spring项目启动报错 cvc-elt.1: Cannot find the declaration of element 'beans'.

Caused by: org.springframework.beans.factory.xml.XmlBeanDefinitionStoreException: Line 10 in XML document from class path resource [spring-config-xxx.xml] is invalid; nested exception is org.xml.sax.SAXParseException: cvc-elt.1: Cannot find the declaration of element 'beans'.

两台服务器部署，一台能正常启动，另一台启动报错。

报错原因：该服务器没有外网访问权限。
