iOS提交Appstore时报错： iTunes Store operation failed.

今天使用iOS提交Appstore时总是报错

iTunes Store operation failed. 
This action could not be completed. Try again.

开始以为是网络问题，所以试了各种网络设置，使用代理，VPN，但是问题依旧，最后还是使用下面的方法解决了问题。

1. 先把打包好的包导出成ipa文件
2. 然后通过Xcode Menu –> Open developer tool –> Application Loader来上传。
