1. Understand existing organizational and cultural norms

Data management and data governance organizations need to be flexible enough to work effectively in an ever-evolving environment.

Assess the current state to build an operating model:

How to understand the organization's corporate culture, operating model, and people: 1) The role of data in the organization. What are the key processes that are data-driven? How to define and understand data requirements? What role does data play in organizational strategy? 2) Cultural norms about data. Are there potential cultural barriers to implementing or improving management and governance structures? 3) Data management and data governance practices. How and by whom will data-related work be performed? How and by whom are decisions about data made? 4) How to organize and execute the work. 5) Organization of the reporting relationship. For example, is the organization centralized, decentralized, hierarchical, or flat? 6) Skill level. What is the level of data literacy and data management knowledge from frontline employees to executives, domain experts, and other stakeholders?

The data management organization should align with the company's organizational hierarchy and resources. Finding the right people requires an understanding of the functional and political role of data management within the organization. The goal should be to engage different business stakeholders across functions. What needs to be done: 1) Identify employees who are currently performing data management functions, get to know them and invite them to participate first. 2) Examine the organization's approach to managing data and determine how the process can be improved. 3) From an organizational point of view, plan the various changes that need to be made to better meet the needs.
