01 Optimism
Optimism upgraded the sequencer on OP Mainnet on July 13
Optimism announced that it will upgrade the op-geth version of the sorter on OP Mainnet at 04:00 on July 13 to reduce the average transaction inclusion latency from 2-4 seconds to 0-2 seconds.

Polygon proposes token upgrade from MATIC to POL
Polygon founders and researchers proposed a token upgrade to replace the network's MATIC token with POL, a move that would allow POL to serve as the single token for all Polygon-based networks, including the main Polygon blockchain, the Polygon zkEVM network, and the various Supernets.

Arbitrum will activate account abstraction endpoint support on One and Nova
Arbitrum proposal AIP-2 has been voted in and will activate support for account abstraction endpoints on One and Nova mainnets. This proposal aims to solve the problem of ERC-4337 packaged transactions. The new RPC endpoint eth_sendRawTransactionConditional will allow users to specify a valid block height and timestamp range when submitting a transaction, thus solving the problem of smart contract account storage changes that may occur between the verification and execution phases.
04 BNB Beacon Chain
BNB Beacon Chain is expected to undergo "Zhang Heng" upgrade on July 19
BNB Beacon Chain will undergo a "Zhang Heng" upgrade at block height 328,088,888 (expected on July 19). This upgrade introduces BEP-255, which will implement on-chain asset reconciliation on the Beacon Chain to improve security.

Kava 14 mainnet is now live
According to Kava Network official news, the Kava 14 mainnet is now live. The new version will be an internal cross-chain bridge connecting Cosmos to Ethereum dApps, at which time native Cosmos assets will be unlocked to KAVA EVM.

Starknet will deploy v0.12.1 version in the next few weeks, and failed transactions will incur fees
Starknet tweeted that it will deploy v0.12.1 version in the next few weeks, in which failed transactions will generate fees to prevent network resources from being occupied. In addition, Starknet will introduce Volition in version v0.13, enabling DApp developers to choose their desired level of contract storage security. Release v0.14, scheduled for Q4, will introduce a fee market for transactions made on Starknet.

The Starknet v0.12.0 version is launched on the mainnet. This version focuses on improving network throughput to improve scaling and transaction latency. The new version has made significant improvements to the sequencer, including sequencer performance, cancellation of Pending status and block hash system calls.

L2 network Base opens the mainnet to builders and will open to all users in early August
Coinbase Layer 2 network Base announced the opening of its mainnet to builders. In the coming weeks, Base will invite early builders to deploy on the Base mainnet, commemorated with a Genesis Builder NFT. In early August, Base will jointly open Base to all users.

Celo development team cLabs plans to use OP Stack to migrate Celo to Ethereum L2 architecture
The Celo development team cLabs initiated a new proposal, proposing that Celo migrate from an independent EVM compatible Layer1 blockchain to Ethereum Layer2, that is, to use the OP Stack to become the Ethereum L2 architecture. Node operators operate and protect by re-mortgaging ETH, enabling Celo to keep costs low; retain Celo's design of only 1 block confirmation.

Layer1 Blockchain Babylon Releases Its Bitcoin Staking Protocol LitePaper
According to the official announcement, Babylon, a Layer 1 blockchain developed based on the Cosmos SDK, released its Bitcoin pledge protocol LitePaper. Babylon founder David Tse and the research team are working on leveraging the security of Bitcoin PoW to enhance the security of other PoS networks and incentivizing BTC holders to participate in this new method that allows them to stake Bitcoin on PoS networks.
