Tomcat 8上使用struts2的restful出现Cannot translate url to external form!的启动错误

这个错误一般会在Tomcat8上出现，换成Tomcat8以下的版本（如Tomcat7）就不会出现这个错误了。这个可能是Tomcat8中的一个bug吧。
