In order to solidly carry out the special rectification work of evaluation experts who are "greeted" by stubborn diseases, better maintain a fair and just evaluation environment for projects of the National Natural Science Foundation of China (hereinafter referred to as the Science Fund), and ensure that evaluation experts perform evaluation duties independently, objectively and impartially, according to the "National Natural Science Foundation of China" Natural Science Foundation of China Regulations, Interim Provisions on Handling Violations of Scientific and Technological Activities, Measures for Investigation and Handling of Misconduct in Scientific Research of National Natural Science Foundation Projects, etc., formulate this list.

1. Prohibited list of researchers

(1) Inquire about the experts and lists of communication review and conference review.

(2) Inquire about information that cannot be disclosed or has not yet been made public, such as communication review and meeting review groups and review results, meeting review time and place, and discussion opinions.

(3) Lobbying and interceding with project review experts and management personnel in person or by entrusting others.

(4) Carrying out or participating in the behavior of "surrounding the meeting".

(5) Assisting others or units to implement entrustment behaviors.

(6) Other acts prohibited by laws and regulations.

2. Prohibited List of Relying Units

(1) Inquiring and collecting information on review experts.

(2) Connivance in the implementation or participation in solicitation.

(3) Carrying out entrustment behaviors in an organized manner.

(4) Not actively cooperating with, delaying, covering up, obstructing or interfering with the entrusted case investigation.

(5) Other acts prohibited by laws and regulations.

3. Prohibited list of review experts

(1) Disclosing review information that cannot be made public or has not been made public in violation of confidentiality regulations.

(2) Take the initiative to disclose your identity as an evaluation expert to the applicant or other stakeholders.

(3) Vote for affection and engage in "favorite review".

(4) Exchanging benefits, accepting gifts, accepting bribes, etc., and voting for benefits.

(5) Evaluation experts participate in entrustment and mutual entrustment, and provide help for applicants and supporting units to obtain projects in violation of regulations.

(6) Accepting or not rejecting other requests.

(7) Other acts prohibited by laws and regulations.

4. Prohibited List of Natural Science Foundation of China Staff

(1) Disclosing work secrets such as review experts and undisclosed review opinions; inquiring about review experts and review opinions and other confidential information without approval or not due to job requirements; consulting or operating other people's review process information beyond their duties and prescribed authority .

(2) Participate in or accept entrustment, and provide assistance to applicants and supporting units in obtaining projects in violation of regulations.

(3) Violating the relevant regulations on the avoidance of conflicts of interest, failing to actively report situations that have interests or may affect fair review as required.

(4) Other acts prohibited by laws and regulations.
