At present, my country's economy is recovering steadily, and economic and social development and epidemic prevention and control are being coordinated. Safe production is an important guarantee for building a dual-cycle economic development pattern. With the deep integration of a new generation of information technology represented by the Industrial Internet with the manufacturing industry, the intrinsic safety level of industrial production has been significantly improved. The combination of industrial Internet and safe production is an important guarantee for the advancement of the industrial base and modernization of the industrial chain during the "14th Five-Year Plan" period, a fundamental solution to eliminate potential safety hazards, and an important support for industrial restructuring, transformation and upgrading.

 

The Party Central Committee and the State Council attach great importance to the integrated development of industrial Internet and safe production. "Industrial Internet + safe production" is an important measure to thoroughly implement the concept of safe development of the Party Central Committee. In June 2018, the Ministry of Emergency Management, in conjunction with the Ministry of Industry and Information Technology, the Ministry of Finance, and the Ministry of Science and Technology, issued the "Guiding Opinions on Accelerating the Development of the Security Industry", proposing to "focus on the security needs of key industries, and use digital, network, and intelligent Safety technology and equipment research is the key direction." In April 2019, the Ministry of Emergency Management and the Ministry of Industry and Information Technology held a symposium and conducted full communication and exchanges on the industrial Internet to improve the intrinsic safety of production. In October 2020, the Ministry of Industry and Information Technology and the Ministry of Emergency Management jointly issued the "Industrial Internet + Safe Production" Action Plan (2021-2023). It is proposed that by the end of 2023, the industrial Internet and safe production will coordinate to advance the development pattern. By building a new infrastructure of "Industrial Internet + Production Safety" to support the connection and integration of the entire process, all elements, and the entire industrial chain of production safety, it is possible to achieve a comprehensive improvement of the safety production management capabilities of enterprises, parks, and industries in all dimensions.

The third is the construction of a digital infrastructure system as the core key to strengthen the construction of data resources for safe production.
