问题点
1、arcgis 通过 sde 服务连接数据库服务器，数据库服务器在 局域网 ip固定。
2、当更换 数据库ip后 ，通过 sde 无法链接到数据库
3、考虑用程序修正 mxd 文件 图层 datasource ，或者 让 datasource 为 localhost
