issue 一般是有争议、值得探讨的问题，解决方案不明确、有多种潜在可能性的问题,尤指社会或政治方面的议题，争论的问题。但凡需要谈判的，一般都是 issue:
- Abortion is a highly controversial issue. 堕胎是个很有争议的话题。
- We should raise the issue of discrimination with the council. 我们应提请市政会讨论歧视的问题。
- The key issue is whether workers should be classified as ‘employees’. 关键问题是工人是否应该界定为“雇员”。
- This is a big issue ; we need more time to think about it. 这是个重大问题，我们需要花较多的时间考虑。
- She usually writes about environmental issues. 她通常写环境方面的题材。
- The union plans to raise the issue of overtime. 工会打算提出加班的问题。
- The party was divided on this issue. 该党在这一问题上存在分歧。
- You're just avoiding the issue . 你只不过是在回避问题。
- Don't confuse the issue . 不要模糊焦点。

question 可以是需要明确以 yes or no 回答的，也可以是提问者真的不知道答案、想知道答案的。要强调的是，如果某个问题是必须以 yes or no 回答的，那英语中一定是 question, 而不会是别的“问题”的单词（issue, problem, .....）。比如：
- The question is: Did you do it?这事儿到底是不是你干的？
- To be, or not to be -- that is the question. 莎士比亚《哈姆雷特》中的名句
problem 是让人头疼的“问题”，几乎等同于 trouble, headache。

the Hong Kong question
香港是中国的一部分，香港问题属于中国的国内问题，不属于有争议的国际问题，香港问题的解决纯是有确定的解决方向的，属于“question”的范畴，而不具有商量余地、更不存在巨大争议，故而不能使用“issue”。
在中国知网上，担任中央编译局译审的徐梅江老师发表过一篇《翻译创新与标准译法——十六大文件翻译札记》的论文，其中提到：
参加英文翻译组的人员中有两位来自外交部，一位是前外交部翻译室主任、驻外大使、现外交部翻译室特聘专家，另一位是副司级外交官，他们都具有丰富的翻译经验。特别是十六大报告中关于外交部分的译文，他们起了把关的作用。给我印象最深的是，他们说，“台湾问题”应译为 the question of Taiwan 或the Taiwan question，绝对不可译为 the issue of Taiwan或 the Taiwan issue。解决台湾问题、实现祖国的完全统一是不容讨论的，不容任何国家和外来势力的干涉。据美国韦氏词典，issue的相关含义恰恰是 a point, matter, or question to be disputed or decided。毫无疑问，我们不能在这里使用issue这个词。“台湾问题”译为 the question of Taiwan或the Taiwan question 是规范的译法。当翻译涉及敏感的政治问题时，我们必须慎之又慎。
可见，不管是“台湾问题”还是“香港问题”，我们都应遵循这个原则：question和 issue 具有不同的意识形态、国家利益色彩。
