When you upload a file and attached to the current page or blog page, which is why the files are commonly called in Confluence in Annex (Attachments) .

Add attachments (Add Attachment) and delete attachments (Delete Attachment) permission is used to control who can upload and delete attachments in space.
Users have to add a page (Add Page) or add a blog page (Add Blog) privileges can insert attachments already exists in this page, but the user can not upload a new attachment, authority unless the user has to add attachments (Add Attachment) .
