(4) For those operating within the scope of provinces, autonomous regions, and municipalities directly under the Central Government, the minimum registered capital is 1 million yuan; for operations across the country or across provinces, autonomous regions, and municipalities directly under the Central Government, the minimum registered capital is 10 million yuan. ;

(5) Having necessary venues, facilities and technical solutions;

(6) The company and its major investors and major business managers are not included in the list of untrustworthy telecom business operators;
