In addition to community organizations and well-known enterprises continuing to contribute to open source, the Hangzhou Municipal Government has also continued to increase its support for open source. On October 25, 2022, the General Office of the Hangzhou Municipal People's Government issued a notice on printing and distributing "Several Policies for Promoting the High-Quality Development of the Software and Information Technology Service Industry in Hangzhou", which mainly mentioned:

It is necessary to cultivate innovative platforms and support chain owners, colleges, and research institutions to jointly build new public service platforms involving open source platforms, open source communities, code hosting, development testing, and software testing and verification . For those who meet the requirements, a one-time subsidy of up to 50 million yuan will be given to the platform builder on the basis of no more than 6% of the total investment cost of the project approval.

To cultivate an open source ecology. Encourage key software companies to release basic and forward-looking independent technology open source projects for operating systems, databases, cloud computing, big data, artificial intelligence, blockchain and other fields . Support the development of original software products based on the above-mentioned open source projects, select no more than 10 high-quality original software products with large installed capacity and high contribution rate each year, and give R&D companies a one-time reward of up to 1 million yuan; issue versions based on independent core open source projects Software companies that sell products and services, launch original software product releases, and carry out traditional application migration and adaptation activities, encourage their districts and counties (cities) to provide guarantees in terms of recruitment, personnel recruitment, and talent assessment; develop independent core open source product markets Docking and publicity and promotion activities to promote extensive application in government affairs and key social and people's livelihood fields.

Under this background, Open Source Society chose to take root in Hangzhou, and formally established KCC@Hangzhou Station to serve the city of Hangzhou. The city's open source people provide an ideal gathering place.
