Recently, the Office of the Headquarters Office of the Jiangsu Provincial Headquarters for In-depth Pollution Prevention and Control officially issued the "Environmental Management Measures for Rainwater Discharge of Industrial Enterprises in Key Industries in Jiangsu Province (Trial Implementation)", which will be officially implemented on May 15, 2023.
The term "industrial enterprises in key industries" as mentioned in these Measures refers to industrial enterprises in the chemical industry, electroplating raw material medicine manufacturing, smelting, printing and dyeing industries (or including related processes), hereinafter referred to as "industrial enterprises".
Industrial enterprises are required to build independent rainwater collection systems to achieve full coverage of rainwater collection systems. Implement rain and sewage diversion, cleaning and sewage diversion, and it is strictly forbidden to connect production wastewater and domestic sewage to the rainwater collection system, or overflow or leak into the rainwater collection pipe network.
In the later chapters on rainwater collection and management, it is required that the water quality of rainwater outlets of industrial enterprises should be kept stable and clean. Rainwater discharge outlets should be installed with video surveillance equipment or online water quality monitoring equipment in accordance with relevant regulations and management requirements, and connected to the ecological environment department. In order to effectively prevent the abnormal discharge of rainwater in the later period, if necessary, an automatic emergency cut-off device should be installed in front of the rainwater discharge outlet, and it should be linked with the online water quality monitoring equipment. When the water quality of the rainwater discharge outlet is found to be abnormal, such as the concentration of monitoring factors has increased significantly, or the target of the water function zone of the receiving water body has been exceeded, the emergency plan for environmental emergencies of industrial enterprises should be activated immediately, the drainage should be stopped immediately, and the cause of the excess should be investigated. Drainage can be resumed only after relevant requirements are met.
The maintenance and management chapter requires that industrial enterprises should strengthen the operation and maintenance and network management of video surveillance equipment or online water quality monitoring equipment, record and properly save account data such as rainwater monitoring and facility operation, and accept the supervision and inspection of relevant management departments and off-site law enforcement supervision.
