The National Natural Science Foundation of China (hereinafter referred to as the National Natural Science Foundation of China) is in accordance with the overall deployment of the deepening reform of the Science Fund in the new era, and according to the priority development areas specified in the "14th Five-Year Plan" development plan.  1. Positioning of funding

Major projects are oriented to the frontiers of science and major scientific issues that meet the major needs of national economic, social, scientific and technological development and national security. 2. Application conditions and requirements

(1) Application conditions.

  Applicants for major projects or applicants for major projects should meet the following conditions:

  1. Experience in undertaking basic research projects;

  2. Possess a senior professional and technical position (title).

  Postdoctoral researchers at the station, scientific and technical personnel who are studying for a postgraduate degree, and who do not have a working unit or whose unit is not a supporting unit are not allowed to apply as applicants.

  If some major projects have special requirements for application conditions, the relevant major project guidelines shall prevail.

(2) Application requirements.

  1. The funding period for major projects is 5 years, and the research period in the application form should be filled in from January 1, 2024 to December 31, 2028.

  2. For each major project, no more than 5 topics should be set around scientific goals, and the project application and topic application should be written separately. For major projects, only the overall application is accepted, and the project applicant should be the applicant of one of the projects.

  If the applicant and the participant of a major project are not from the same institution, the participant’s institution shall be regarded as a cooperative research institution (overseas institutions shall not be regarded as a cooperative research institution). The number of cooperative research units for each subject shall not exceed 2. The total number of supporting institutions and cooperative research institutions (including cooperative research institutions of each subject) for each major project shall not exceed 5.

3. Restricted Application Regulations

1. Applicants (excluding major participants) can only apply for one major project in the same year. Project hosts and project leaders who received funding for major projects in the previous year are not allowed to apply for major projects as project applicants or project applicants this year.

2. According to the requirements of the "Notice of the Natural Science Foundation of China, the General Office of the Ministry of Science and Technology, the General Office of the Ministry of Finance, and the Office of the Natural Science Foundation of China on Further Strengthening the Coordination of the National Science and Technology Plan Project Approval Management Work", major projects of the Science Foundation (limited to project directors and project leaders), basic science Center projects (limited to academic leaders and key members), national major scientific research instrument development projects (limited to project leaders and major participants with senior professional titles recommended by departments) and national key R&D projects (excluding young scientist projects, science and technology Small and medium-sized enterprises projects, international cooperation projects; limited to project leaders and project leaders), scientific and technological innovation 2030-major projects (excluding young scientist projects, limited to project leaders and project leaders) to implement joint limited projects, and scientific researchers at the same time In principle, the number of projects (topics) to apply for and undertake shall not exceed 2. 3. Other limited application requirements shall be implemented in accordance with the "Restricted Application Regulations" in the "2023 National Natural Science Foundation of China Project Guide".

4. Matters needing attention in application

(1) Acceptance of project applications.

  Paperless applications are implemented for major projects. The application submission time is from August 25, 2023 to 16:00 on August 31, 2023.

(2) Notes for applicants.

  When filling out the major project application or project application, the applicant should select the nature of the scientific problem according to the key scientific problem to be solved and the research content. If the application project has multiple scientific problem attributes, the applicant should choose the type of scientific problem attributes that are most consistent, most focused, and best reflect the characteristics of the application project.

  The major project application or project application is written online, and the specific requirements for applicants are as follows:

  • 1. Before filling in the application form, applicants should carefully read the relevant content in this project guide and the 2023 National Natural Science Foundation of China Project Guide. Project applications that do not meet the project guide and relevant requirements will not be accepted.

  • 2. The applicant logs in to the Science Foundation Network Information System http://grants.nsfc.gov.cn/ (hereinafter referred to as the information system, applicants who do not have an information system account, please apply to the fund management contact person of the host institution to open an account), according to the major projects The outline for writing an application or project application requires writing an application.

  • 3. Project applicants for major projects should first fill in the "Project Application Form" in the information system, and then give the project applicants of the major project project application authority, and project applicants without authorization will not be able to submit applications.

  • 4. Select "Major Project" for the funding category of the application, select "Project Application" or "Project Application" for the subcategory description, select the name of the relevant major project guide for the note, and select the corresponding application code according to the specific research content of the application (If some major projects have specific requirements, fill in according to the requirements of the relevant major project guidelines).

  • 5. If the applicant has undertaken other scientific and technological planning projects related to the major project applied for, the difference and connection between this project application and other related projects should be explained in the "research basis and working conditions" part of the main body of the application.

  The main participants in the project application only fill in the relevant information of the applicants for each project; the main participants in the project application include the relevant information of all the main members of the project.

  • 6. Applicants should strictly follow the relevant budget preparation and reporting requirements in the "National Natural Science Foundation Funding Project Fund Management Measures" and "2023 National Natural Science Foundation of China Project Guide" "Application Regulations", and carefully and truthfully prepare the project budget.

  • 7. After the applicant completes the application form, submit the electronic application form and attached materials online. Applicants should submit project applications or project applications through their respective supporting institutions. Among them, the project applicant submits the project application first, and the project applicant submits the project application after all the project applications are submitted and the project total budget table is generated and correct.

(3) Precautions for supporting units.

  • 1. The supporting unit shall review the authenticity, completeness and compliance of the application materials submitted by the applicant; review the target relevance, policy compliance and economic rationality of the applicant's project budget.

  • 2. If the host unit has not uploaded the "2023 National Natural Science Foundation of China Project Application Commitment Letter" (hereinafter referred to as the "Commitment Letter") in 2023, it should download the "Commitment Letter" from the information system, and the legal representative will sign it and submit it. After affixing the official seal of the supporting unit, upload the scanned electronic copy to the information system (you only need to upload it once this year). The host institution can submit the application only after completing the above-mentioned commitment procedures.

  • 3. The supporting unit shall confirm and submit the unit’s electronic application form and attached materials one by one through the information system before the specified project application deadline (16:00, August 31, 2023), and there is no need to submit a paper application form. After the project is approved, the paper signed and stamped page of the application should be bound at the end of the "Funded Project Proposal" and submitted together. The signed and sealed information shall be consistent with the final version of the electronic application submitted in the information system. For those who fail to provide signed and sealed materials in accordance with the above requirements, NSFC will deal with them in accordance with relevant requirements.

  • 4. The host unit shall submit the unit’s project application list online through the information system within 24 hours after the project application deadline. After the list is submitted, the Natural Science Foundation of China can accept the project application materials.

(4) Others.

  In accordance with the requirements of the "Law of the People's Republic of China on Science and Technology Progress", "Memorandum of Cooperation on Joint Punishment of Relevant Subjects Responsible for Untrustworthiness in the Scientific Research Field", "Rules for Investigation and Handling of Scientific Research Integrity Cases (Trial)", etc., the units and individuals entered into the scientific research integrity management information system During the penalty period, they shall not undertake or participate in major projects or subjects.
