1、在struts.xml中，有<!-- -->注释的内容，服务器后将不能正常运行，会报404错误
2、在每个类中的xml中的package报错
（The content of element type "package" must match "(result-types?,interceptors?,default-interceptor-ref?,default-action-ref?,default-class-ref?,global-results?,global-exception-mappings?,action*)".）
原因：（1）package内容写错了 （2）各个标签的顺序不对
