梅提出愿辞职以换取议员支持退欧协议
英国首相试图以此说服疑欧派议员支持她达成的退欧协议。她承诺在几个月内卸任，让新首相与欧盟进行贸易谈判。
英国首相特里萨•梅(Theresa May)告诉保守党议会议员，她将不会继续担任首相以领导未来与欧盟的贸易谈判，此举是她的最后一搏，目的是说服疑欧派议员支持她达成的退欧协议。
梅在威斯敏斯特与保守党后座议员们举行的会议上做出在接下来几个月里卸任的戏剧性提议。此前保守党高层人士表示，确定她的离职时间表是为她的协议赢得支持的一个先决条件。
“我知道有些人担心，如果你们投票支持退欧协议，我会视其为一项授权，在没有进行必要辩论的情况下匆匆进入第二阶段。我不会——我听到你们在说什么，”梅告诉议员们。
“我准备提早卸任，以便为我们国家和我们党做正确的事，”她补充说。
卸任提议旨在为未来48小时内就她达成的退欧协议举行第三次投票铺平道路，因为这让保守党疑欧派议员们产生他们可以接手第二阶段退欧谈判的期待。
梅此前表示，如果她的退欧协议得到下议院批准，她将继续担任首相，以领导英国退出欧盟，确保英国退欧从而将成为她的政治遗产。

她的辞职将引发一场领导人争夺战，可能会使保守党再次以不同对欧立场为界分裂，候选人围绕各自将向布鲁塞尔争取的未来关系条款展开角力。
由于今年夏天布鲁塞尔将出现权力真空（届时欧盟将选举产生新一届议会，然后选出新的欧盟委员会），新的保守党首相在贸易谈判开始时将已经就任。
梅告诉1922委员会的后座议员们：“最近对我们国家和我们党来说是一个艰难时期。我们快到终点了。我们已接近准备好开始新的篇章，打造更为光明的未来。”
她补充说：“我非常清楚地听到了议会政党的情绪。我知道大家希望在英国退欧谈判的第二阶段有一种新的姿态，以及新的领导，我不会挡路。”
前外交大臣鲍里斯•约翰逊(Boris Johnson)和前退欧事务大臣多米尼克•拉布(Dominic Raab)是其中两个有意争夺保守党党魁职位的人。两人都承诺在未来的贸易谈判中对布鲁塞尔采取更强硬的态度。
如果梅争取到议会通过她达成的协议，那将暗示她会在今夏卸任，从而为赶在10月保守党会议之前选出新的保守党党魁和首相铺平道路。

May Offers Resignation in Exchange for Parliamentarians’ Support for Brexit Agreement
The British Prime Minister tried to persuade Eurosceptic MPs to support her exit agreement. She promised to step down within a few months and let the new prime minister hold trade talks with the EU.
British Prime Minister Theresa May told Conservative MPs that she would not continue as prime minister to lead future trade talks with the EU, in a last-ditch attempt to persuade Eurosceptics to support her exit agreement.
May made a dramatic proposal to step down in the next few months at a meeting with Conservative backbenchers in Westminster. Earlier, senior Tory officials said that setting a timetable for her departure was a prerequisite for winning support for her agreement.
" I know some people are worried that if you vote for the Brexit agreement, I will regard it as an authorization and rush into the second stage without the necessary debate. I won’t-I hear what you’re saying, " May told lawmakers.
" I am going to step down early to do the right thing for our country and our party," she added.
The outgoing proposal is intended to pave the way for a third vote on her exit agreement within the next 48 hours, as it gives Tory Eurosceptic MPs the expectation that they can take over the second phase of exit negotiations.
May has previously said that if her exit agreement is approved by the lower house of parliament, she will continue to serve as prime minister to lead Britain’s exit from the EU and ensure that Britain’s exit from the EU will become her political legacy.
" I urge everyone in this conference room to support the agreement so that we can fulfill our historic responsibility: to implement the British people’s decision and to exit the EU smoothly and orderly," she said.
The European Union has agreed to postpone the withdrawal date to May 22 if the British Parliament approves the withdrawal agreement this week. May will continue to serve as Prime Minister until Parliament passes the Brexit Agreement Bill to make British Brexit a law.
Her resignation will trigger a leadership battle that may once again divide the Conservative Party in terms of different positions towards Europe, with candidates wrestling over the terms of their future relationship to be fought for in Brussels.
Due to a power vacuum in Brussels this summer (when the European Union will elect a new parliament and then a new European Commission), the new Conservative prime minister will have taken office at the beginning of trade talks.
May told the backbenchers of the 1922 Committee: " It has been a difficult time for our country and our party recently. We’re almost there. We are nearly ready to start a new chapter and build a brighter future. "
She added: " I have listened very clearly to the sentiments of the parliamentary parties. I know that everyone hopes to have a new posture and new leadership in the second phase of the Brexit talks. I will not stand in the way. "
Former Foreign Secretary Boris Johnson and former Brexit Secretary Dominic Raab are two of those who are interested in vying for the Conservative Party leadership. Both promised to take a tougher stance towards Brussels in future trade talks.
If May wins parliamentary approval for her agreement, it will imply that she will step down this summer, paving the way for the election of a new Conservative leader and prime minister before the Conservative Party meeting in October.
Mei’s comments come as lawmakers debate alternatives to Britain’s Brexit agreement. Earlier, a cross-party group took control of the parliamentary agenda on Wednesday to hold a series of indicative votes.
