中美比其他国家高一个量级，而且中国增长最为迅速。
其实不止是人工智能这样的新兴领域，在所有自然科学的基础研究中，中国所占的比例都越来越大，整个世界的基础研究正在向双头格局演化。
下面这张图就是一个鲜明的例子，它用的指标叫做“自然指数”（Nature Index），这是由世界顶级科学期刊《自然》提出的一个指标，用来衡量各个国家或者各个研究机构的基础研究的产出。
我们看到，自从有自然指数的统计以来，也就是2012年以来，美国就一直是第一，中国一直是第二，德国一直是第三。
你也许会问，这个图是到2016年，那么2017年的数据是什么样的呢？回答是：最近《自然》杂志修订了自然指数的计算方法，扩大了数据来源。按照新的计算方法，中国的自然指数在2017年又上升了13.3%，而美国下降了1.4%。
现在美国的自然指数大约是中国的2倍，中国也大约是德国的2倍。
如果我们问，第一集团包含哪些国家？
大家都会同意，第一集团只有一个国家，就是美国。
那么，第二集团包含哪些国家呢？这就是个有趣的问题了。
你可以说，中国和英国、法国、德国、日本一起，构成一个第二集团。
你也可以说，中国单独构成一个第二集团。
无论如何，中国的上升是一个最引人注目的大趋势。
2、第5类科技与中国科技的世界定位

这些成果标志着，中国率先把量子保密通信从实验室推进到了接近产业化的阶段。这是近代以来第一次由中国创造一个新的产业，是具有里程碑式意义的。
中国既然可以开创一个产业，当然也就可以开创第二个、第三个新的产业。
我们不但要在已有的跑道上争夺第一，还要开创新的跑道！
好，在做完这一通扫描之后，我们观察到什么样的图景呢？
中美两国有一个共同的特点，就是参与竞争的领域特别多，在绝大多数的领域当中都在力争上游。
好比有人参加奥运会，参与了一大堆的项目，跑步、游泳、射箭、举重、乒乓球、自行车全都来。先不论他在每一个项目得到第几名，单凭能够参与这么多项目，他就已经是一个了不起的运动健将了。
实际上，外界越来越多地把中国和美国看作当今世界的两个超级大国，这就是原因之一。在绝大多数领域都有能力参与，是中美作为超级大国的特色，是跟英国、法国、德国、日本、俄罗斯、印度、韩国等等最大的区别。
说了这么多，也许有些朋友仍然在担心，美国在芯片上卡我们脖子。这个问题当然需要认真面对，不过我要指出一点：你现在在担心的是这个问题，就已经是一个巨大的进步了。让我们把视线转向历史的纵深，给中国在时间轴上做一个定位，你就能明白我这话是什么意思。
3、从历史纵深理性看待中国科技成果
回想一下，40年前刚刚改革开放的时候，中国是一个什么状况呢？
当时外国舆论的一个非常常见的评论是：中国提出了规模宏大的现代化计划，真是可喜可贺，不过这个花费要以万亿美元计，大家都不知道如何筹集到如此巨量的资金，——这得卖多少石油、煤炭、木材啊？
你看，在那时的人看起来，中国要赚钱只能靠卖原材料，这是不证自明的！
当时我们自己的宣传，也经常是这个调调。
著名的相声艺术家马三立有一个相声，叫做《西江月》，用填词的形式歌颂党的十二大召开，里面就有这样几句：“中国地大物博，资源丰富无穷。在哪儿开采都现成，足够万年使用。油田煤矿普遍，森林树木山峰。金银锡铁钨锰铜，自己就往外拱。”
事实上，当时我们提出过要建“十个大庆”，希望通过卖石油来筹集资金。
但是这个愿望没有实现，因为我们的油田并没有相声里说的那么“普遍”，跟沙特真是没法比！
现在大家可以想一想，有多久没有听到“地大物博”这个说法了？
我们不讲“地大物博”了，是因为这是个弱势的宣传方式，就像“主要看气质”，人家一听就知道你拿不出其他高大上的优点了，只能讲这种没有技术含量的。
那么，实际的历史轨迹是什么样的呢？
是中国筹集到了巨量的资金，成功地支撑了现代化建设，但是并不是来自出口原材料。那时没有人能想到，中国变成了一个出口工业品的国家！更没有人能想到，中国变成了工业产值世界最高的国家！
在我小的时候，政治课本上经常说，发达国家用工业品交换发展中国家的原材料，是一种不等价交换，是一种剥削。
当时看着真是挺义正辞严的。大家有没有注意过，这种说法是什么时候从政治课本上消失的？消失的原因显然是，我们就在用工业品交换其他国家的原材料！包括很多发达国家的原材料！而且我们成了世界上出口工业品最多的国家！
好吧，我们再也不提所谓不等价交换了，宣传基调变成了“和谐世界”、“人类命运共同体”，这可真是……令人欣慰啊。
