提示：
ORA-12528: TNS:listener: all appropriate instances are blocking new connections
郁闷了很久。
现在记录如下：
动态注册：nomount下不能连接，提示以上信息，关闭listenter，已连接不受影响
静态注册：可以连接，注意关闭listenter，不能连接
使用negmgr配置静态注册：
ORA-12528 错误
安装dg，切换备库
sqlplus sys/passwd@standby as sysdba
