tomcat如果是安装版或者服务的时候。
采用 Runtime.getRuntime().exec();运行cmd或者其他桌面程序可能会没有报错。
必须把Allow service to interact with desktop 勾上如下图 windows才允许tomcat打开程序
或者从服务里面设置
tomcat安装版运行CMD
