control Bus) is a three-wire serial bus defined and developed by OV Company.

This bus controls most of the functions of the OV series cameras, including image data format, resolution, and image processing parameters.

In order to reduce the packaging of sensor pins, OV company now mostly uses a two-wire interface bus for the SCCB bus. (similar to IIC bus)
