这个单词在系统开发的时候，或者写论文的时候经常会遇到，比如：
- effective uid；实际生效的用户id
- effective mtu；实际生效的mtu
- effective capabilities， 实际生效的权限功能。
原因是，我们做任何事情，总要去衡量，将要做的事情，实现的方法会为将来带来多大的效果，好的效果还是坏的效果。所以就现在很多社会事件的发生，也会带给我们信任机制有问题，导致信任的效果越来越差。
