Beijing Zhulong: Nine "needs and needs" to crack the key to the development of procurement platforms from the perspective of supply chain industry chain

On July 12, the "Fourth State-owned Enterprise Digitalized Procurement and Smart Supply Chain Forum" sponsored by China Federation of Logistics and Purchasing and hosted by Beijing Zhulong was held in Beijing. With the theme of "Digital Intelligence Empowerment and Innovative Development", this forum is based on the frontiers of state-owned enterprise procurement, focusing on how state-owned enterprises can play a leading role in the development of the digital economy, improve the management level of state-owned enterprise supply chains, and promote the digital transformation and upgrading of state-owned enterprise procurement and supply chains. A series of hot topics in the industry that have attracted much attention.

Big Procurement 3.0 was released in the main forum. Mr. Sun Jianwen, Chairman and CEO of Beijing Zhulong, Mr. Hu Dajian, Assistant President of China Federation of Logistics and Purchasing, Mr. Peng Xinliang, Secretary-General of Public Procurement Branch of China Federation of Things and Executive Deputy Director of the Procurement Committee, Mr. Chen Chuansheng, core expert of China Federation of Public Procurement Expert Committee, Mr. Gu Yingkun, Vice President of JD Industry, and Cheng Xiaojun, Senior Advisor of Sinochem Commerce Co., Ltd. jointly unveiled the release ceremony.

Mr. Sun Jianwen, Chairman and CEO of Beijing Zhulong, gave a keynote speech at the release ceremony, starting from nine "needs and musts", expounding the key to the development of the procurement platform from the perspective of the supply chain industry chain, and the capabilities of the large procurement 3.0 platform.

Sun Jianwen pointed out that with the changes in the environment and the development of technology, the procurement supply chain platform has become an important starting point and the only way for state-owned enterprises to seize the competitive opportunities in the supply chain. Through the practice of various customers, we have deeply realized that the industry has put forward higher requirements and expectations for the procurement platform. Therefore, the industry's expectation for the procurement platform is no longer a simple stage of simply satisfying one aspect, but has entered a comprehensive stage of "needing both".

The first is to satisfy procurement and bidding, but also to adapt to the expansion of the supply chain: expanding the supply chain has become an industry consensus, but limited to the development stage of the enterprise, the status quo of the organizational structure system, etc., it is often difficult for enterprises to achieve it in one step, and at the same time need to adapt to organizational structure adjustments at any time, such as the newly established supply chain management department, so the platform needs to meet the current situation, mid-term and long-term goals at the same time. In order to meet such goals, the platform needs to have the capabilities of business scenario presets, flexible process adaptation, functional integration and openness, and flexible value extension.

The second is to meet the "rigidity" of group management and control and the "flexibility" of personalized business: the State-owned Assets Supervision and Administration Commission of the State Council requires the group to shoulder the responsibility of the main body of procurement compliance and the strategic control development of the group from "management of enterprises" to "management of capital". Once procurement goes deep into the supply chain, it will be related to suppliers, materials, specific business processes and practices, and has a very strong "personality". The characteristics of their respective enterprises have also become problems to be solved urgently.

Beijing Zhulong believes that there is no contradiction between group management and personalization, but only strong standardization and personalization. Only when the platform has the B-PaaS expansion capability based on cloud native, mid-platform, and microservices can it meet the development demands of enterprises. Guarantee flexibility within the purview of molecular groups.

The third is to meet the transformation and upgrading of the group and adapt to the coordinated development of the industrial chain: Some enterprises have invested in the procurement platform for a long time and created a platform suitable for themselves. However, when the supply chain develops to the industrial chain, it is difficult to adapt to the characteristics of the external upstream and downstream, let alone the individualization of the upstream and downstream. Therefore, it is very urgent to help "chain owners" adapt to the individual demands of enterprises in various industrial chains, and to build an industrial Internet platform that is "many-to-many, public, community-based, and separable and collapsible".

The fourth is to change according to needs, but also to be mature and stable: the only constant in today's era is change. Enterprises need to adapt to changes in the market environment, changes in policies and systems, and changes in technological development. However, many companies worry about the stability of the platform in the face of changes, and choose to respond to all changes without change, which limits the ability of the company to optimize and improve the platform. Therefore, how to quickly change with demand and accumulate industry experience has become an urgent problem to be solved.

Fifth, it is necessary to comply with regulations to prevent risks, but also to adapt to procurement flexibility: a stable supply chain emphasizes collaboration, while compliance requires competition. Compliance risk management needs to be integrated into every business link, and rich procurement scenarios make compliance no longer affect the reasonable flexibility of procurement business due to the limitation of procurement tools.

Sixth, it must be compatible with Xinchuang and smooth in application: Xinchuang is a political task that state-owned enterprises must face, and the current procurement platform must be fully compatible with domestic core software and hardware products. Such as computers, servers, cloud resources, databases, browsers, etc., if you think about it and solve it, you may have to reinvent the wheel. Domestic core software and hardware products need enough time to run in before they can be applied smoothly.

Seventh, both intelligent innovation and application implementation are required: the intelligentization of the procurement supply chain has become an industry consensus, and now more attention should be paid to application implementation. Only when intelligence is embedded and applied to business systems can the maximum value be realized, and only by realizing out-of-the-box intelligent services can the sustainable development of intelligence be ensured. In the past, platforms were often only satisfied with informatization, and the core focused on what functions they had. Without the consideration of data, platform and AI in the underlying architecture, intelligence can only become a castle in the air.

Eighth, it must be first-class and realistic: The "Evaluation Model for Digital Maturity of State-owned Enterprise Procurement and Supply Chain" with Beijing Zhulong as the main participating unit was officially released today, providing an evaluation model for the digitalization of state-owned enterprise procurement and supply chain. It can be said that regardless of the stage of enterprise development, the platform needs to be scalable and flexible, which can not only fit the reality, but also benchmark the best practice, so that the level of procurement management can achieve leapfrog development.

Ninth, it is necessary to deliver both quality and efficiency: facing customers, platform delivery must realize what you see and what you get when you match it. Both quality and progress are required, and only product precipitation and high-efficiency personal delivery can truly achieve better understanding.

Finally, Sun Jianwen pointed out that the "State-owned Enterprise Procurement Supply Chain Platform-Large Procurement 3.0" released by Beijing Zhulong was born to meet the above-mentioned "necessary and necessary" needs. Through the tempering and precipitation of large procurement 1.0 and 2.0, and the verification of dozens of customers, we believe that the direction of large procurement based on cloud-native, centralization, and micro-service cloud-private integration is correct, and can adapt to the above-mentioned high standards of state-owned enterprises.