在改革开放之初，虽然全国人民喜迎所谓“科学的春天”，热情传诵陈景润和科大少年班的事迹，但是以现在的标准看来，当时中国人民对于科技的理解是比较肤浅的。
其实应该说，那是相~当~的~肤浅。肤浅的一个典型的表现，就是不清楚自己的定位。
例如1977年，邓小平邀请30位科技界的代表在人民大会堂召开座谈会，我国半导体学界的灵魂人物王守武说：“全国共有600多家半导体生产工厂，它们一年生产的集成电路总量，只等于日本一家大型工厂月产量的十分之一。”邓小平跟王守武说：“你们一定要把大规模集成电路搞上去。”
好，然后邓小平提出了一个时间期限。大家来猜一猜，他说的是多长？邓小平说的是：“你们一定要把大规模集成电路搞上去，一年行吗？”
回忆这样的有些滑稽又有些悲伤的往事，不是为了嘲笑任何人，只是为了让我们记住，我们当年曾经落后到什么程度，更加珍惜前辈们的筚路蓝缕，现在做出更大的努力。
实际上，当时我们连吃饭问题都还没有解决。新闻整天在那儿报粮食产量增长了多少，人均粮食达到了多少，作为振奋人心的喜报。
在九十年代之前出生的朋友们可能还记得，以前我们有一样宝物，叫做“粮票”！那时买粮食不是有钱就能买，而是必须要有粮票，少年朋友们听着有没有感觉不可思议？不止是粮票，还有肉票、布票、油票等等。这些票证，就是短缺的典型表现。
1992年，我14岁到科大上学的时候，录取通知书上说，报到要带500斤粮票。而且必须是全国粮票，省级的粮票不行哦。到了第二年，1993年，中国废除了粮票，我带的这500斤全国粮票终于成了纪念品。你看，仅仅是25年前，我们才解决了粮食供应问题，不再担心吃不饱饭了！
时光如流水，到了二十一世纪初，中国经济的爆发式增长引起了全世界的注意。这时再也没有人认为中国是一个无足轻重的国家了，不过绝大多数观察仅仅集中在经济上。那时还很少有人关心中国的科技水平，如果说有的话，最常见的评论也是：中国全靠山寨！
好嘛，中国科技的代表就是山寨。回头看起来，当时无论是中国媒体还是外国媒体，大都对中国的位置做出了严重的误判。
在很多人把“中国全靠山寨”当成了默认的事实之后，常见的评论还有善意和恶意之分。善意的就是说：中国不能总靠山寨，将来总是要自己研发的。恶意的就是说：中国只会山寨，因为中国人不会创新。
请注意，“中国人不会创新”不只是外国人的说法哦，我亲耳听到过中国人这么说，而且是地位相当高、对社会有很大影响力的中国人。
我后来对科学传播有热情，在很大程度上也是因为受到了这样的刺激。我当时就在现场反驳了他，后来也不断地在反驳类似的论调。大家是不是也遇到过这样的事？是不是也想反驳这种谬论？我支持你！
2008年左右，很多媒体在转载一篇文章，号称是来自兰德智库的，标题叫做《2020年，中国将会是一个非常穷的国家》。兰德智库确实是在2005年出了一个预测中国前景的报告，这是报告当中的一句话。但这篇文章呢，是把兰德智库的一部分原文和一些人的私货拼贴在了一起，凑成了一篇对中国人的谩骂，结果许多媒体还当真地转来转去。
在差不多的时间，还有许多人在转载英国前首相撒切尔夫人的一段话，出自她的著作《治国方略》。撒切尔夫人说：“中国成不了超级大国，因为……今天中国出口的是电视机，而不是思想观念。”
现在我们知道，这些论调都是错误的。实际上不用到现在，当时我就知道这些论调是错误的，因为我知道中国有很多创新。但当时的媒体是怎么做的呢？很多媒体就属于“傻白甜”，人家说什么就信什么。他们直接就认定了中国是一个没有创新的国家，然后以此为前提，反思了一通中国的这个问题那个问题。其实我一点都不反对反思，但你首先应该把事实搞清楚啊！
如果你能想起这些不是很久以前的往事，你就会注意到，现在你担心的不是吃不饱饭，不是没有足够的原材料出口换钱，不是“中国人不会创新”，不是“高铁请慢些走，等一等你的人民”，而是“中国的芯片不如美国”，这已经是一个多么巨大的进步了！
别忘了，芯片可是美国压箱底的杀手锏，我们解决吃饭问题才20多年，就打到了最后的关卡，还要啥自行车！
事实上，如果我们把视线向历史纵深放得更远一些，我们就会发现一个更加惊人的道理：当你进入高科技的竞争时，在某种意义上你就已经胜利了。这里的关键在于，科技竞争并不是战争，虽然我们经常这么比喻。战争是破坏性的，用博弈论的术语说，战争是零和博弈，甚至是负和博弈。
而科技竞争是正和博弈，因为科技是第一生产力，是把蛋糕做大的。在科技竞争中，并没有传统意义的失败者，实际上所有的参与者都会从科技进步中获得好处。在这个意义上，科技是全人类共同的事业，而且是全人类最伟大的事业。
