问题描述： 安装vs2017时报错：安装程序清单签名验证失败！
网上主流解决方案一：
WIN+R->输入“gpedit.msc”->确定
Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> Security Options -> System cryptography: Use FIPS compliant algorithms ，修改为已禁用。
你以为这样就解决问题了吗？没怎么简单，大部分人的这个选项本来就是禁用的，这种方法就无效了。
网上主流解决方案二：
WIN+R->输入“regedit”->确定
修改注册表 HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\fipsalgorithmpolicy把1改成0。
由于系统默认就是这样设置的，因此以上方案，亲测无用。
我的解决方案：
离线安装certificates文件。文件我已经上传，点击下载certificates文件。
解压后有三个文件，依次双击，默认安装就行，问题解决，亲测有效！
