mysql新创建了一个新的数据库，准备使用grant赋予权限，结果出现了
ERROR 1290 (HY000): The MySQL server is running with the --skip-grant-tables option so it cannot execute this statement
这个问题解决办法：
1、flush privileges
2、执行刚才的grant语句即可