这就是为什么，各国的科学界都天然地乐于帮助其他国家的科学进步，科学家是天然的国际主义者。我在美国的博士后导师们都跟中国有很多合作，为很多中国科学家提供过热心的帮助，包括中国量子化学的两位奠基人徐光宪和唐敖庆在内。同样的道理，中国的科学界也在帮助很多国家的科学进步。
我们希望中国的科技超过美国，但绝不是希望美国下降，而是希望中国上升。
在这个方面，全世界的科技工作者都天然地站在一起。我们希望的是，中国、美国以及世界上所有国家，大家都在进步，为人类创造出无限的可能性。
4、一个国家如果成为了以科技为基础的工业国，那么它再怎么都不会太差
例如意大利，一提到这个国家你可能想到很多笑话和吐槽，但是别忘了，即使经过两次世界大战的胜利，意大利仍然是一个非常富裕的国家。
是的，我说的是“即使经过两次世界大战的胜利”，这是因为意大利在两次世界大战当中都成功地跳反了，跳到了战胜国的一方，堪称神走位！
如果你对意大利的了解超过意大利面和意大利炮，那么你就会知道，意大利的汽车、机械和化工产业都是十分强大的。
例如法拉利、玛莎拉蒂、阿尔法·罗密欧等豪华汽车，都是意大利品牌。
现在你想起意大利的实力了吧？
同样的道理，还有德国。
即使经过两次世界大战的失败，德国仍然是一个非常富裕的国家。
这是因为，德国的汽车、电子、机械、化工、光学等等许多产业都非常发达。德国的强项我就不用多介绍了，甚至有时你会感到德吹太多了，已经吹过头了。
同样的道理，还有荷兰。
即使自从英国崛起以来就退出了大国争霸的舞台，还在二战当中一上来就被德国推倒占领了，荷兰仍然是一个非常富裕的国家。这是因为，荷兰的食品、化工、炼油和电机等等产业十分强大。
与芯片相关的，就有一个重要的例子：荷兰的ASML是世界上最大的光刻机巨头，最先进的半导体加工技术全都要用到ASML的光刻机。
最近中国芯片业一个重要的进展，就是中芯国际订到了一台ASML的极紫外光刻机，价格1.2亿美元，预计2019年交货。能买到就要谢天谢地，这是什么样的概念！
总体而言，十九世纪时的工业国现在仍然过得不错，因为它们仍然是科技先进的工业国。工业国跟农业国有质的区别，因为科技能带来无限的增长可能，而农业的增长空间十分有限。这才是基本面，好比冰山在水面下的八分之七。
我们经常在新闻上看到这些国家的各种奇葩事，比如又闹罢工啦，政府又难产啦，这些都属于冰山露出水面的八分之一。不是说这些负面新闻不重要，但如果只看到这些，你就遗漏了基本面，低估了这些工业国的实力，犯了一个严重的错误，古人把这种错误称为：明察秋毫之末，而不见舆薪。
反过来，如果一个国家的发展不是建立在科技的基础上，那么即使现在是富裕的，也并不可靠。
例如拉丁美洲和东南亚的不少国家，落入了所谓“中等收入陷阱”，根本原因就是它们没有成功地发展科技。又如一些西亚国家，靠卖资源就富了，但自己几乎毫无技术能力，如果没有外国工程师，连自己的石油都开采不出来，我们会羡慕这样的国家吗？
在这个意义上，中国近百年来不懈奋斗的一个重大成果，就是把自己提升到了高科技竞争的层次。
到了这个层次，只要自己不作死，像苏联、南斯拉夫那样乱来把自己搞分裂了，就无论如何都不会太差。因为，科技才是人类发展的正道，我们应该走正道。
我们应该树立这样的价值观：科学本身就是好的。就基本的动机而言，科学只是为了满足好奇心，而不是为了实用。但是当发现了新的原理之后，科学的用处却会远远超过单纯追求实用的做法。
科学，是人类最伟大的“无用之用”！
实际上，科学对于中国人是一个新鲜事物，是一种新的思维方式。
想想看，在遇到问题的时候，我们怎么寻找解决方法？
以前我们最习惯的思路是，一不怕苦，二不怕死。还有就是，发挥组织能力的优势。或者层次更高一些，发挥信仰的力量。
这些都很好，但都不是用科技来解决问题。
而到了现在，越来越多的人的思路是，开发一个新的软件，制造一个新的机器，或者提出一个新的原理。习惯于用科学技术来解决问题，这就是一个了不起的进步，是现代社会的一个本质特征。
因此，我希望大家注意到一个重要的定位：今天这个时代，是中国第一次拥抱科学！中国的科学在世界上地位最高的时代，就是现在，而不是历史上的任何时期！
当然，中国的科学以后会在世界上占据更高的地位。这需要所有人都付出努力，都为科学事业做出贡献。诸位朋友们，我期待着你们的贡献！
