新版配置项功能

新增修改配置项：http://localhost:8080/vaccinate/a/conf/sysConfTpls/list/

获取用户配置信息：

Map<String, String> conf = sysConfService.getUserConf(UserUtils.getUser().getId());

UserUtils.getUser()是系统登陆者的一些基本信息

获取门诊配置信息：

Map<String, String> conf = sysConfService.getOfficeConf(localcode);

前端：officeConf    userConf

${officeConf.vaccinate_print_show}

localcode可以使用前台参数传过来。没有的话就获取当前登陆账号的站点编码：OfficeService.getFirstOfficeCode()
